Graduate University of Chinese Academy of Sciences, Beijing , China) Abstract: According to natural econom ic and social characteristics and making use of relevant re2 gionalization methods, nowadays, a reasonable developm ent2conservation space and a relatively higher allocative efficiency that can be finally obtained through dividing exp loitation and p rotection suitability space have became a hot spot in geographic research field. M any scholars have de2 signed the index system in light of econom ic indicators and ecological indicators, exp lored and at2 temp ted some helpful methods, which would give many illum inations to the authors. B ut there are many differences among the concerned cities in both natural conditions and regional developm ent, so the indicators of regionalization must be adjusted to local conditions. The paper takes N ingbo city as a case, discusses how to design the index system and app ly the methods to the seaport at interlace of p lain and hills. On the basis of traditional regionalization, the paper p roposes the techniques for the assessed units division, the assessed elem ents management and p rocessing, and then in light of the classification matrix analysis for integrating the natural ecological restriction and econom ic development dem and, the N ingbo city is divided into six types, i. e., p referential development area, feasible development area, controlled development area, moderate conserva2 tion area, p referential conservation area and p rohibited exp loiting area. Finally, the paper ad2 vances the advices for guiding spatial distribution adjustment and the policy guarantee of m anage2 ment in different areas.
