SOLAS 公约第 XI-2/6 条以及相关的性能标准规定, 启动船舶保安警报系统 (SSAS) 时, 应同时开始向主管当局指定的负责人 ( 指定的接收人 ) 发送船到岸的保安警报, 来识别船舶 船舶的位置 所处该位置时的日期和时间, 并表明船舶的保安正在受到威胁或已危及安全 2. 主管当局已经接受 认可或批准使用多种设备和系统来履行船舶保安警报系统 (SSAS) 的职能, 其中包括通信 (CSP) 和应用 (ASP) 服务供应商 但是在一些情况下, 指定的接受人在收到了 SSA 后, 却不能据此清楚地识别发送警报的船舶 3. 在将 SSA( 船舶保安警报 ) 发送给指定的接收人时,SSA 中应包含下述信息 : a) 船舶的名称 ; b) 船舶的 IMO 识别号 ; c) 船舶呼号 ; d) MMSI( 海上移动通信业务标识 ); e) GNSS 位置 ( 经纬度 ); f) 处于 GNSS 位置时的日期和时间 ; 4. 在将 SSA 发送至指定的接收人之前, 根据所使用的设备 系统和安排, 将船

Peraturan SOLAS XI-2/6 dan Standard prestasi yang berkaitan menetapkan bahawa keselamatan sistem amaran kapal (SSAS) ketika diaktifkan, akan antara lain, memulakan dan menghantar dari kapal-ke-pantai amaran waspada kepada pihak berkuasa yang kompeten yang dilantik oleh Pihak Berkuasa untuk mengenalpasti kapal, lokasi, tarikh, masa dan kedudukan. Ini akan menunjukkan bahawa keselamatan kapal berada di bawah ancaman atau telah diganggu. 1. SOLAS Regulation XI-2/6 and the associated performance standard specify that the ship security alert system (SSAS) when activated, shall inter alia, initiate and transmit a ship-to-shore security alert to a competent person/s designated by the Administration (the designated recipient) identifying the ship, it s location, the date and time of the position and indicating that the security of the ship is under threat or it has been compromised. 2. Kerajaan telah menerima, memperakui dan meluluskan pelbagai peralatan dan sistem untuk melaksanakan fungsi sistem amaran keselamatan kapal (SSAS) di mana di antaranya meliputi komunikasi (CSP) dan aplikasi (ASP) pembekal perkhidmatan. Namun, di dalam beberapa kes ketika SSA diterima oleh penerima yang dilantik, ianya tidak dapat mengenalpasti kapal yang mengirimkan amaran tersebut. 3. Apabila sistem amaran keselamatan kapal SSA diaktifkan, ia mestilah mengandungi maklumatmaklumat seperti berikut : a) Nama Kapal; b) Nombor Pengenalan Kapal IMO; c) Call Sign; d) MMSI (Maritime Mobile Service Identity) e) Kedudukan kapal - GNSS latitude dan longitude f) Tarikh dan masa kedudukan kapal - GNSS 2. The Administration have accepted, recognized or approved a variety of equipment and systems to perform the functions of the ship security alert system (SSAS), some of which include communication (CSP) and application (ASP) service providers. However, in some cases when the SSA is received by the designated recipient, it does not clearly identify the ship which transmitted the alert. 3. When the SSA (Ship Security Alert) is delivered to designated recipient, the SSA should include the following information : a) Name of ship; b) IMO Ship Identification number; c) Call sign; d) MMSI (Maritime Mobile Service Identity) e) GNSS position (latitude and longitude) f) Date and time of the GNSS position 4. Bergantung kepada peralatan, sistem dan pengaturan cara yang digunakan, maklumat nama kapal, nombor pengenalan IMO kapal, call sign dan MMSI (Maritime Mobile Service Identity) boleh juga disertakan bersama isyarat ataupun mesej yang dihantar melalui peralatan, pembekal perkhidmatan komunikasi (CSP) atau pembekal perkhidmatan applikasi (ASP) sebelum SSA disampaikan kepada Pihak Berkuasa Yang Dilantik. 4. Depending on the equipment, system and arrangements used, the name, the IMO ship identification number, the Call Sign and Maritime Mobile Service Identity of the ship may be added to the signal or message transmitted by the shipborne equipment, by the CSP or the ASP, before the SSA is delivered to the designated recipient. 5. Apabila sesebuah kapal yang baru bertukar ke pendaftaran Malaysia dari Negara ahli SOLAS yang lain, satu ujian SSAS hendaklah dijalankan bagi memastikan maklumat yang dimaksudkan telah dikemaskini. 5. Upon the transfer of the flag of a ship from another SOLAS Contracting Government to the Malaysian flag, the SSAS test should be conducted to ensure the abovementioned information has been updated. 6.
