4 主席的話 Message from the Chairman 李炳光牧師 Rev. Dr. Li Ping Kwong 感謝主! 教關在神的帶領下又經過了一年 在過去一年中, 教關本着關懷貧窮的使命, 在香港社會中, 實踐主所托負我們的責任 雖然在各種困難的情況下和不同的挑戰中, 我們仍按着所定的計劃和目標努力完成 期間有若干委員和他們的家人患病, 打擊了我們們一點士氣 ; 但同時值得我們感恩的事也很多, 促使我們一起學習靠主喜樂 不住禱告 凡事謝恩的功課 教關成立轉瞬已十年了, 三月初我們舉行了一個盛大的感恩聚會, 荷蒙各教會, 各機構和各界人士的熱心支持, 鼓舞了我們的信心, 尤其是我們招募了三十多間願意與我們合作的伙伴教會, 使我們在關懷貧窮的工作上, 再不感孤單, 更加感恩的是三間主要基督教機構對我們不離不棄的支持, 香港華人基督教聯會繼續支持我們一百五十萬元的經費, 亦有不少熱心人士按時給我們捐獻, 特此致以衷心感謝 今後我們會加倍努力, 務求不負眾望, 亦能滿足神的心意 本人特別感謝列位教關執行委員, 同工們和前線機構的努力事奉, 任勞任怨的精神, 願主親自報答 在此祈請繼續為教關代禱, 使我們的事奉更蒙神的喜悅 Thanks God! In the lead of our Lord, HKCNP has passed another year. Despite encountering many challenges and difficulties, we still tried our best to complete our plans and goals on schedule. During which several committee members and their family members got sick, that damaged our morale a little bit; yet at the same time, matters that deserve our gratitude were as many, through which we learnt the homework of be joyful, keep praying and be grateful. Like in a blink s time, HKCNP has established for ten years, we have held a grand thanksgiving gathering in March, thanks to the enthusiastic support from different churches, organizations and people which lift up our confidence, especially more than 30 churches which showed their desire to partner with us, letting us know we are no longer alone in the works of serving the poor. Moreover, the unceasing support from three Christian agencies makes us even more grateful, the Hong Kong Chinese Christian Churches Union continues to support us financially by a donation of HK$1.5 millions, and there are many enthusiastic parties who make regular donations to us, here let me express my heartfelt thanks to them. In the future, we will work more hard to meet the demand of all of you, and satisfy God s wishes. I d like to express my gratitude to our executive committee members, co-workers and frontline agencies for their hard work on the ministry, and their uncomplaining spirit, may our Lord reward them. 9 倡議教育組 Education and Advocacy Sub Committee 工作報告 為了提升教會關懷貧窮的意識 倡議教育組由去年開 始每年舉辦一次有關貧窮議題的大型會議 內容包括 主題演講 研討會 工作坊等 期望教會透過能認識 及熟習有關議題 今年12月8日在觀塘區舉行有關會 議 並會繼續在2013年於區內進行聚會及關心觀塘區 的扶貧工作 倡議教育組鼓勵各教會推行 教關 抗 貧主日 運動 鼓勵肢體一同在10月份以10分鐘時 間關注及記念貧窮人的需要 並以行動奉獻10元 或 其倍數 作為支持教關以及教會在香港的扶貧工作 活動共有33間堂會参加 其中23間為第一次參加教 關活動 今年的週年會議在十二月八日上午 於觀塘潮語浸信 會舉行 主題為 資源共享 齊建網絡 服侍貧窮 重要的是 愛 教會論壇以 大中小教會服務貧窮 的策略與模式 為題 分享者包括循道衞理聯合教會 觀塘堂盧偉旗牧師 基督教仁愛教會曾玉蓮牧師及深 水埗貧窮家庭宣教關注組余妙雲女士 研討會另設有 五個工作坊及圓桌會議 幫助參加者瞭解社區服務內 容 以及分享個人的經驗及意見 分別由東九龍教牧 同工團契職員會帶領 東九龍教會如何結網服務社區 貧窮 公義樹帶領 使命營商 動員大小商家回應 東九龍的貧窮問題 禧福協會帶領 造福長者 為 貧窮的長者發聲 禧福協會帶領 創新模式 教會 牆內牆外福音與教會結合模式 及Ｕfire帶領 燊火相 傳 青少年的服侍 之討論 研討會共有137人參加 教關亦於7月及11月向特首分別遞交對新政府扶貧政策 的 進言 及對施政報告扶貧政策建議 藉此影響政 府扶貧政策及相關之落實 我們將繼續關注及跟進 亦欣聞政府以 關愛香港 為主題 促進鄰舍互助精 神 社會大眾關懷弱勢社群及低下階層 觀塘地區扶貧研討會 研討會內容包括專題講座 工 作坊 圓桌會議及教會論壇 該研討會主要是讓各教 會機構分享及探討在觀塘區的扶貧工作 以鼓勵其他 教會加入區內或其他區域的關懷貧窮工作 同作合一 的見證 講座邀請到社會福利署觀塘區福利專員吳家 謙先生致詞及分析區內情況 在專題講座中 香港伯 特利教會恩光堂堂主任李炳南牧師指出 關懷他人最 展望未來 我們期望能有機會與更多堂會藉着參與研討會 工作 坊 課程一起探討香港的貧窮問題,及認識堂會可行的 参與途徑 亦期望更多堂會能參與每年10月國際抗貧 日 願我們都能在社會上成為合一的見證 為貧窮人發聲 or Voice for the po 6 HKCNP_annual_report2013_3.indd 6

10 目標 Goal 倡議教育組的目標為向教會 社會及政府 教育及推動不同課題 亦就政策等結構性問題或不公義 制度提出意見 並鼓勵教會作出反映 形成力量 影響社會及政策轉變 Liaise closely with government departments, churches and society in related to the needs of the poor. Encourage churches to reflect and response, so as to formulate effective forces to influence policy makers. Initiate policy changes to amend the formation of injustice and structural problems. Work Report In order to enhance the awareness of the Church care for the poor, Education and Advocacy Sub Committee planned to launch an annual conference on poverty issues with thematic speeches, seminars, workshops, etc. By regular participation, churches were more familiarize themselves with poverty issues. This year, the annual conference held on 8 December 2012 in Kwun Tong and follow up meetings would be continue in the district. The anti-poverty Sunday Service campaign encourage churches to spend 10 minutes and dedicate 10 dollars or multiple of it as an initiative to remember the needs of the poor in daily life. A total of 33 churches participated in this campaign, 23 of them were firstly involved in such activities. The annual conference named Sharing Resource, Building Network, Serving Poor held on 8 December at the Kwun Tong Swatow Baptist Church provide a platform for churches and agencies in Kwun Tong region to explore collaborative action in serving the poor and unifying the body of Christ in community. Contents including speech, seminars, workshop and a round table meeting.the opening speech gave by Mr. K.H. Ng, the Kwun Tong District Social Welfare Officer of Social Welfare Department highlighted the district profile of Kwun Tong. The seminar speaker, Rev. P.N. Li from Hong Kong Bethel Grace Light Church pointed out that the most important thing in caring for others was LOVE.The church forum focused Strategies and Models for medium and small church in serving poors, speakers included Rev. W.K. Lo from Methodist Kwun Tong Church, Rev. Y.L. Tsang from Christian Grace Church, Ms. M.W. Yu from Shamshuipo poor family concern group. Five workshops were followed by the forum in order to deepen participants understanding and community resources were introduced. The workshop on How to Establish Network to Serve the Poor was led by Kowloon East Pastoral Fellowship. The Oaks led the workshop of Mobilize Large and Small Business Enterprise in responding to the need of poor in Kowloon East. Jubilee Ministries led the workshops on Make a Voice for the Elderly and Innovative Model: integrate the Church and outsiders. The U-Fire led the discussion on Sparkle the Youth, serving the Youth Personal experience and opinions was exchanged in the workshops and round table meeting of that day.the total attendance of the conference was 137. Two Advisory Letters were submitted to the Chief Executive in July and November respectively regarding to advice on anti-poverty policies for the new government and recommendations on government policy address related to poverty alleviation work. We will continue to concern the government s poverty alleviation policy and implementation and delighted to see government effort in fostering mutual help in coummunity, and further social concern on poverty groups. Looking to the future We welcome the opportunity to work with more churches through seminars, workshops, courses, and participative actions. 11 成長嚮導計劃組 Mentorship Program Committee 成長嚮導及兒童發展基金計劃 協力扶助跨代脫貧 ( 余妙雲女士 ) 12 月 28 日的明報頭版的兩則新聞, 都與兒童成長有關連 : 一則報導聖保祿中學計劃於 2014 年起由津貼中學轉型為直資, 名校貴族化趨勢越來越明顯, 有基層校長預料未來將有更多名校轉型直資, 並會取錄大部份家境較佳學生, 最終影響基層學生升讀大學的機會率, 加劇貧富懸殊 ; 另一則報導一名 16 歲少女為 300 元販毒, 少女 12 歲時因父母離異, 其後與母親同住, 之後成績下滑, 中三輟學, 母親因離婚患上精神病, 家境困難, 少女曾兼職幫補家計, 案發時少女沒有工作, 為求賺錢, 在損友唆擺下販毒, 但報酬只得 300 元, 少女一直對設計行業有興趣, 販毒亦為求儲錢, 將來可以報讀設計課程, 奈何因販毒而判囚 6 年多 這兩則新聞顯示生於貧窮家庭的孩子要脫貧實在不容易, 經濟能力缺乏 資源不足, 不少兒童更成長於不完整的家庭中, 父母未必有時間和有能力教導, 在功課上往往較一般兒童為差, 削弱個人將來的競爭力 加上擔心家庭負擔, 家庭儲蓄有限, 貧窮家庭兒童也未敢期望讀大學, 他們很容易墮入跨代貧窮中 今日香港貧窮人口逾一百萬人, 成長於貧窮戶家庭的 15 歲 以下兒童接近 30 萬名, 即每四個兒童就有一名生活在貧窮線下, 嚴重影響他們身心發展及向上游的能力 針對跨代貧窮問題, 政府在 2008 年推出兒童發展基金計劃, 撥款三億元期望有 名來自貧困家庭的 歲兒童受惠, 此計劃的目的是為欠缺資產的貧窮兒童及其家庭建立金融及非金融資產, 透過目標理財 師友同行和圓夢成長等方面培育儲蓄習慣, 發展多元智能活動, 更重要是為他們安排生命嚮導同行, 陪伴成長, 增加社區接觸, 擴闊視野和增進個人知識發展能力 ; 並朝著跨代脫貧的目標邁進 計劃已推行了三期, 教關的伙伴機構 ( 工業福音團契 基督教勵行會 城市睦福團契 ) 亦先後協助逾千名兒童, 更邀約過百間堂會派出逾千名信徒成為他們的生命嚮導, 與青少年建立亦師亦友的關係 數年來的實証, 參加計劃的兒童脫貧能力的確較無參加者為高 第四期快將推出, 在此謹呼籲眾教會嚮應扶助跨代脫貧的計劃, 鼓勵信徒成為生命嚮導, 此計劃對 30 萬貧窮兒童的需求, 的確足襟見肘 期望政府再增加資源, 能惠及五萬個家庭, 而教會更隨時作準備, 鼓勵和培訓信徒成為生命嚮導, 同心協助扶助跨代脫貧 教會關懷貧窮網絡在 兒童發展基金成長嚮導計劃 計劃的角色 HKCNP and Share Holders of Child Development Fund 政府 ( 兒童發展基金計劃 ) Government (Child Development Fund) 參與政策制訂 Police setting 協助尋找合資格導師 find suitable mentors 教會 Churches 基督教社會服務機構 Christian Socal Service Organizations 提供服務 Render service: 計劃統籌 Strategic planning 為計劃安排合適導師 Find suitablementors 目標儲蓄 Target Saving 支援機構申請 sponsor in biding 訓練 Training 籌款 Fund raising 基督教機構 Christian Organization 基督教群體 Christian Groups 8 青少年參加者 Mentee 最終受益者 Service Receiver 合資格的基督徒 成長嚮導 Qualified Mentor 跨代脫貧 combat inter-generation poverty HKCNP_annual_report2013_3.indd 8

12 目標 Goal 成長嚮導計劃組推動教會關心貧窮家庭成員 邀請更多信徒付出時間成為嚮導 服侍關心少 年人 以生命影響生命 Motivate churches to care about members from poor families, invite more Christians to be a mentor, devote their time to serve and take care of the youth, act as a role model to influence the youth. Mentorship Program and Child Development Fund Help alleviate inter-generation poverty (Ms Yu Miu Wan) The two headline news of Ming Pao Daily on 28th of December 2012 were both related to child development: one was about St Paul Secondary School was planning to shift to a Direct Subsidy School since 2014, the trend of nobilization of prestigious schools becomes more apparent, some principals from grass-root school predicted there would be more and more prestigious schools shift to Direct Subsidy Schools in the future, enrolling students mostly from well off families, which as a result affects the chance of grass-root students to be admitted to university, aggravating the wealth inequality; another report was about a 16 years old adolescent girl who committed drug trafficking just for $300, the girl s parents divorced when she was 12, she lived with her mother, her academic results became very poor, and then she dropped out in secondary three. Her mother became mentally ill after divorce, and her family faced financial difficulty. The girl has tried to do part time job to make some money, but she was unemployed when the crime took place, claimed to be instigated by her friend, but the reward was only $300. The girl was interested in design, the purpose of committing trafficking was to save money for the tuition fee, sadly, she was sentenced more than 6 years of imprisonment. The two news both reflect that children born in poor family are not easy to get out of poverty, they are deficient financially, lack of resources, some of them grow up in broken family, their parents may not have time and ability to instruct them, their homework are generally below average, weakening their individual competence. Moreover, worrying about family financial status and knowing about their family may not have many savings, they won t expect they would have chance to study in the university, they are easy to inherit poverty from family. Nowadays, there are more than 1 million people of the population living in poverty, of which near 300 thousand children under 15 grow up in poor families, which means, 1 of 4 children living under poverty line, which seriously affects their physical and psychological development, as well as their upward mobility. To address the problem of inter-generation poverty, the HKSAR government launched Child Development Fund in 2008, with a budget of 300 millions, it is expected to benefit 136,000 children ages 10 to 16. The objective of the project is to help children and adolescent from under-privileged families build financial and non-financial assets, through target saving, mentorship program and personal development plan, help them cultivate saving habit and develop multi-intelligence, more important is that there is a mentor accompany them during they grow up, during which they have chance to increase community contact, widen their eyesight, as well as promotes their knowledge development capability; and approach to the goal of overcoming poverty. Now the program has run for three phrases, partners of HKCNP (Industrial Evangelistic Fellowship, Christian Action and Urban Peacemaker Fellowship) have assisted more than one thousand children, and invited more than one hundred churches to participate in the program by sending out more than one hundred church members to be mentors, build a mentoring relationship with the youth. The previous experience proves that, the participating children of the CDF projects have a higher ability to overcome poverty than their non-participating counterparts. The fourth phrase is coming, now I call for churches to respond to the project, by encouraging members to be a mentor. This project is surely not enough to meet the demands of 300 hundred poor children. I hope the government will allocate more resources, so that 50 thousand families will be benefited. At the same time, churches are ready to encourage and train more members to become mentors, and help combat inter-generation poverty together. 9 HKCNP_annual_report2013_3.indd 9

14 目標 Goal 愛心糧倉組的目標是協助教會開設 愛心糧倉 幫助新來港或未符合政府資助計劃人士提 供短期的食物援助及幫助他們重拾信心,有能力去面對前路 以耶穌的愛積極回應社會需要 Assist churches to open food bank, to help new immigrants or those who do not qualified to apply government subsidy program by providing short-term food assistant and help them regain confidence, so that they will be able to face the future, respond to the needs of the society with God s love. Hong Kong Church Network for the Poor Food Bank Food Assistant Project (Dr Agnes Lau-coordinator of Love Food Bank Sub Committee, HKCNP) assisting church in Tsuen Wan, Tuen Mun, Cheung Kwan O, Kwai Ching and nearby districts to start Love Food Bank. While Jubilee Ministries does not have any region restriction, it now still has room for assisting two more churches in opening food bank. Now we have 33 strategic church partners, HKCNP hopes to hold a strategic conference in June of 2014, to call for charity organizations in Hong Kong, all churches which care about food problem among the poor, no matter those which run food bank, cooperative association, or dispense food; no matter those which provide meal at $10, canteens which dispense rice in long term at a fixed spot, or canteens which dispense rice in an occasional style, all are welcome to participate in the conference, so that we can face the needs of the poor in Hong Kong together. This is an exciting era, may God work among us! Since August of 2009, there are 53 food banks under Hong Kong Church Network for the Poor (HKCNP), we have served 37,000 persons in total, by dispensing 1,200,000 meals. Until January of 2013, HKCNP decided to let four frontline agencies run the food bank independently. But HKCNP will still play a key role in the process, including: promote this vision among the churches, when any church is interested in starting food bank service, HKCNP will provide referral service, so that different church can choose to cooperate with any frontline organizations each serve mainly in some specific districts. HKCNP also suggests different operating models, so that different church can run food bank according to its background and affordability. In this premise, all of us will share the same name Love Food Bank, to show that we are an integral part under God. At present, Industrial Evangelistic Fellowship is responsible to Mong Kok, Sham Shui Po, South District and Yuen Long, they still have room for assisting three churches in opening food bank. 16 目標 Goal 拓展推廣組策劃及推行教會關懷貧窮網絡 以下簡稱 教關 的籌款 宣傳及推廣等工作 To liaise closely with individuals, churches and organizations in order to promote, publicize and raise funds for the Hong Kong Church Network for the Poor (HKCNP, and) to help the poor break the cycle of inter-generational poverty. Report of Promotion SubCommittee Mrs. Cheung-Ang Siew Mei In 2012 one of the HKCNP s main objectives was to raise their public profile. The team met with numerous churches, which led to some excellent collaborative partnerships. English speaking churches and agencies with similar interests were included in their outreach. This was also a year where we walked the talk. We followed Jesus teaching to care for the poor and needy. It will be possible to help break the cycle of inter-generational poverty if churches of various denominations, and Christian agencies work together. This presents a collective witness for Christ, so the public can witness Hong Kong churches standing together in a spirit of unity, caring for the poor. We also asked our partners to include a link to the HKCNP s website on their home page. We hope this will provide even more exposure for the HKCNP. Looking back the activities in 2012 Canvas shoe decorating The HKCNP received 24 pairs of white canvas shoes and fabric paint from a donor on 19 August. We partnered with a church and one of the agencies running the mentorship programme in an event where the mentors and mentees spent time decorating the shoes with the fabric paint. Special Feature - Christian Times magazine All Executive Committee members were invited to contribute to a series of article titled With Us Always Hong Kong Churches Care for the Poor. They shared about poverty alleviation from their different perspectives. All articles were then posted on the HKCNP s website. Future developments: 2013 and Beyond The HKCNP s 10th anniversary celebration on Saturday, March 9, 2013 will be an important event in this year s calendar. We will testify about following Jesus example and share some of the highlights of what God has done for the poor over the past decade. It is our greatest desire that God be glorified on that day. Love Feast 2012 In January and February of 2012, we organized six Love Food Festivals in Hong Kong including Yau Ma Tei, Tsim Sha Tsui, Mong Kok, Tseung Kwan O and Tin Shui Wai. The festivals included meals, variety shows and lucky draws. Over 4000 people celebrated with us. Government officials including Mr. Patrick Nip, the Director of Social Welfare and Mr. Charlson Chui, Assistant District Officer were invited as guests of honour. Special Feature - Christian Times magazine All Executive Committee members have been invited to contribute articles to the Christian Weekly from January to June They will focus on the mission, vision and ministry of HKCNP.
