2 Notice of Proposed Sewer Rate Increase The City of Alhambra is currently considering an increase to its sewer rates. Proposition 218 requires that the City conduct a noticed public hearing with respect to the proposed sewer rate increase. The purpose of this notice is to give you, as the owner or tenant directly responsible for the payment of sewer service rates, information about the hearing and the proposed rates. Notice of Public Hearing Public Hearing for the proposed increase to sewer charges will be held on: Date: July 23, 2018 Time: 7:00 pm Place: 111 South First Street, Alhambra, California Proposed Sewer Rate Increase The City of Alhambra charges rates to its sewer customers to fund the cost of providing safe and reliable sewer service. The City of Alhambra is proposing to phase in a series of sewer rate increases over the next four years as shown on Page 4. If adopted, the proposed rates will go into effect July 24, Basis and Reason for Proposed Rate Increases The proposed increases to sewer rates will allow the City of Alhambra to continue to provide safe and reliable sewer services to the residents of Alhambra by providing funds for increased operational, maintenance, repair, regulatory compliance, and capital costs, which have increased because of the City s need to rehabilitate, replace, and upgrade aging sewer infrastructure and facilities. The proposed rates were calculated by determining the proportional costs of sewer service for each customer class. The City of Alhambra Sewer Rate Study 2018 sets forth the basis for the rate calculation. Written Protest Pursuant to Proposition 218, any property owner or tenant directly responsible for the payment of sewer service rates may submit a written protest to the proposed rate changes. Written protests must: 1) identify the affected property or properties 2) include the name and signature of the property owner or customer of record submitting the protest Only one protest per parcel will be counted. If you wish to file a written protest, it can be delivered to the City Clerk at 111 S First Street, Alhambra, CA at or prior to the public hearing scheduled for July 23, You may also mail your protest to this address, however it must be received by the City Clerk prior to 5 p.m. on July 23, How were the rates calculated? The Sewer Rate Study 2018 calculated the proposed sewer rates by using the information in the following plans: State Water Resource Control Board Judgment 2016 Sewer System Rehabilitation Plan Sewer System Master Plan All information available online at cityofalhambra.org 1

The majority of the system components are over 60 years old. Wastewater from our system is discharged and treated at the Whittier Narrows Water Reclamation Treatment Plant, which is operated by the Sanitation District of Los Angeles County.
