SWOT 理 論 探 討 新 移 民 子 女 教 育 策 略 之 研 究 黃 志 翔 摘 要 近 年 來, 台 灣 的 新 移 民 子 女 人 數 增 長 數 度 相 當 驚 人, 到 100 學 年 度 就 讀 國 中 小 學 人 數 已 達 到 192,224 人 ( 教 育 部,2012), 台 灣 現 在 每 七 八 位 新 生 兒 中, 便 有 一 位 是 新 移 民 子 女, 而 且 可 能 會 越 來 越 多 因 此 新 移 民 子 女 所 衍 生 出 的 教 育 的 相 關 問 題, 均 有 賴 中 央 機 關 地 方 政 府 與 民 間 團 體 互 相 協 助, 整 合 現 有 政 策 方 案, 相 互 配 合 我 國 政 府 也 針 對 新 移 民 個 人 及 家 庭 的 權 益 及 需 求, 於 92 年 訂 定 新 移 民 照 顧 輔 導 措 施, 其 中 有 兩 項 包 括 了 提 昇 教 育 文 化 協 助 子 女 教 養, 跟 新 移 民 子 女 比 較 直 接 相 關 的 政 策 而 教 育 是 百 年 樹 人 打 造 根 基 的 工 程, 如 何 使 政 策 可 以 更 加 貼 近 新 移 民 子 女, 妥 善 促 使 順 利 融 入 台 灣 社 會 教 育, 成 為 政 府 與 民 間 必 須 共 同 努 力 的 重 要 課 題 本 文 目 的, 乃 是 希 望 藉 由 SWOT 的 分 析, 找 出 新 移 民 子 女 教 育 的 優 勢 劣 勢 機 會 和 威 脅, 以 發 展 其 最 大 優 勢 和 機 會, 減 其 劣 勢 和 威 脅 於 最 小 程 度, 決 定 出 最 佳 之 策 略, 藉 此, 對 新 移 民 子 女 提 供 實 質 性 的 幫 助, 除 此 之 外, 對 政 策 應 可 朝 什 麼 方 向 作 修 正, 以 發 揮 更 大 的 助 益, 加 速 新 移 民 子 女 在 台 的 教 育 關 鍵 字 : 新 移 民 教 育 策 略 * - 159 -
育 達 科 大 學 報. 第 28 期. 民 國 100 年 9 月 The Investigation of the Usage of SWOT Theory on Researching the Education Strategies for New Immigrant Children Chih-Hsiang Huang * Abstract In recent years, the population of the children of the new immigrants has increased enormously. At the end of 2010, the number of these new immigrant children attending elementary and junior high schools has reached 176,373 people. Today, out of 7 or 8 newborn babies, 1 would be the new immigrant child, and the ratio is very likely to become greater in the future. As the result, solving the education related problems for these new immigrant children depends on the cooperative efforts of central government agencies, local governments and non-governmental organizations. In 2003, the Taiwanese government also concluded guidance and assistance measures for new immigrants for the rights and needs of the new immigrant individual or family. Two of the items in the measure included the policy of promoting educational culture, assisting nurturing of the new immigrant children, and other polices which are directly related to the interest of the new immigrant children; however, a sound foundation for education requires enormous and continuous efforts, how to make the policies to be more suitable to the immigrant children and properly urge them to successfully blend into Taiwanese society becomes an important lesson that requires joint efforts for both the Taiwanese government and non-governmental organizations. The purpose of this article is to find out the advantages, disadvantages, opportunities and threats in the education for new immigrant children in Taiwan through the analysis of SWOT.
