Universitiessubordinatedto Ministriesshouldwithdrawfromtheareaofadulteducationwhichisir- relevantwiththeseuniversities.efortsshouldbemadetobuildaflexibleenvironmentfortheprivate highereducation.highereducationindiferentdistrictsshould makeadivisionandcooperatewith eachothermakingadiferentialdevelopmentanddisplayingtheirrespectiveadvantages.
