Abstract There arouses a fever pursuing the position of being a civil servant in China recently and the phenomenon of thousands of people running to attend the entrance examination of civil servant is prevailing nowadays. However, the problem regarding the outflow of civil servant is frequently neglected within the civil servant system. Proportionally speaking, the absolute number of outflowed civil servants is not too large in China. However, the civil servants choosing to leave are those young and middle-aged cadres with well educational background, strong capability and efficient quality. We call this phenomenon counter-outflow or counter-removal. It exerts negative influence on the regular operation of government organs and brings other disadvantages. This problem represents the deficiency in personnel administration in government organs and thus demands our great attention. Therefore, starting with a close observation on the current situation of the outflow of the civil servant in China, this paper undertakes a research to construe the reasons and the impact occurred thereafter, in an attempt to work out solutions to this problem. It is hoped that the present paper may provide advice and some insights for personnel administration in government organs. This paper mainly consists of three parts: Part One: The current situation of the outflow of civil servant in China. After a close observation on the current situation, we may summarize the outflow phenomenon as a counter-outflow both in form and in characteristics. Part Two: The affecting factors regarding the outflow of civil servant. There are many factors that may affect the outflow of civil servant. Among others, this part firstly analyses the macroscopic and microcosmic factors that may affect the outflow of civil servant, and then tries to draw reasons from the perspective of the civil servants themselves. Part Three: The impact occurred with the outflow of civil servant, and tentatively-proposed solutions to this problem. Keywords: Civil servant; Outflow; Analysis.
