5 摘要 我国电子政务机构具有多种组织形式, 其中主体是事业单位 2011 年国务 院颁布了 分类推进事业单位改革实施指导意见, 要求 2015 年完成我国事业 单位分类改革,2020 年形成新的事业单位管理体制和运行机制 在此背景下, 本文运用公共管理学科的相关原理对电子政务机构的职能定位进行详细梳理, 试图系统性地分析此类机构的发展现状和工作困境, 探寻电子政务机构的合理 设置模式和发展方向, 并进一步从创新人才管理制度 规范命名规则 理顺编 制类别 明确权力职责 调整组织模式方面提出改进的建议 本文共分五章, 在第一章中, 提出了选题依据 研究意义, 对国内外关于 电子政务机构设置 管理 体制改革的研究情况进行综述, 对电子政务机构发 展和改革的背景进行简述, 从而确定研究的思路 方法及框架, 得出对电子政 务机构的改革必须在事业单位分类改革的框架内进行的初步结论 在第二章中, 认真阅读国内外公共管理 人力资源管理的相关文献, 对核心概念进行界定, 从功能 管理体制等角度对电子政务机构进行分类 在第三章中, 阐述电子政 务的发展历程, 访谈相关机构人员, 了解电子政务机构在不同时期的构建模式 和现状 在第四章中, 根据工作实践和访谈研究, 总结电子政务机构在人才结 构 宣传沟通 权力责任 职能定位等方面存在的困难和问题 在第五章中, 根据前面的研究, 分析电子政务机构改革存在的难点和改进的建议 最后总结 本研究的内容 关键词 : 电子政务 ; 机构 ; 改革

7 Abstract There are a variety of forms of e-government affairs agency in our country, main of them being public institutions. In 2011, the State Council of China promulgated "implement guidance of classification reform of public institutions ",demanding public institutions in China to complete the classification reform in 2015 and forming new management systems and operation mechanism in In this paper, the theory of public management is used in sorting out location of functions of e-government affairs agencyin details, attempting to systematically analyze present development situation and working dilemma of this kind of agency, exploring reasonable setting mode and development direction of e-government affairs agency and putting forward suggestions for improvement in the innovation of personnel management system, the standard of naming rules, the straightening out of the system category, the definition of authority and responsibility and adjusting patterns of organization under this background. This paper is divided into five chapters. In the first chapter, the topic basis, research significance are put forward, the domestic and international research on e-government affairs agency organization, management and reform being reviewed, background of development and reform of e-government affairs agency being summarized so as to determine the ideas, methods and framework of the research and make a preliminary judgment that the e-government affairs agency reform must be carried out within the framework of public institutions reform. In the second chapter, the related literatures about public management and human resource management at home and abroad are carefully read, the core concept being definitude and e-government affairs agencies being classified from the aspects of function, management system, etc. In the third chapter, the development of e-government affairs is elaborated, the relevant organizations and personnel being interviewed and the construction mode and the status of e-governmentaffairs agency in different periods being understood. In the fourth chapter, difficulties and problems
8 existing in personnel structure, communication, authorityand responsibility and functions of e-government affairs agency are summed up according to the working practice and the interview research. In the fifth chapter, the difficulties and improvement suggestions existing in e-government affairs agency reform are analyzed based on the front research. 13 一 引言 一 引言 ( 一 ) 选题依据和研究意义 本人先后在信息技术公司 福建省人力资源和社会保障部门 广州市人民 检察部门等不同单位长期从事信息技术管理相关工作, 身份也发生过多次转变, 由企业职员 事业编制的专业技术岗位工作人员, 转变为目前的行政编制公务 员, 对福建省人力资源和社会保障信息化建设工作 广州市检察业务信息化建 设工作都比较熟悉, 同时因工作关系, 与其他党政机关内部的电子政务机构也 有较多接触 电子政务机构不仅服务于公共部门内部及公共部门之间, 在社会 管理和公共服务方面也发挥了很大作用, 目前正在推进的全面深化改革各项工 作, 也越来越倚仗电子政务机构的不断创新 : 公共服务需要电子政务平台 ; 体 制改革需要电子政务支持 ; 产业结构调整需要电子政务推动 这些机构为某个机关的电子政务工作服务, 看似职能属性相近, 却随着我国电 子政务三十多年的发展演化出丰富而差异较大的存在形式, 在实际运行中也产 生了许多问题和后果, 在我国机关 事业单位机构改革的大背景下, 亟需寻找 到一个系统而清晰的的框架, 解决机关内部的电子政务机构如何进行分类改革, 为什么改革 改革什么 怎么改革的问题 在事业单位分类改革的框架下, 基 于本人工作实际, 结合公共管理学科的相关原理, 通过对机关电子政务机构的 职能定位进行详细梳理和分类展开论述, 试图全面地了解电子政务机构存在模 式和发展方向, 并进一步对电子政务机构的分类改革需求提出思路 从这个角 度上说, 这篇文章在当前具有以下的现实意义 : 一是了解现有公共部门电子政务机构的现状, 包括机构性质 人员规模 编制设置 业务类型 经费来源等等, 为合理制定分类改革标准提供科学依据 如何充分地利用公共资源, 提高群众满意度是改革过程中需要思考的问题 ; 二是分析电子政务机构公共服务情况, 为组织人事部门制定宏观决策提供理论支持, 促进电子政务工作困境的化解, 提升服务效率 ; 1
14 电子政务机构改革路径研究 三是寻找一种电子政务机构运行设定范式, 提升公共部门电子政务水平, 在公共部门与社会之间搭建信息互动的平台 ( 二 ) 研究的背景 1. 机关 事业单位的机构改革过去的三十多年, 是我国经济社会发生巨大转变的时期 改革开放以来, 我国对国务院进行了六次行政体制改革, 各级地方政府也随后进行了地方行政 体制改革 在行政机关之外的领域, 司法机关 事业单位的改革也随着经济社 会的发展不断深入 事业单位是新中国成立之后设立的我国特有的一类社会组 织, 是我国各类人才的重要集中领域, 目前涉及 111 万个单位, 在编人员 3153 多万 绝大多数公共部门将电子政务机构设置为事业单位, 这首先是基于事业 单位的基本特征考虑的 首先, 服务性是事业单位的根本特性, 通过提供服务 维持社会的运转 其次, 一些领域的公共产品和服务, 如教育 医疗卫生 市 政管理等, 不能或无法由市场来提供, 为了维持公共生活的正常运转, 由政府 授权非盈利的社会组织从事上述工作, 以满足社会发展的需求 因此, 公益性 是由事业单位的社会功能决定的 第三, 尽管事业单位主要不从事物质生产, 但其在科技 文化等软实力领域起着不可或缺的作用, 是推动社会发展 进步 的核心生产力, 地位不可替代 虽然我国公共部门电子政务机构因所属部门 地域的不同演化出多样化的形 式, 但绝大多数都满足服务性 公益性 知识性的特征 一是电子政务是利用 先进的信息技术引领 推进 服务政务活动的管理行为, 符合服务性 ; 二是电 子政务作为政务行为的一种方式, 符合所有政务活动公益性的特点 ; 三是电子 政务的专业性 科技属性决定了电子政务机构工作人员以专业人才为主要构成, 利用各类知识从不同角度为社会提供公共服务, 与多数事业单位以脑力劳动为 主体的知识密集性组织特征完全匹配 事业单位为我国政治 经济 文化和社会等各方面发展作出了突出的贡献, 但由于一些事业单位职能定位不够清晰, 政事不分 事企不分 ; 运行机制僵化 固化, 提供的服务总量不足, 方式单一 ; 资源配置不合理, 服务质量和效率有 2
15 一 引言 待加强 ; 正面的激励措施不够完善, 负面的监督和管理薄弱 这些问题的产生很大程度上与我国事业单位机构的设置不科学 不合理 不规范有关 我国电子政务机构的主体是事业单位, 这些问题在电子政务机构中也同样存在 因此, 电子政务机构改革应在事业单位分类改革的框架之下进行, 以求通过改革, 逐 步破解问题, 促进社会健康发展 2. 电子政务的发展 上世纪 70 年代以来, 西方国家在经济全球化 新公共管理理论和信息科技 大发展的驱动下, 出现了以市场导向为指引, 以权力下放 人员和制度精简 层级压缩为特征的政府改革运动 与此同时, 各国政府运用信息科技推动社会 经济高速发展, 建设信息高速公路成为潮流 在西方国家政府信息化起步较早, 发展较快的情况下, 我国也不甘落后, 随着改革开放在上世纪 80 年代末 90 年 代初开始推动了机关信息化建设, 办公自动化 政府网站建设成为不同时期的 热门词汇 通过多年努力, 以 金 字头为最好代表的我国的电子政务获得了 大发展 十二金 是面向政府各部门的业务建立的十二个重点应用系统, 即 1993 年启动的金卡工程 金桥工程和金关工程以及 2002 年启动的金宏 金财 金盾 金审 金保 金农 金质 金水等业务系统工程建设 在这样的背景下, 绝大多数机关都建立了信息化建设的推动机构, 开展本部门 本系统的的电子 政务建设工作, 进一步推进电子政务的发展 十八大报告强调, 要 促进工业化 信息化 城镇化 农业现代化同步发 展 2014 年 2 月 27 日以习近平为组长, 成立了中央网络安全和信息化领导小 组, 这是中国网络安全和信息化国家战略迈出的重要一步, 体现了中国最高层 全面深化改革 加强顶层设计 保障网络安全 维护国家利益 推动电子政务 发展的决心 1 本文正是基于前述背景, 运用新公共管理理论 治理理论 电子化参与理 论, 以公共部门电子政务机构为对象, 展开研究与论述 1 安传香. 信息化为何要 升级 为国家战略 [EB/01].
