It is far f rom efficient in modern times to rule the state services only by the aggravation of penalty. Stress shouldn t be laid on cruel pun2 ishment but on a tight net of institutional law. Education should be an important part of the sys2 tem. Fighting corruption systematically is t he only way to achieve our goal of anti2corruption.
