摘要 摘要 为更好的落实国家各项利农 惠农政策, 统一 规范和简化财政性惠农补贴资金发放程序, 确保涉农补贴安全 及时 足额到位, 提高财政资金使用效率, 课题组组织开发 惠农补贴资金 一卡通 管理系统 本文探讨基于软件和硬件的惠农补贴资金 一卡通 管理系统设计与实现 通过分析财政部门各类惠农补贴资金管理需求 资金拨付流程 银行支付程序等, 在财政部 金财工程 [1] 建设的指导思想指导下, 应用信息技术手段, 搭建惠农 补贴资金 一卡通 管理系统, 实现从预算安排 资金分配 资金拨付 农民领 取等全过程的监督管理 系统初步实现了惠农资金的分级管理 人员管理 安全管理 ; 各项资金补贴政策宣传 基础信息的收集 汇总与录入 补贴资金发放审核 公示 补贴进度查询 统计与分析 ; 与本级金融机构发放信息交互 数据交换 数据分发 数据查询 短息通知等功能 该系统的建设对提高财政惠农补贴资金管理效率具有十分重要的现实意义 关键词 : 一卡通 ; 数据交换 ;ESB&ESP Ⅲ

Abstract Abstract The object of this study is to develop an all-purpose card" management system on agricultural subsidies fund, which will distribute to better implementation of the policies to support and benefit agriculture, making the subsidies management process unified/standard/simple, ensuring the distribution of subsidies safety/timely/proper, and improving the efficiency of fiscal funds. The main content of this dissertation is based on the design and implementation of the "all-purpose card" management system on agricultural subsidies. This system study analyses the finance department demand for management of different kinds of agricultural subsidy funds, the subsidies allocation process and the bank payment procedures etc. This study will distribute to, using information technology, under the Guidance of Construction of Gold Finance Project issued by Ministry of Finance, the construction of an "all-purpose card" management system on agricultural subsidies fund, which will realize the function of whole-process supervision and management of agricultural subsidies funds, including allocation, distribution, farmer receiving, etc. The system can make the management of the agricultural subsidies fund classified, personnel, and safety. It will also help on the policy propaganda, basic information collection/summary/entry, and review of subsidies distribution, disclosure of distribution information, as well as query, statistics and analysis of subsidy schedules. Besides, it can realize the function of information interaction, data exchange, data distribution, data query, SMS notification etc. In summary, the construction of this system has important practical meaning in improving the management efficiency of agriculture subsidies fund.
