No.37 第十卷第一期中華民國 103 年 04 月 The Direction and Change at this Stage of Professional Examination for Doctors of Chinese Medicine in R.O.C Abstract Shung-Te Kao Ming-Chien Kao Traditional Chinese medicine has a long history. It had a significant contribution to the maintenance of national health. But since modern medicine s rapid development, traditional medicine gradually lost its luster. However, Chinese medicine practitioners have long sustained their status in people s mind. Society also embraces a certain degree of trust and reliance on Chinese medicine. So, as early as before the institution of the R.O.C. Constitution and after relocating to Taiwan, R.O.C., the notion that Chinese medicine practitioners should be organized in special examination for doctors of Chinese medicine as a secondary process had been accepted as a means of finding suitable talents. But with the requirement of formal education and training for professional and technical personnel and the school of Chinese medicine being set up in various leading universities, the license examination system for doctors of Chinese medicine went through a number of changes over the past ten years. Qualification screening examination and specific examination for doctors of Chinese medicine held for over 50 years had hence been repealed one after the other. Currently, Chinese medicine education and license examination for doctors of Chinese medicine have largely returned to university education. So, only graduates of school of Chinese medicine and graduates of school of post-baccalaureate Chinese medicine and school of medicine as double major can attend the license examination for doctors of Chinese medicine, reflecting the maturity and wholesomeness of the education for traditional Chinese medicine practitioners. Starting in 2012, according to The Rules of Staging Examination of Professional and Technical Senior Examination for Doctors and Dentists, the certification examination for doctors of Chinese medicine is to be conducted in two stages. There is a three-year transition period where the two-stage examination and the current single-stage system examination are concurrently put into practice in a synchronized two- track implementation. Starting from 2015, a two-stage examination will be fully implemented and the single examination system will be repealed. In the future, OSCE (Objective Structured Clinical Evaluation) will be incorporated into the examination, rendering the evaluation of professional examination for doctors of Chinese medicine more comprehensive and positively impacting the development of professional examination for doctors of Chinese medicine, thereby successfully connecting with the international system. 36
