Journal of Latin American Studies Bimonthly Vol. 8 No. 6 06 Abstracts Conference on China s Second Policy Paper on Latin America and the Caribbean Abstract The Chinese government released its second policy paper on Latin America and the Caribbean on November 4 th 06 and ILAS CASS held a conference on the policy paper on November 9 th. According to the conference consensus the new policy paper embodies the newest development of Sino-LAC relations and the diplomatic thought of Chinese central government puts force a series of concrete measures. The new policy paper also points out the new challenges facing Sino-LAC relations in each field and proposes new ideas of relevant measures. It is of great strategic significance for China and Latin American countries to further develop mutual cooperation. Key words Sino-LAC relations community of destiny policy paper diplomatic thought 6 International Cooperation in Infrastructure Development in Latin America A Case Study of the Itaipu Hydropower Station Han Qi Abstract The Itaipu hydropower station built on the Parana River along the Brazil - Paraguay border was once the largest hydropower station in the world producing important economic and social benefits and contributing greatly to the modernization in those two countries. As a prerequisite to build and operate it Brazil and Paraguay succeeded in overcoming historical grievances and set the guiding principles of co-construction and comanagement based on equality and mutual benefits. During the construction stage as well as the operational stage top leaders of both countries were able to properly handle bilateral disputes and resolve conflicts. Workers from the Itaipu hydropower station contributed greatly to the Three Gorges Project in China by sharing their technology and experiences fully reflecting the spirit of international cooperation.
