6 源起於 1994 年, 一開始的網路電話是以軟體的形式呈現, 同時僅限於 PC to PC 間的通話 1995~1996 年才陸續有提供 Phone to Phone 功能的 VoIP Gateway 1995 年以色列 VocalTec 公司所推出的 Internet Phone, 揭開了電信 IP 化的序幕 隨著寬頻普及與相關網路技術的演進, 網路電話也由單純 PC to PC 的通話形式, 發展出 PC to Phone Phone to PC 及 Phone to Phone 等各種形式, 當然他們的共通點, 就是以 IP 網路為傳輸媒介 NGN 網路管理技術課程 6

7 1997 年 8 月日本電信自由化 新興的 ISP 則可毫不限制的經營話務, 可以說是完完全全的自由化政策 日本的成功經驗 : 日本網路電話亦有電話門號, 可以與全球傳統公眾電話網路 (PSTN) 達成互通 日本政府於 2003 年開始核發以 050 為首的號碼給 Yahoo!BB 使用於網路電話服務 2003 年 11 月底,Yahoo!BB ADSL 用戶數為 萬, 其中 BB Phone 的加入數達到 萬, 可知約有 85% 的寬頻用戶申請使用 IP 電話 繼 Yahoo!BB 之後,Nifty NEC 等日本著名 ISP 業者也開始提供 IP 電話試驗服務 VoIP 服務未如預期帶來大量營收 NGN 網路管理技術課程 7

8 根據交通部電信總局綜合規劃處的資料, 目前世界各國已發放 IP 電話號碼的國家, 包括 : 日本 南韓等 日本係於二 二年九月開始核發 050 電信號碼 南韓則於二 四年十月一日開始核發 070 電信號碼, 容量各為一億個門號 另外, 新加坡於英國則已發佈諮詢文件, 分別於十一月十五日截止諮詢 其中, 前者規劃 3 字頭之電信號碼, 共一千萬個門號容量 ; 後者則擬核發 056 號碼, 共一億個門號容量 2007 年 3 月 6 日 NCC 頒布 E.164 用戶號碼網路電話服務經營者電信號碼 (070) 申配作業須知 NGN 網路管理技術課程 8

Y.2001 A NGN is a packet-based network able to provide telecommunication services and able to make use of multiple broadband, QoS-enabled transport technologies and in which service-related related functions are independent from underlying transport-related related technologies. It enables unfettered access for users to networks and to competing service providers and/or services of their choice. It supports generalized mobility which will allow consistent and ubiquitous provision of services to users. NGN 網路管理技術課程 18

19 Definition of NGN: Y.2001 (2/2) NGN is characterized by the following fundamental aspects: Packet-based transfer; Separation of control functions among bearer capabilities, call/session, and application/ service; Independence of service-related related functions from underlying transport technologies; Broadband capabilities with end-to-end QoS and transparency; Unrestricted access by users to different service providers; Generalized mobility; Converged services between fixed/mobile; Interworking with legacy networks via open interfaces; Support for a wide range of services, applications and mechanisms based on service building blocks (including real time/ streaming/ non-real time services and multimedia) Unified service characteristics for the same service as perceived by the user; Compliant with all regulatory requirements (e.g. emergency, privacy etc.) Decoupling of service provision from network, and provision of open interfaces; A variety of identification schemes which can be resolved to IP addresses for the purposes of routing in IP networks NGN 網路管理技術課程 19

20 ITU-T T Focus Group on Next-Generation Networks Lifetime 1,5 years Established in May 2004 in order to continue and accelerate NGN activities initiated by the JRG-NGN FG-NGN addressed the urgent need for an initial suite of global standards for NGN. FG-NGN s mandate was extended through November 2005 as it was clearly attracting significant participation and input from the membership. NGN 網路管理技術課程 20

46 TISPAN in an ETSI technical committee, dealing with fixed networks and the migration from circuit switched networks to packet-based networks (Telecoms & Internet converged Services & Protocols for Advanced Networks (TISPAN) TISPAN is responsible for all aspects of standardization for present and future converged networks including NGN TISPAN also deals with service aspects, architectural aspects, protocol aspects, QoS studies, security related studies, mobility aspects within fixed networks, using existing and emerging g technologies.
