There was an amendment request to add agenda item 8a Reopen of Election of National Candidates, 9a Presentation of gifts from overseas guests, and 9b Remarks by JCI Vice President Tae Gun Lee. Amended motion was moved by Peninsula Junior Chamber and seconded by Island Junior Chamber. There was no objection from the floor. Motion carried 6 Matters Arising From Minutes of the 43rd National Convention 6.1 Opening General Assembly Nil 6.2 Closing General Assembly Ni 7 To Receive and Adopt Report from Long Range Planning Committee Chairman invited Long Range Planning Committee Chairman & 1999 National President Senator Louise Chan to present the Long Range Planning Committee report. PNP Senator Louise Chan gave thanks to PNP Senator Ronald Ho, PNP Senator Spencer Li, PNP Senator Michelle Tang, Senator Joseph Ho, Senator Connie Chiu, and National President Ken Wong. PNP Senator Louise Chan invited a motion to adopt the report. Motion was moved by Peninsula Junior Chamber and seconded by Sha Tin Junior Chamber. There was no objection from the floor. There was no amendment and objection from the floor. Motion was adopted unanimously. Motion carried 8a Reopen of Election of National Candidates Motion was moved by Peninsula Junior Chamber and seconded by Victoria Junior Chamber. There was no amendment and objection from the floor. Motion was adopted unanimously. Motion carried Chairman passed the stage to NIPP Senator Eric Tang. Apex Junior Chamber President Kevin Chan nominated Janice Lai as National Administration Director Candidate. Sha Tin Junior Chamber President Alec Yeung nominated Jojo Kong as National Vice President Candidate. Hong Kong Jayceettes Junior Chamber President Jennifer Lam nominated Joanne Lam to be National Records & Recognition Director Candidate. Senator Eric Tang accepted all nominations and allowed Jojo Kong to join Caucus Session at night. There was no other nomination. Senator Eric Tang closed the nomination. 9 Presentation of 45th National Convention Bidding Lion Rock Junior Chamber National Convention Director Candidate Eric Lin and Bidding Chairman Michelle Liu, 2005 National President Senator Ellen Tsang and President Senator King Yip presented the bidding of 45th National Convention. 9a 9b Presentation of gifts from overseas guests National Executive Vice President Senator Benny Lam invited JCI Japan Vice President Naoki Ikawa to exchange gift with National President Senator Ken Wong. Election of 2010 National Officers The Chairmanship was handed over to Election Chairman National Immediate Past President Senator Eric Tang. 7.1 Appointment of Parliamentarian Election Chairman appointed 1981 National President Senator Edmond Pang as the parliamentarian for the election session with no objection from the floor. 7.2 Appointment of Recording Secretary There being no objection from the floor, the Election Chairman appointed Chamber Executive Phyllis Chan as the recording secretary for the election session. 7.3 Appointment of Time keeper There being no objection from the floor, the Election Chairman appointed Patrick Hung of Harbour Junior Chamber as the time keeper. 7.4 Appointment of Scrutineers There being no objection from the floor, the Election Chairman appointed Past President Senator Dennis Leung of City Junior Chamber as Chief Scrutineer, Past President of Harbour Junior Chamber Senator Simon Ng and Immediate Past President of Queensway Junior Chamber John Ng as scrutineers for the election session. 7.5 Explanation of Voting System Election Chairman briefed the General Assembly on the voting system. The procedures for the election of 2010 Elective National Officers will be conducted in accordance with the Memorandum and Articles of Association and By-laws of Junior Chamber International Hong Kong. All candidates are required to observe and comply with these clauses therein. Voting strength for elective National Officers were calculated based on the membership declaration of Chapters in the Joint Board Meeting on 5 September, Voting strength of each Chapter comprised of membership vote, affiliation vote and executive vote. The chairman also explained the procedure of balloting briefing and invited the question from the floor. Motion carried As mentioned in the report of Nomination Committee, the National Vice President (NVP) candidates Johnny Kwan, Franco Ma, Michael Tang, National Secretary General Candidate Kitty Wang and National Honorary Treasurer Candidate Cynthia Wong failed to fulfill the specified requirement as stated in By-law (C), that is, candidates shall be a current National Officer or shall have been a National Officer for at least one year. Meanwhile, NEVP Candidate Timmy Lee failed to fulfill the specified requirement as stated in By-law , that is, candidates shall attend Candidates Training School organized by the Chamber within fifteen days before the Closing Annual General Meeting of the National Convention. Election Chairman then invited a motion to grant waiver en bloc to the candidates who failed to meet the specified requirement as stated in By-Law of of JCIHK before they could stand for election. The chairman suggested that such waiver granted subject to the approval of the General Assembly by 2/3 majority. The motion of the grant waiver was moved by North District Junior Chamber, and was seconded by Ocean Junior Chamber. There was no objection from the floor. The motion was adopted unanimously. Motion carried 8.7 Presentation of Candidates and Balloting following each presentation National President Candidate Gene Tang presented a five-minute speech. Balloting was carried out immediately after the presentation. At this juncture, Hong Kong Jayceettes Junior Chamber raised out that they had one more executive arrived. Chamber Executive Phyllis Chan reconfirmed the no. of votes of Hong Kong Jayceettes Junior Chamber had four executive votes and their total no. of votes was eight. The total revised voting strength was 144, simple majority was 73, 2/3 majority was 96. National Executive Vice Presidents Candidate Timmy Lee and Stanley Ng presented a four-minute speech. Balloting was carried out immediately after the presentation. National Vice Presidents Candidates Jojo Kong, Johnny Kwan, Franki Law, Franco Ma and Michael Tang each presented a three-minute speech. Balloting was carried out immediately after the presentation. All ballots were counted by the scrutineers and the results verified by Election Chairman. Remarks by National President Senator Ken Wong National President Senator Ken Wong expressed his thanks to Junior Chamber International Hong Kong and he fully treasured and enjoyed his JC life in the year. Due to the economic downturn, there were many difficulties and challenges need to overcome. He appreciated the National Board for their support to him as well as his family. He noticed the sincere attitude of Chapter Presidents and hoped the fellowship would continue in the following years. Throughout this year, he has tried his best to attend all of the events organized by the 19 chapters and he found that he has gained so much from them. He wished that JC spirit can be found in all JC members to achieve the goal to host the ASPAC in Hong Kong in the year He also wished he could work toward a goal of being the World President in his JC life. 35

Opening Exercise 1.1 Meeting call to order Chairman called the meeting to order at 8:15p.m. The Chairman stated that the business of the Extraordinary General Meeting would be governed by the Memorandum and Articles of Association of the Junior Chamber Internationalof Hong Kong adopted in 2007, and if necessary, the Companies Ordinance would be referred. The meeting would be conducted in accordance with the meeting procedures contained in the Robert s Rules of Order. The official spoken language would be English. However, in accordance with the resolution passed in 1973 National Convention, Cantonese would also be accepted. In view of this, the Chairman would conduct the meeting in English, and respond in Cantonese to those who spoke in Cantonese when they had the floor. 1.2 Recitation of JCI Creed 2001 Past National President Senator Michelle Tang was invited to lead the recital of JCI Creed 1.3 Recognition of Guests 2001 Past National President Senator Michelle Tang, National Immediate Past President Senator Eric Tang and National President Elect Senator Gene Tang was recognized during the meeting 1.4 Appointment of Parliamentarian National General Legal Counsel Senator Timmy Lee was appointed as the Parliamentarian 2. Meeting Exercise 2.1 Establishment of voting strength National Secretary General Jojo Kong made a roll call and confirmed that Voting Strength as follows: Total Voting Strength: 16 (at the time of counting) Simple Majority: 9 2/3 Majority: Adoption of Agenda The agenda was amended right after the issuance of meeting notice. The Chair invited a motion to adopt the new agenda. The motion was proposed by Peninsula Junior Chamber and seconded by Lion Rock Junior Chamber. There was no further amendment and objection.
