4 论文摘要 论文摘要 厦门火炬高新区是全国 53 个国家级高新区之一, 经过近 15 年的发展建设, 已初步形成以火炬园为核心, 包括创业园和软件园在内的两个孵化 基地, 以东部产业区 同集园 信息光电园为主的三个新建高新技术园区 和北大生物园区等 一区多园 的发展格局 目前, 厦门火炬高新区已建 成的园区面积仅 1.5 平方公里, 是全国 53 个国家级高新区中面积最小的 一个, 但却在 2000 年率先实现了每平方公里 100 亿元产值的目标,2004 年, 火炬高新区实现了工业总产值 469 亿元, 约占全市工业总产值的 27% 本文从火炬高新区总体发展战略目标出发, 着重分析了火炬高新区财 政在厦门火炬高新区总体发展战略实施中的作用, 对火炬高新区财政所面 临的风险 火炬高新区财政投融资体系建设以及财政风险管理进行了详细 的阐述 本文共分四部分, 第一部分着重分析厦门火炬高新区的发展历程 优 势条件和面临问题, 阐述了火炬高新区总体发展战略目标的确定 战略阶 段的划分以及战略实施重点和对策, 并简要说明了火炬高新区总体发展战 略与财政的关系 ; 第二部分主要是分析厦门火炬高新区财政发展概况, 包 括财政发展历程 现状和特点 ; 第三部分是本文重点, 着重分析和阐述了 厦门火炬高新区财政所面临的风险, 包括地方财政风险概述 财政投融资 风险 火炬高新区财政风险概述 火炬高新区财政资金需求分析以及火炬 高新区融资风险分析等等 ; 第四部分主要阐述了财政投融资体系的概念和 作用, 并就如何建设符合火炬高新区特点的财政投融资体系, 如何防范和 控制风险提出了建议和看法 关键词 : 火炬高新区 ; 财政 ; 风险

6 Abstract Abstract Xiamen Torch High-Tech Industrial Development Zone(XTHTIDZ) is one of 53 first state-level new & hi-tech development zones. With the development and construction in the past 15 years, XTHTIDZ has gradually developed into one zone with multi parks, giving priorities to foreign investment and technological innovation. Co-existing in the zone now are one core district (i.e. the Torch Hi-tech Park), two incubation base (i.e. the Pioneering Park for Overseas Chinese Scholars the Software Park), three new comprehensive parks (i.e. the East Industrial Area, the Tongji Park and the information & Photo electronics Park) and the specialized Beijing University Biological Park. At present, XTHTIDZ covers an area of 1.5 square kilometers. It is a hi-tech zone whose developed land area is the smallest among its kind in China but it is the first among the 53 state-level hi-tech industrial development zones to achieve an output value of RMB10 billion per square kilometer in In 2004, the zone accomplish 469 hundred million industrial output value, which took up Xiamen 27 percent of the city s total industrial output value. This text proceeding from overall development strategic objective of XTHTIDZ, has analyzed emphatically the finance function of XTHTIDZ developed in strategy implementation overall in the zone. It carries on detailed exposition to the torch finance risk, torch financial investment and financing system construction and financial risk management of hi-tech zone faced. The text divides four parts. The first part analyses emphatically the development course, advantage condition and existent problem of XTHTIDZ. It explains sureness, division and focal point of strategy implementation with countermeasure at strategic stage of the overall development strategic

The second part analyzes Torch high-tech zone finance development. It includes finance developing course, actuality and characteristic. The third part is important of the thesis. It emphasize in analyzing and expatiating about Torch high-tech zone finance risk, include local finance risk, finance investment & financing risk, Torch high-tech zone s finance risk, capital requirement and financing risk and so on. The last part expatiates about finance investment & financing system s concept and function, and brings forward some advice and opinion about how to construct finance investment & financing system for Torch high-tech zone and how to keep away and control risk. 12 前 言 前 言 自 1984 年以来, 为了迎接世界新技术革命的挑战, 中共中央 国务院先后决定建立了 53 个国家级高新技术产业开发区 二十多年来, 国家高新区始终高举创新的旗帜, 充分发挥政府和市场两方面的积极作用, 大力发展民营科技企业, 实现了高新技术产业的飞速发展, 不仅显示出其旺 盛的活力, 也对国家和地方科技 经济和社会发展产生了积极的影响, 发 挥了不可替代的作用 目前, 国家高新区已成为我国电子信息产业 新材 料 新医药 生物工程等新兴产业的主要基地 高新区的基础设施建设 优惠政策 ( 土地 税收等 ) 良好服务等吸引了国内外人才 技术 资金 信息等资源, 初步形成了产业集聚和良好的区域创新环境 厦门火炬高新区是全国 53 个国家级高新区中面积最小的一个, 但却 在 2000 年率先实现了每平方公里 100 亿元产值的目标 厦门火炬高新区 财政是伴随着火炬高新区的成长而从无到有逐步形成的,2004 年开始才 有了真正意义上的财政, 但其具有收支结构简单 抗风险能力强等不同于 一般行政区财政的特点, 为实现火炬高新区总体发展战略目标打下了坚实 的基础 随着厦门火炬高新区 一区多园 发展战略的全面铺开, 原有的 单纯依靠财政投入的模式已经无法适应大规模开发建设对资金的要求, 这 必然要求火炬高新区财政建立符合自身发展特点的财政投融资体系, 拓宽 融资渠道, 促进投资方式的多样化 在建立财政投融资体系的同时, 也使 火炬高新区财政面临着前所未有的风险, 其中最主要的是融资风险 因此 研究和探讨火炬财政风险特别是融资风险的控制问题, 对于完善火炬高新 区财政功能, 增强财政抗风险能力, 实现火炬高新区总体发展战略目标具 有重要的意义 由于本人学识有限, 对于本文论述提及的观点中不成熟甚至是谬误之 处, 敬请提出批评指正 1
13 厦门火炬高新区财政风险控制研究 第一章 火炬高新区的发展 第一节厦门火炬高新区概况 厦门火炬高技术产业开发区 ( 简称火炬高新区 ) 位于厦门岛小东山, 于 1990 年由原国家科委和厦门市人民政府共同创办,1991 年被国务院批 准为首批国家级高新技术产业开发区, 初始规划面积 1.17 平方公里 自 1990 年创建以来, 厦门火炬高新区发展迅速, 工业产值年均增长率高达 66.5%, 年 3 月, 被科技部和外经贸部确定为国家高新技术产品出 口基地 ; 2001 年 8 月, 厦门高新技术创业中心被科技部确定为国家高新 技术创业服务中心 厦门火炬高新区的宗旨是 : 面向国内外市场, 依托中 国的科技实力和工业基础, 通过优惠政策和各项改革措施创造局部优化环 境, 吸收外资和国外先进技术, 解放和发展科技第一生产力, 发展中国的 高新技术产业, 带动传统产业的改造, 促进中国高新技术成果的商品化 高新技术商品的产业化和高新技术产业的国际化 一 厦门火炬高新区发展历程 经过近 15 年的发展建设, 厦门火炬高新区已初步形成以火炬园为核 心, 包括创业园和软件园在内的两个孵化基地, 以东部产业区 同集园 信息光电园为主的三个新建高新技术园区和北大生物园区等 一区多园 的发展格局 厦门火炬高新区起步较其他国家级高新区晚, 其发展过程可 分为四个阶段 2 : 1 探索阶段 1990 年至 1993 年 1 2 数据来源 : 厦门火炬高新区内部统计资料资料来源 : 厦门火炬高新区内部资料整理 2
14 第一章 火炬高新区的发展 火炬高新区 ( 即现在的火炬园 ), 地处丘陵, 土石交错, 石层多 地质复杂, 建设者们凭着顽强的斗志, 以小东山为中心, 艰苦创业 在厦门市科委直接管理下, 高新区的建设者们坚持把 土地开发 完善基础设施建设和加快新技术新项目的引进 相结合, 本着 一次规划, 分期建设, 由近及远, 远近结合, 突出重点, 边基建 边招商引资和滚动发展 的原则, 按照 一个管委会, 一个办公室, 一个开发公司 管理模式, 高效 地开发土地资源, 完善基础设施建设, 加快引进新技术新项目 到 1993 年, 完成了 公顷的 五通一平, 光厦楼 光业楼 创新城和光耀 楼等四栋通用厂房竣工交付使用, 为入驻企业提供了 平方米的发 展空间 高新区各种配套设施逐渐完善, 银行 邮电 自来水 公交等公 共事业机构开始进入园区, 为企业和企业员工提供配套服务 1993 年完 成技工贸总收入 3.3 亿元, 实现利税 3000 万元, 创汇 1500 万美元, 初步 奠定了经济发展的基础 1 2 成长阶段 1994 年至 1996 年 这一阶段主要特点是土地开发力度加大, 已建成的办公楼难以满足工 业经济不断发展的需要, 一些有实力的企业如松下 厦华 利胜 大洋通 信等开始购地建厂 1994 年 1996 年用地批文数量占 年用地 批文的 57.14% 这些一流企业提高了高新区的技术层次和辐射力, 推动 了厦门市产业结构的调整, 使火炬高新区对高新技术产业的辐射作用更为 突出 1996 年完成技工贸总收入 20 亿元, 工业产值 17 亿元, 利税完成 5000 万元, 出口 1.5 亿美元 三年经济年均增长速度为 82.46%, 工业产 值年均增长 97.58%, 经济发展初具规模 2 3 快速发展阶段 1997 年至 1999 年 1 2 数据来源 : 厦门火炬高新区内部统计资料数据来源 : 厦门火炬高新区内部统计资料 3
15 厦门火炬高新区财政风险控制研究 1997 年, 厦华电子城和 FDK 利胜 大洋等厂房开始兴建, 麦克奥迪大厦落成开业 1999 年月 10 月 29 日, 中共厦门市委 厦门市人民政府关于贯彻 中共中央 国务院关于加强技术创新, 发展高科技, 实现产业化的决定 的实施意见 ( 厦委发 [1999]018 号 ) 发布, 进一步明确火炬高新区的功能定位, 提出了要加强技术创新, 发展高科技, 实现产业化的指导思想 奋斗目标 产业发展方向和主要任务, 并出台若干优惠政策, 大 力营造有利于技术创新和发展高科技 实现产业化的政策环境 1999 年, 火炬高新区 ( 含一区多园 ) 技工贸总收入 68.6 亿元, 工业总产值 69.6 亿 元, 出口创汇 3.47 亿美元, 具有了一定的经济规模, 三年年均增长分别 为 % 32.25% 1 4 持续稳步发展阶段 2000 年以后 2000 年, 火炬高新区工业产值首次突破百亿元大关, 成为国内第一 个达到科技部提出的每平方公里实现百亿元产值目标的国家级高新区 2000 年 3 月, 火炬高新区被科技部和外经贸部确定为国家 16 个高新技术 产品出口基地之一 ; 同年 9 月, 科技部确定火炬高新区所属厦门软件园为 国家火炬计划软件产业基地 为扩大发展空间问题, 市政府下发了 厦门 市人民政府关于厦门火炬高技术产业开发区 一区多园 范围的批复, 进一步明确高新区 一区多园 的范围, 同集园区的建设也提上了日程 2004 年, 市政府正式决定在新设立的翔安区划出 4.75 平方公里建设火炬 高新区东部产业区, 并在原路桥高科技园基础上划出 50 公顷土地建设火 炬信息光电园 至此, 火炬高新区 一区多园 的发展格局基本形成 目前, 厦门火炬高新区共有企业 500 多家, 工业总产值占全市工业产 值四份之一强, 已经成为厦门市重要的经济增长点和对外开放的重要窗 1 数据来源 : 厦门火炬高新区内部统计资料 4
