Abstract In The Belt and Road initiative cross-border e-commerce is an important part of the development of China's economic and trade cooperation with countries along the belt and road. Therefore the continuous healthy and stable development of e-commerce requires a good legal environment. At the same time the contradiction between the development of e-commerce and the insufficient supply of rules is becoming increasingly prominent. As there is no unified ODR mechanism between China and the countries or regions along the belt and road and because of the cross regional and virtual features of cross-border e-commerce the justiciability and enforceability of cross-border online consumer dispute are faced with difficulties. The European Union Regulation on Consumer ODR may enrich and develop the consumer dispute resolution mechanism and strengthen the protection of consumer personal information and data. It has important implications for building a win-win ODR mechanism between China and the countries along the belt and road adhering to the principle of special protection for online consumers establishing a multi-lingual ODR platform to resolve disputes through ADR agencies in countries along the belt and road focusing on information and data protection promoting the experience of China's judicial reform practice and making an effort on the establishment of The Belt and Road ODR center.
