1 GB Chinese Mandatory Standard for Toy Coatings With growth of the toy industry and improvement of toys quality, the China National Paints and Pigments Standardization Technical Committee introduced mandatory standard GB Limit of Harmful Substances of Coatings for Toys, this is applicable for all kinds of coatings for toys. This standard has stipulated the limits of hazardous substances in toy coatings that are harmful to human and environment, testing methods, packaging and marking requirements etc. This mandatory requirement will be effective from 1 Oct, Paint suppliers who provide paints for toy manufacturing should make sure their products fulfill this GB standard Terms and Definitions: Coatings for toys: Any liquid or solid paint can be applied on the surface layer of toys to form a coating. Volatile Organic Compound (VOC): Any organic compound with primary boiling point equal to or lower than 250 under kpa standard atmospheric pressure. Volatile Organic Compound Content (VOC Content): Content of volatile organic compound in the product tested by stipulated method The Challenge: Content of hazardous substances in product shall comply with the limits in the following table (All the following tests shall be based on paints in liquid or solid phase). The paint film should be fully dried according to the drying condition in the product instruction sheet/ manual before testing. Test would be applied directly if the paint sample is in powder form. b) For wet paints, sample will be prepared by following the product's formulation. The sample will be tested according to the stipulated method. The result will be calculated in terms of dry film. If the tested sample is in powder phase or dry film, it will be tested by following stipulated test method to determine its content. c) For solvent-borne coatings, sample will be prepared by following the production formulation. Testing should be performed based on the recommended maximum dilution ratio if the usage of thinner reached certain level.

3 GB Chinese Mandatory Standard for Toy Coatings Under normal conditions of manufacturing process, products shall conduct relevant testing at least once a year. Additional testing should be conducted upon the following situations: Changes in product design; New production site; Notable variations in formulation, techniques, source of key raw materials and change in proportions of ingredient; After 3 months suspension of the production line. Regarding the labeling requirement, the packaging must comply with the GB/T 9750 standard in order to have the relevant label on the package. For two-component coating or multi-component coating, the production formulation must mark on the product s package and user manual. The dilution rate shall be marked on package or user manual of paints need to be diluted during manufacturing process.
