Election system shall be reformed to enlarge the scope of direct election. The chief directors of state organs shall be made through multi - election. Public and fair election procedure centered with competition will be put into practice. The representative system will be reformed. The representatives of NPC shall be separated from their status of enterprisers. Governmen2 tal officials should not be the representatives as well. The functions of NPC and the standing committee thereof shall be adjusted to enlarge the legislative power of the standing committee and professionalize the standing committee. The procedure and mode of deliberation of NPC shall be reformed to prolong the session period. Acts shall be delib2 erated by plenary session. The working mode of the working organs of the standing committee of NPC shall be re2 formed to provide more comprehensive and effective services for the representatives and the members of the standing committee.
