瑓瑨 瑓瑩 Abstract The necessity of China s governance on Internet information is based on the reality of current national conditions which has certain legitimate foundation. Internet information governance modes all around the world could be generalized as four types which are internet liberalism internet realism internet interventionism and internet authoritarianism. In comparison China should select an intermediate Internet information governance mode. This intermediate mode does not only admit the legitimacy of governance on Internet information but also emphasizes that government s intervention should abide by strict boundaries. In order to establish this model China should change governance ideas and innovate current Internet information governance modes such as from executive-led to led by Internet organizations and companies from technical control to rule of virtues from direct restrain blocking and control to indirect deterrent cooperation and dredging and from fragmented governance to integrated collaboration.
