4 摘要 摘要 近年来, 伴随着 IT 产业格局的变化, 戴尔公司 ( 以下简称 戴尔 ) 采取 多种措施对全球运营布局结构进行调整, 戴尔决定加大对中国的投资, 积极投 入中国西部大开发的热潮 2012 年, 戴尔决定在成都建立面向全球新的电脑组装生产制造工厂 该工厂将生产来自全球各地的电脑订单, 初期将主要处理来 自欧美地区的订单 该工厂入驻成都高新技术综合保税区, 属于海关特殊监管 区域 工厂生产运营必须符合监管区域的各项保税监管规范 该监管区为了适 应大型电子类企业加工贸易作业流程需要, 最终决定采取长三角地区率先使用 的 较为成熟的加工贸易工单式核销模式 对于戴尔来说这是一种全新的核销 模式, 并且成都海关也没有成功实施该核销模式的经验 本文将研究戴尔如何运用流程再造方法梳理企业内部管理流程 升级现有 业务系统, 协同配合海关监管要求, 将业务模式转变到具有较新理念的工单式核 销模式, 并成功实现在戴尔成都工厂的部署运行 首先, 本文介绍了国际分工 与国际贸易的关系, 阐述了加工贸易在中国的发展现状和趋势 加工贸易的联 网监管方式以及核销模式等 ; 其次, 回顾了戴尔加工贸易项目的现状及目前加 工贸易核销存在的主要问题 ; 然后, 对加工贸易工单式核销模式在戴尔成都的 应用进行了研究, 从实践的角度剖析了戴尔工单式核销模式的设计思路 总体 框架和应用模式, 同时使用流程分析和改造方法解析工单式系统实施过程, 并 对应用效果进行了评价 最后总结全文, 并提出未来进一步研究的方向 本文 仅仅是基于大型 IT 企业跨国运营基地工单式核销模式应用的研究, 但因为戴尔 生产运营基地分布于全球多个国家, 针对加工贸易核销模式呈现出国家以及地 区间差异, 并且不同企业间也存在业务类型和流程复杂度的不同, 因此, 对于其他企业实施工单式核销模式在一定程度上值得参考和借鉴 关键字 : 加工贸易 ; 工单式 ; 核销模式 I
5 Abstract Abstract In recent years, Dell company has taken various measures to adjust its structure of the global operation layout. It is to keep abreast of information technology trends and remain Dell at top competitiveness in IT industry. As part of the transition, Dell decided to turn off several manufacturing bases in American and Europe. At the mean time, Dell started to increase its investment in China and proactively participate in development of the western regions. In 2012, Dell announces the deal to estabilish a global new computer assembly plant in Chengdu, China. The new manufacturing base will fulfill computer orders from all over the world as in the original plan. At initial stage, it will mainly deal with orders from the American and Europe to ensure smooth and steady transition. The goal is to expand production capacity to support the demand from the world in later phase. The factory locates in Chengdu High-Tech Comprenhensive Free Trade zone, belongs to the areas under special customs supervision. In order to obtain a tax exemption from import and export, all operation activities must comply with various regulatory norms in bonded supervision area. By doing so, Dell can also reduce cost and control risk at the maximum level in global trade. After in-depth research, Chengdu customs decide to follow the work order reconciliation model which is first using in the Yangtze River Delta regions and proved to be relatively stable. The new reconciliation model is to help the companies within bonded zone to meet the need of processing trade operation procedure for large electronic companies in the surveniallance zone. It is a completely new reconciliation pattern to Dell and also Chengdu customs has no experience in successful implementation of the work order reconciliation model within bonded zone. Although other companies in bonded zone are already doing positive research on work order reconciliation model, but no company makes progress in closing pilot testing as of now. Therefore it is big challenges to Dell team to start from scratch. The following thesis will study on how Dell standardizes internal operation process and upgrades existing business systems to meet Chengdu customs regulatory requirements to implement work order reconciliation model. In this thesis, it utilizes the method of business process reengineering to analyze and improve current business process. Meanwhile it also studies on how Dell deals with special customs II
6 Abstract surveillance zone to transform reconciliation pattern successfully from unit consumption model to work order model. First of all, the thesis introduces some theories relate to processing trade. It presents the relations between international division of labor and international trade, and elaborates the development status and trend of processing trade in China, and briefly describes networking regulation approaches and reconciliation pattern for processing trade. Secondly, the thesis describes current status for processing trade and major reconciliation problems for existing unit consumption model in Dell. After that the thesis does some practical researches on work order reconciliation model in Dell Chengdu. It includes analyzing mentality of designing, general framework and application model. Furthermore, it elaborates on the implementation details of work order model in Dell Chengdu by using process analysis and improvement methods. It also evaluates implementation effect for new reconciliation pattern - work order model. Finally, the thesis summarizes the main ideas for the whole paper and points out the direction of further research in the near future. The thesis is just a research on practices of work order reconciliation model based on large IT enterprise transnational operation bases. However Dell manufacturing bases are estiablished in many countries all over the world and regulatory requirements can be different among the countries and regions in processing trade. Moreover business type and complexity of operation procedure can be various across enterprises. Thus the Dell Chengdu work order reconciliation model implementation experience will provide just some reference for other enterprises in the world. 12 第一章绪论 第一章绪论 第一节研究背景和意义 一 研究背景 自从 2007 年以来, 迈克尔 戴尔重新回归执掌戴尔, 迈克尔 戴尔就一直 致力于带领戴尔进行转型 将戴尔从单纯的计算机硬件提供商转变成端到端一 体解决方案服务提供商 作为个人计算机组装制造转型的一部分, 戴尔在过去几年也相继关闭在美国北卡罗纳和欧洲爱尔兰的自有工厂, 将其产能转移到成本更低的中国, 并响应中国政府西进号召, 于 2013 年在四川成都落户 公司相信受益于中国西部大开发战略, 以及前几年众多跨国企业纷纷落户所带来的拉动和提升效应, 西部地区尤其以成都和重庆为代表, 已经形成一整套较为完善的电子信息产业供应链, 并且戴尔将从外资企业保税政策中受益 戴尔成都工厂落户成都高新综合保税区 ( 以下简称 综保区 )A( 区 ), 属于海关特殊监管区域 作为加工贸易外贸型企业, 原材料 100% 采用进口并享受综保区高新技术企业保税政策优惠, 海关对于保税区内与境外之间进出的货物实行备案制管理, 对从境外进入综保区的货物给予保税 因此, 公司必须符合海关对保税料件监管的要求, 按照规范流程对保税料件进口和成品出口进行报关, 并在规定的核销期进行电子账册核销 近年来, 随着综保区的快速发展壮大, 成都海关特殊监管区域吸引力的不断增强, 各类 IT( 信息技术 ) 产品制造业巨鳄和高新技术产业研发中心纷纷入驻综保区 一方面丰富了综保区保税加工形式和内涵, 另一方面也给海关监管 带来了新的挑战, 提出了更高的要求 目前, 大型电子产品生产企业商品种类 繁多 变化快, 对于现行加工贸易备案的要求较难适应, 这也是传统单耗核销发展遇到的瓶颈 同时, 现行的单耗申报方式也难以适应大型电子类企业的实 际生产管理需求 因此, 成都海关决定响应国家海关总署号召, 在综保区推行新型工单式核销模式, 以取代传统单耗核销模式 工单式核销是以海关掌握的企业实际进出区数据作为料件 成品的核增核减理论数据源, 以企业电子工单数据作为实际 1
13 工单式核销在戴尔公司的实践研究 耗用, 对加工贸易料件 成品进行核算核销的海关核销管理模式 对于在区内落户的企业, 都纷纷响应海关的号召, 加紧对企业业务流程梳理和应用系统进行改造, 以适应工单式核算核销的要求 对于即将落户综保区的戴尔来说, 工单式核销是一种全新的加工贸易核销模式, 由于在综保区区内, 当时还没有成功实施工单式核销的企业, 并且戴尔内部也没有相关的经验积累, 因此, 需要 面临从无到有的探索和实践, 本文将围绕着戴尔如何按照工单式核销的规范和要求, 提升企业内部管理 梳理业务流程 升级改造 ERP( 企业资源计划 ) 系统 根据中国电子口岸和海关辅助核查核销系统对于报文传输的规范和接口要求, 对 EDI( 电子数据交换 ) 电子数据传输和系统接口进行全面设计, 满足海关核查要求, 并最终实现工单式核销系统上线运行 二 研究意义工单式核销有效地解决了企业料号级生产管理与海关项号级监管间无法完全适应的难题, 实现海关特殊监管区域 项号级通关 与 料号级核销, 达到了核销管理上 准 和 快 的预期目标 满足了企业对于快速通关和有效管理的需求 海关物流监管系统对企业申报行为的两次审核, 即根据归并关系自动将料号级申报导成项号级报关信息, 进行第一次审核, 将放行后的项号级报关单与料号级报关建议书信息进行比对, 进行第二次审核 大幅降低了申报差错率, 使得企业的规范申报率得以提高 多方位 多角度的风险管理措施进一步规范和引导企业诚信守法经营, 对推进企业诚信建设和完善海关企业分类管理具有重要的借鉴意义 工单式核销建立了 以报代备 以查代销 管理模式, 取消前期账册备案 变更管理, 通过提取企业报关数据形式形成电子底账, 改变了传统以单耗核心管理为备查管理, 建立 企业主动报存, 海关选择核查, 周期核扣 的后续监 管制度 以查代销 回避对单耗的折算管理, 让企业 ERP 系统与海关工作系统对接, 引入企业 ERP 库存管理, 以现有的库存电子数据直接向海关报存, 通过企业 ERP 库存子系统与海关辅助核查核销系统联网比对, 筛选风险数据进行重点盘存 对于涉及变更频繁核算难度大的类似戴尔这类大型电子类加工贸易 2
14 第一章绪论 企业, 工单式核销模式解决了其单耗 BOM( 物料清单 ) 版本繁多, 企业申报困难 海关计算复杂的问题, 手续更加简化, 通关效率更为高效 报关数据的及时入库并参与库存计算 每 14 天一次的库存对比, 对差异分析的技术和时间要求更高, 也可促使企业不断强化和完善 ERP 系统功能和内部管理机制以应对高强度的核销分析 工单式核销工单核算的方法比较接近企业 的生产实际, 料件耗用计算更为准确, 解决了传统单耗核销周期长 差异问题多的难题, 做到准确核销 及时核销 工单式核销同时促进了企业日常运作的 规范化, 有利于企业及时发现生产运营过程中的问题, 果断采取纠偏行动, 实 现了对企业的动态核查 在提升海关监管效能的同时促进企业内部管理水平的 提高, 更好的支持企业发展, 让双方节约大量人力资源, 实现了企业发展和海 关监管效能的双赢, 更好地适应现代社会信息化的要求 目前戴尔厦门工厂和成都工厂运营管理存在很大相似度, 然而戴尔厦门无 论从业务运作还是系统流程上都存在更高的复杂度, 现有业务系统也已经运行 超过十个年头, 与目前实际业务运营要求存在较大差距 对已有系统的查缺补 漏也存在治标不治本的现象, 造成海关和企业端加工贸易核查核销的诸多困难 和不便, 同时增加企业运营的潜在风险成本 因此, 厦门海关和戴尔厦门都有 强烈意愿对现有系统进行升级改造, 厦门海关也正在积极响应海关总署号召, 有条不紊地推进工单式核销的前期准备工作 通过戴尔成都工单式核销模式成 功上线实施的经验积累, 将为工单式核销模式进一步推广运用到戴尔厦门做好 扎实铺垫, 更好地实现无缝式链接, 为戴尔合法合规经营, 并最大程度节约升 级改造成本, 提供更深层次意义上的借鉴 第二节研究方法和结构安排 本文首先通过分析国际分工与国际贸易关系, 了解国际贸易 分工的演变过程, 通过对比较优势理论的阐述, 进而分析加工贸易在中国发展的必然性 针对流程改造理论的叙述, 也为企业进行流程改造满足新形势加工贸易监管需求做理论铺垫 ; 其次针对加工贸易在中国发展现状 联网监管方式和核销模式进行论述, 分析现有主流单耗核销模式及其面临的挑战, 阐明新型核销模式应运而生的必要性 ; 然后对戴尔公司核销模式现状及其存在问题进行分析, 表明工单式核销模式应用的必然性 ; 再次对工单式核销模式在戴尔的应用进行解析, 3
