Abstract Post-evaluation is a comprehensive evaluation on an implemented project which runs for a period. The method is to collect and analyze the practical data and relative information. The significance of post-evaluation lies in testifying whether the original decision is scientific and rational. It also evaluates the managerial competence and summarizes its experience. Post-evaluation is the requirements of optimizing the allocation of resources, improving policy-making and managerial competence, and increasing investment returns. This paper takes MPCC residual oil hydrogenation project as a case to carry out an all-round post-evaluation research on refinery reconstruction and expanding program. It aims at providing referable experience for the future management. This paper consists of four chapters. Chapter begins from analyzing the domestic market of oil product, anticipates the competitive trend of refinery industry as the well as direction of SINOPEC investment. Chapter introduces the task, status, features, purpose, content and methods of post-evaluation on the refinery reconstruction and expanding program. Chapter post-evaluates the project. The post-evaluation thinks that the 2 million ton per year residual oil hydrogenation plant of MPCC refinery is a core plant of processing sulfur-contained crude oil. Its commission symbolizes the success of our residual oil hydrogenation technology, makes MPCC as a sulfur-contained processing base of SINOPEC, broadens its range of crude oil to be processed, finds the method of keeping a steady supply of crude oil, increases - 3 -
desulfurizing ratio, puts environmental pollution under control, reduces crude oil cost and improves company efficiency. It brings about remarkable economic returns and social effects. The decision is correct and the project is implemented successful.
