1 2018 CCB (Asia) Hong Kong International Dragon Boat Races Organised by Hong Kong Tourism Board & Co-organised by Hong Kong China Dragon Boat Association Sanctioned by International Dragon Boat Federation & Asian Dragon Boat Federation Central Harbourfront, Central, Hong Kong June 2018 (Friday to Sunday) BULLETIN (1) Date of publication: 5 Feb 2018 Dear Sir/ Madam You are cordially invited to participate in the 2018 CCB (Asia) Hong Kong International Dragon Boat Races (IDBR). Jointly organised by Hong Kong Tourism Board and the Hong Kong China Dragon Boat Association, the annual IDBR will take place at the Central Harbourfront in Hong Kong on June Schedule Date & Time (Hong Kong Time) From now on Activity Any athletes and coaches (applicable to coaches who would like to be a drummer or helm only) of any dragon boat teams who is interested to enroll in any local championships, he/ she is required to be a HKCDBA athlete. For registration and renewal of membership, please visit the HKCDBA website: for details. NOTE: Overseas teams and invited teams* are exempted. First phase of online registration: From 5 March (Mon) to 19 March (Mon) Team managers to 1. Register the race category(ies) for his/ her own team; 2. Reserve crew marquee, if required (HK$700 per marquee for 3 consecutive days; the crew marquee fee will be waived for overseas teams and invited teams*); 3. Reserve practice session on 22 June morning, if applicable (For overseas teams and invited teams only); 4. Submit copies of Business Registration Certificates / Company Page 1 / 9

2 Registration/ Company certification documents, if applicable 5. Pay all fees by cheque; (Details will be announced through HKTB website: and HKCDBA website: in due course.) Second phase of online registration: From 9 April (Mon) to 8 May (Wed) 1. Team managers to register the names and respective address of individual team members on the online registration system; Team members will receive invitation s automatically generated by the registration system; 2. Team members are required to fill in their personal details and submit copies of student ID card or company ID card, if applicable, on the registration system; 3. Once all team members have enrolled, team managers will follow to assign role (i.e. paddler, coach, drummer or helm) for individual members so as to complete the entire registration process. 4. Team managers are reminded to complete step 4 for each entry he/ she has successfully registered during the first phase registration. Deadline for request for change of entry information 18 May (Fri) 7:00pm, 25 May (Fri) NOTE: There will be a penalty for late submission and request for change of information made after 8 May. 3 Team Managers Meeting (For all teams) The organiser will conduct briefing on race rules and regulations, race format, on-site arrangement and distribute race materials to 7:30pm, 21 June (Thu) overseas teams and invited teams. Venue: To be announced NOTE: All teams must comply with the race rules and regulations and arrangements announced at the Team Managers meeting. Confirmation of crew list From 22 June (Fri) to 90 min prior to commencement of races Team managers are required to reconfirm and submit the final crew lists at the Race Information Centre located in the crew resting area 90 min prior to the commencement of races. NOTE: Teams may be disqualified should they fail to reconfirm or submit the final crew list on time. 22 June (Fri) Morning Afternoon Practice Sessions for overseas teams and Invited teams Opening Ceremony, Small Boat Races and Prize Presentation Ceremony 23 June (Sat) Standard Boat Races and Prize Presentation Ceremony. 24 June (Sun) Standard Boat Races and Prize Presentation Ceremony. Fall Back Race Days If the IDBR is not allowed to take place at the Central Harbourfront due to any causes beyond the reasonable control of HKTB and 30 Jun 1 Jul 2018 (Sat Sun) HKCDBA, the IDBR will take place at Shing Mun River in Shatin, New Territories on 30 June and 1 July. NOTE: Cancellation or delay of races is subject to the final decision of the Organizing Committee. There will be NO refund of entry fee, athlete registration fee and administration charge. 5 Entry Requirements Categories All team members must be All overseas teams enrolled for International Championships International / Local Open Championship International / Local Mixed Championship International / Local Women Championship International Cancer Survivors Championship International Paradragon Championship Inter-Company Championship Banking Championship Professional Bodies Championship Youth Championship cum HKCDBA Entry Requirement Aged 12 or above as of 1 Jan 2018; Able to swim at least 50m in light clothing; A HKCDBA athlete, applicable to athletes and coaches (in case he/ she is going to take part as a drummer or helm at a local race) of dragon boat teams enrolled in any local championships. At least 60% of team members, as shown on the crew list, are registered as holders of passports issued by countries or regions other than Hong Kong. NOTE: HKTB & HKCDBA reserve the right to collect the copies of passport for the purpose of information check 8-12 female paddlers for Standard Boat; 4-6 female paddlers for Small Boat; No gender limitation on helm and drummer. All paddlers, helm and drummer must be female. All overseas and local cancer survivors teams are welcome; Except for helm and drummer, the number of non-cancer survivor paddlers should not exceed half of the paddlers in the team; Non-cancer survivor and cancer survivor paddlers should be marked clearly on the online registration system; All overseas and local Paradragon teams are welcome; Except for helm and drummer, the number of able-bodied paddlers should not exceed half of the paddlers in the team; Able-bodied and disabled paddlers with classification of disability should be marked clearly on the online registration system; For companies with valid Business Registration Certificates only. Teams shall provide a copy of valid Business Registration Certificates; All paddlers must be full-time overseas (max 8) / local staff of the company; Paddlers shall provide a copy of their staff ID or certification letter; For licensed banks under the supervision of the Hong Kong Monetary Authority only; All paddlers must be full-time overseas (max 8) / local staff of the bank; Paddlers shall provide a copy of their staff ID or certification letter; For designated professional bodies which represent the following registered practicing professionals (including accountants, architects, surveyors, planners, landscape architects, engineers, barristers, solicitors, doctors, dentists & chartered secretaries) & are responsible for setting the standards for professional services & performance (including establishing / administering codes of conduct & / or determining / granting professional qualifications); Organisations representing other professional fields and other organisations representing the above professional fields are suggested to participate in other local championships; All participants must be members of the professional bodies; Participants shall provide valid proof of membership; For teams enrolled under the name of any universities/ post-secondary/ secondary schools, all team members must be FULL TIME students of the universities/ post-secondary/ secondary schools in the year ; Page 5 / 9

6 Chairman Shield All team members are required to provide a copy of their FULL TIME Student Or For teams enrolled under the name of any local club/ organization/ Uniformed Youth Groups, all paddlers must be aged below 23 (as of 1 Jan 2018). Though there is no age limitation for drummer or helm. Disciplinary Forces Invitational Race CCB (Asia) Dragon Boat Invitational Cup President Shield Grand Championships Hong Kong Trophy (TBC) Fancy Dress Competition Awards Open to the Hong Kong Police Force, Immigration Department, Fire Services Department, Customs and Excise Department, Government Flying Service, Hong Kong Correctional Services, Civil Aid Service and Auxiliary Medical Service; All participants must be full-time staff / members of the Department; Participants shall provide a copy of their staff ID or certification letter; For invited teams only; Winners of specific local races only, race arrangement will be announced later. Overseas and local winners of specific races only, race arrangement will be announced later. For invited teams from Hong Kong Districts only; Open to teams participated in any race; Teams should be dressed in interesting and creative costume during the race. Winners of different finals will receive the following awards: The Champion, 1 st and 2 nd runner-ups will be awarded a trophy and medals (18 medals for Small Boat and 32 for Standard Boat) each. Equipment 1) All equipment would be provided by HKTB & HKCDBA. 2) Athletes may use their own paddles, which should meet the requirements set out in accordance with Clause 5.2 of the Amendments of HKCDBA Competition Regulations and Rules of Racing. 3) Athletes may use their own Personal Floatation Device (PFD) except inflatable PFD. Provision of PFDs 200 PFDs will be provided free of charge. NO advance reservation is required. PFDs with limited size and quantity will be allocated on a first come first served basis on site. Race Rules and Regulations The IDBF Rules and Regulations and Amendments for HKCDBA Competitions - Rules and Regulations shall apply. Please download the updated race rules and regulations from HKCDBA website NOTE: All team mangers and participants should be familiar with the race rules and regulations. Race Format Please refer to Attachment 1. Any change of race format, if any, will be announced in forthcoming editions of Race Bulletin. Page 6 / 9

7 Race by-law 1) All athletes of the teams enrolled in Local Championships must be HKCDBA athlete in the year Athletes of overseas teams and invited teams are exempted. 2) Standard Boat Races: Maximum number of participants in each team is 34 including 1 team manager, 1 coach, 1 drummer, 1 helm, 16 to18 paddlers and 12 reserves.(for safety reason, the first seat of the boat is suggested to be emptied) 3) Small Boat Races: Maximum number of participants in each team is 20 including 1 team manager, 1 coach, 1 drummer, 1 helm, 8 to 10 paddlers and 6 reserves. 4) There is no limitation on the number of race entries participated by each organization. 5) Category (except CCB (Asia) Dragon Boat Invitational Cup) with less than 6 participating teams will be cancelled. 6) All athletes are not allowed to represent for more than 1 team in each category. That is, sub-teams under the same team name (e.g. ABC Team A and ABC Team B are regarded as 2 teams in the same category). 7) Each team must have a Team Manager, who must be present in the Crew Assembly Area during the time when the team is racing and is under the monitoring of Race Officials. 8) It is not necessary to have a coach for each team while the coach can be registered as the drummer or helm through online registration system. (The coach must be a HKCDBA athlete if he/ she would like to be the drummer or helm for teams enrolled in Local Championships). Coaches of overseas teams and invited teams are exempted. 9) Reserve for helm or drummer: In case the registered helm or drummer cannot participate in the race, the position can be replaced by any member in the crew list. 10) Reserves for paddlers, drummer and helm are also subject to the entry requirement of the corresponding categories. 11) The Organiser shall have the right to refuse any entry into the races at its sole discretion. 12) Any team (including Team Manager, Coach, Athletes and accompanying persons) who severely contravenes any race rules and regulations or disciplinary code will be disqualified, and are not entitled for any awards. Entry for all dragon boat races held by HKCDBA will be suspended; length of suspension will be determined by HKCDBA. 13) HKTB and HKCDBA reserve the right to restrict the number of racing paddlers according to weather condition for safety reason. 14) In case of illegal construction or illegal occupation of public area or destruction of facilities / planting, teams may be prosecuted and disqualified with no refund. 15) If there is any inconsistency between the English version and Chinese version, the Chinese version shall prevail. 16) In case of any dispute, the decision of HKTB and HKCDBA should be final and they reserve the right to revise the race regulations at their sole discretion. Visa Please visit the Hong Kong Immigration Department website for the details of Visa application: All visa applications and fees should be submitted by the teams. In general, it takes at least 6 to 8 weeks to process the visa application. Teams are responsible for all the consequence caused and fees incurred due to late application. 8 Local Transportation for Overseas Teams Information of the transport service provider will be provided in Bulletin (2). Teams can contact the supplier for booking arrival/departure transfers, transfers between the hotels and the race site for practice, races or sightseeing on own expenses. Crew Marquee Arrangement Rental charge of the use of marquee is HK$700 per marquee for 3 consecutive days. Each team is eligible to apply for only one marquee. Team managers may reserve marquees during the first stage of online registration. For overseas teams and invited teams, one FREE marquee will be offered. Due to space availability, marquees will be assigned on a first come first served basis. The location of marquees will be assigned by drawing lot. Interested teams shall complete the online registration and settle all payments as confirmation. Floor plan showing the exact location of the marquees will be announced later. Quantity and location of marquees is subject to the actual setup arrangement. Kindly be reminded that unlawful occupation of unleased land and construction in public areas are illegal under the Laws of Hong Kong. Teams violating the Laws of Hong Kong will be automatically disqualified from participating in the race without further notice. Penalty for late submission or request for change of enrollment information made after 8 May Charge Period HK$500 per request 9-18 May 2018 Change of information will NOT be allowed on or after 19 May 2018 Applicants must to Secretariat at hkdbc2018@hktb.com for any request of change of information. Information will be updated once the Secretariat has received the payment. Payment For (1) Entry fee (Separate crossed cheque for each race category is a must) (2) Crew Marquee rental fee and (3) Penalties for late submission or request to change information Payment should be made by crossed cheque and made payable to HONG KONG TOURISM BOARD. Please mark the team name, race category and the number of crew marquee on the back of the cheque.
