4 Promote CEPA Pilot Implementation in Nansha Nansha City of Guangdong Province has been positioned as a national-grade new district to serve the Mainland, connect to Hong Kong and Macau and reach out to the world. With Nansha s infrastructures coming into operation in recent years, a solid foundation has been built to further the early and pilot implementation of CEPA in the district. A banana leaf-like city, Nansha is geographically located at the sea outlet of Pearl River and surrounded by the city cluster of the Pearl River Delta (PRD) region. In 2008, the State Council announced the Outline of the Plan for the Reform and Development of the Pearl River Delta and proposed developing the Nansha New District. Since then, a series of policy measures have been rolled out, giving a new look to the originally simple city. Opportunities from Policies In the Framework Agreement on Hong Kong/Guangdong Co-operation signed between Guangdong Provincial Government and the HKSAR Government in April 2010, Nansha was listed as one of the three key cooperation areas for Guangdong-Hong Kong cooperation. Under the national 12th Five-Year Plan, Nansha will be developed into a business service hub, a technological innovation

5 center and a base for training and education, which serve the Mainland and connect to Hong Kong. The plan also earmarked the city as a coastal area for business support services. In June 2010, the Guangdong Government approved the establishment of the Nansha Integrated Exemplary Zone for CEPA Pilot Implementation, as a step to strengthen its economic ties with Hong Kong. To Realize CEPA Benefits To kick-start the CEPA exemplary zone, 60sq km of land is to be developed according to a layout of one center, two hubs to form a three-part area. With the Qingsheng transportation hub as its base, the northern part will be assigned for collaboration in education and training, innovation, and high-end medical services. The central part, with the Wancheng central district as its base, will be a place for collaboration in business services and financial innovation. The southern part, with the Pearl River transportation hub as its base, will be a Guangdong-Hong Kong-Macau data zone and be assigned for collaboration in strategic emerging industries. The exemplary zone will house such key facilities as the Nansha international film and television city, a high-end international medical services city, a port city and a low-carbon city. All these projects will be carried out through cooperation among Guangzhou, Hong Kong and Macau in a bid to promote collaborative development in finance, logistics, technology, training, professional services, tourism, cultural innovation, among other scopes. To make the exemplary zone more effective, Nansha is formulating incentive policies on convenient customs clearance, business environment, professional services, financial innovation, education, medical services, etc. takes only 40 minutes to travel from Guangzhou University to the central area of Nansha. The link will be extended to the Nansha Passenger Port, an interchange for vessels to Hong Kong and Macau. Connected to three expressways, namely the Humen Expressway, the Beijing-Zhuhai Expressway, and the Nansha Port Expressway, the Qingsheng station in effect links Nansha s roadway network with the PRD roadway network. Bonded Port Area The Nansha Bonded Port Area is the fifth bonded port area in China and the first in Guangdong Province to have passed the country s acceptance test. The 7.06sq-km port area, which is consisted of a port, a logistics park and a processing zone, is equipped with advanced logistics and processing facilities that enable it to cater for most MNCs modern production management model of zero-inventory and instant production. Nansha Bonded Port Area Marine-based Tourism The long and extended coastline of Nansha is advantageous for its marine-based tourism. The recentlybuilt yacht club Nansha Marina shows the city s potential to become a spot for high-end tourism. Construction of phase one of the Marina was completed last year, and upon expected full completion in 2013, the Marina will have 352 berths and can accommodate 120 yachts, becoming the country s biggest yacht club after the Qingdao Olympic Sailing Centre. With close proximity to the Nansha Passenger Port and high connectivity to other places, the club can promote the growth of yacht-related businesses in neighboring areas, and is expected to become a center for sea business and a hub for marine-based recreation and tourism in southern China. As the strategic standing of Nansha escalates, he added, enhanced economic ties between Guangzhou and Hong Kong can not only stimulate Nansha s growth but also provide new room for Hong Kong s professional service industries and Hong Kong enterprises in the Mainland to tap into the Mainland market
