Abstract The education and selection of qualified lawyers is regarded as one of the basis of the construction of rule of law inchina but either the legal education or the national judicial exam or the legal practical training or the continued legal training considered individually or as a whole are not satisfying. This article deplores the national judicial exam systematically based on the statistics from the department of law of Wuhan City at the same time it tries to build the system of legal education and qualified lawyer selection as a whole by connecting the above institutions together. Such idea is emphasized that this system should not teach or test legal knowledge only but intellectual skills as well. 72
