27 SUMMARIES analysis of the new American sanction bill. The United States has a long history of foreign sanctions and complex system construction. How do these systems work in sanctions against Russia Where does the new law come from and what is new in the law What deserves attention on U. S. sanctions against Russia for the past three years Under the background of the new legislation the paper interprets the law and American complex of the sanctions to provide some basic materials for understanding and analyzing U. S. - Russian relations. Some issues in the sanctions will be discussed as well. The Escalation of International Intervention Strong State and Separation Conflict Based on the Investigation of the Conflict in Eurasia Sun Chao In recent years the study of separation conflict has become one of the core issues on politics and ethnology. Previous studies have focused on the reasons for the separation conflict but the discussion on the escalation mechanism of the separation conflict is not sufficient. Based on the geopolitical characteristics of Eurasia this paper holds that the international intervention force and the national power type of the home state are the important factors to promote the escalation of the conflict in the region. Based on analysis of three actors of the separation behavior bodies the home state and external intervention force the paper puts forward Eurasia separation escalation triangle assumption and claims that international power support results in determination for separation of community from the home state stimulating home state fight against the separation. Powerful states are more likely to use force to resolve the conflict. The confrontation between the detached community and the powerful mother country will accelerate the escalation of the conflict. The Heilongjiang River in the Context of Sino -Russian Relations From the Boundary of Disputes to Cooperation Wang Wan & Li Xing The transboundary river is becoming an important factor affecting the relations between the countries in the basin. Heilongjiang river is the main component of the eastern border between China and Russia. It plays the role of wind indicator and barometer in the Sino-Russian relations witnessing the twists and turns of this relation. Since the beginning of the 17th Century Heilongjiang river evolved from the edge of the disputes and conflicts between China and Russia into mutually beneficial and win - win cooperation between the two countries. China and Russia also transformed from bad neighborhood into the good neighborhood. Under the strategic background of China s One Belt and One Road and Russia s looking east the cooperation between both sides of Heilongjiang river will provide impetus for the further development of Sino - Russian relations. Although the problem of transboundary rivers belong to the category of low politics not necessarily can play a decisive role in international politics but it provides a unique new perspective for the study of relations between China and Russia. Multi - dimensional Analysis of Salafism With Reference to the Relationship between Salafism and Terrorism Wang Tao & Ning Yu Salafism is the vintage conception and practice of Islam which has own special connotation and extension and are not equate to Salafiyyah and Wahhabi. It s core ideology including tawhid takfir and jihad which has been believed by many radical organizations even terrorist organizations such as Al-Qaeda and ISIS. Since 9th Century it has been developed three types Devotion- Salafism Party-Salafism and Rebel -Salafism when salafism has been looking for the revival of Islam self -adjusting of Islam world and interacting with the outside world in 157
