Exploring the Nonproliferation Governance Regime Building in the Middle East LIU Hongsong Ph.D, Associate Professor, School of International and Diplomatic Affairs, Shanghai International Studies University Abstract This article discusses the nonproliferation governance regime building in the Middle East based on the perspective of regime building. On the basis of assessing the situation of nuclear proliferation in the Middle East, this article analyzes the reasons why the CBM-oriented and NPT-led approached are difficult to succeed, and discusses how a nonproliferation governance regime can be built in the Middle East. This article argues that it would be more likely for the Middle East countries to make progress in building nonproliferation governance regime by means of setting the Regional Security Forum as the platform for dialogue, increasing confidence through conducting cooperative governance in less contentious non-traditional security issues, and adopting step-by-step measures in nonproliferation governance Key Words The Middle East; Nonproliferation; Global Governance; International Regime; Regime Building 120
