Research on the Energy Cooperation between EU and GCC WANG Bo & FAN Bing (Ph.D, professor, Middle East Research Institute, Shanghai International Studies University & Ph.D candidate, Middle East Research Institute, Shanghai International Studies University) Abstract Energy cooperation has been the important content in the economic cooperation between EU and GCC. At first, the complementarity in the energy structure between EU and GCC, as well as the positions of EU and GCC in the global energy system, has made up the motivation for the energy cooperation between these two organizations. Secondly, the energy cooperation model established between EU and GCC has revealed the functionality effect of power equalization, institution construction, agenda setting and self-identification consolidation in the energy cooperation field between the two sides. At last, the adjustment and transferring of the strategic focus conducted by EU and GCC has also showed the cooperation future between them in the energy field.
