4 The Board of Directors was inaugurated on 4 th April, Pursuant to the Po Leung Kuk Ordinance, Members of the Board for were elected at the Kuk s Annual General Meeting held on 12 th March, The outgoing Board handed over the Kuk s title deeds and legal documents to the incoming Board on 28 th March, 2007, marking the accomplishment of its final task. In tune with the benevolence and enthusiasm of our forerunners, the Board of Directors has been striving to achieve the betterment of the Kuk s services to meet the changing needs of our society. Management of Board Affairs The 20-member Board of Directors is the highest policy-making authority of the Kuk. Board Members are elected annually. The Advisory Board is an advisory body headed by the Secretary for Home Affairs as the ex-officio chairman. The Board of Directors seeks the advice of the Advisory Board when making important decisions. Under the Board of Directors are nine functional committees. These committees hold regular meetings with the Chief Executive Officer and senior officers to formulate the Kuk s policies and work plans. These committees are : Audit Committee Social Services Committee School Management Committee School Management Executive Committee Recreational and Cultural Services Committee Fund-raising and Corporate Communications Committee Personnel and Finance Committee Property and Project Development Committee Information Technology Committee At the beginning of the term, all Board Members are provided with a copy of the Board of Directors Handbook, which comprises Important Notes to Directors, Guidelines for Declaration of Interest of Board of Directors, Procedures of Meetings, Terms of Reference of Committees and meeting schedules. The handbook clearly defines members responsibilities aiming to enhance operational accountability and effectiveness. Members are encouraged to take an active part in various committees, working as a team for the benefits of the Kuk. Deliberations of the committees are submitted to Board meetings for ratification or review as appropriate. Recommendations endorsed by the Board would be followed through by the relevant departments. As in previous terms, Social Services Committee continued to seek advice on welfare service development from the Social Welfare Department at the Social Welfare Advisory Committee meetings held once every two months. To foster close partnership, the Board of Directors held a meeting with representatives of the Home Affairs Bureau once every two months. During the term, the Bureau was represented by Miss CHAN Yuen Man, Amy, JP, Assistant Director of Home Affairs, who attended meetings together with Mr Philip LAM, Chief Liaison Officer and Mr WONG Kiu Fong, Senior Liaison Officer. On 30 th January, 2007, the Advisory Board and the Board of Directors held their Annual Joint Meeting, where the Chairman of the Kuk reported on the work of the year. The meeting was chaired by Dr the Hon Patrick HO, JP, Secretary for Home Affairs. The Chairman of Po Leung Kuk serves as the co-chairman of the Tang Shiu Kin and Ho Tim Charitable Fund, with the First and Second Vice-chairmen serving as the fund s ex-officio members. The Chairman and Vice-chairmen attend the Fund s annual meeting every year. The Director of Social Welfare is the Trustee of the Fund. As an ex-officio member of the Brewin Trust Fund and the Grantham Scholarship Fund, the Chairman attended the committee meetings where proposals were reviewed and endorsed. The Board wishes to acknowledge the support of Mr Vincent W S LO, Gallant Y T Ho & Co Solicitors & Notaries, and Mr CHEUNG Wai Hing of Messrs Woo, Kwan, Lee & Lo, who served as the Kuk s Legal Advisers on property management and the Kuk s general business respectively. A vote of thanks also goes to Messrs Woo, Kwan, Lee & Lo for their assistance in vetting applications for the Po Leung Kuk Tang Shiu Kin Charitable Fund and Po Leung Kuk Ma Kam Ming Charitable Foundation. During the year, Board Members were invited to the reception hosted by the Legislative Council for the new boards of six leading charities. During the Board s goodwill visit to Beijing on 11 th and 12 th September, 2006, the delegation called on the United Front Work Department of the CPC Central Committee, the Ministry of Civil Affairs as well as the Hong Kong and Macao Affairs Office of the State Council, to introduce the Kuk s services and development. Board of Directors HKU SPACE Po Leung Kuk Community College has commenced teaching in September This year, the College offers the foundation year for four Associate Degree and three Higher Diploma Programmes using the HKU SPACE Admiralty Learning Centre as the teaching venue. The construction of the College Building at Po Leung Kuk headquarters is on schedule. We are confident that the building will be ready for use in the fall of Dr the Hon Patrick HO, JP, Secretary for Home Affairs administers the oath of office for the Board of Directors In preparation for the implementation of the new academic structure for senior secondary and higher education (334) in 2009, the Kuk has taken steps, with the approval of the Education and Manpower Bureau, to turn the Vicwood K T Chong Sixth Form College and Tong Nai Kan College into a through-train senior and junior secondary school respectively. To strengthen our ties with mainland cities, the Kuk has signed a cooperation agreement with the Shenzhen Baoan Education Bureau to promote academic and cultural exchange opportunities between schools of Baoan Qu and our affiliated schools. Dr the Hon Patrick HO, JP and the officiating party with the members of Advisory Board, the Board of Directors and Fund raising efforts have enjoyed great success. During the term, our Vice-chairman, Mrs Angel S P CHAN LAU made a donation to the English learning centre dedicated as Po Leung Kuk Lau Chan Siu Po Future English Learning Centre, our director, Mrs Eleanor K C KWOK, made a donation to the kindergarten cum nursery playground dedicated as Po Leung Kuk Kwok Law Kwai Chun Playground and former Chairman, Mr Henry TAN, BBS, made a donation to the music complex of Po Leung Kuk Camões Tan Siu Lia Primary School, now dedicated as Tan Lam Pak Kim Music Complex.
