The organizational structure of the Islamic state is similar to the nation-state and provides a lot of advantages that other terrorist organizations lack. At the same time though the organizational structure of Islamic state has apparent disadvantages and its existence faces some major challenges now. In the future the organizational structure of international terrorism will continue to evolve including both al-qaeda and the Islamic state. ISIS in Libya exploited the weakness of Libya's governance to expand and rise rapidly acting as a spoiler and as a governor in the areas under its control. ISIS in Libya poses a threat to Libya's transition regional security and to Europe's stability. In theory we may solve the problem of Libya's ISIS through military operation institutionalization and socialization but in practice there are quite a few obstacles. Because of the existence of ISIS and other armed groups Libya will remain in a weak and fragmented situation in the near future.
