T heir m a in develop ing fea tu re lies in: self2ra ised funds; self2suppo rt; clo se to m arkets; ro lling developm en t; keen competition; su rvival of the fittesṫ H ereafter the tendency of the civilian2run h igher education w ill be: fu rther em an2 cipation of though t; having still loo sen po licies; co llecting funds w ith m u ltip le channels; m u ltip le w ays of leadersh ip system s; vocational and techn ical education having good po si2 tion; to develop by clo sing m arkets; still mo re model in ternal adm in istration and still mo re enhance their ow n schoo l2runn ing levels.
