3 VISION, MISSION & GOALS Vision To become a leader in sport by bringing a National Olympic Committee and the National Sports Associations together as members of the Olympic Family in Hong Kong. Mission To develop and promote Olympic Movement in Hong Kong in accordance with the Olympic Charter. Goals 1. To promote public interests in sporting activities in Hong Kong, through the organization of various sports events and competitions, to achieve a healthier lifestyle; 2. To encourage and reflect public opinions in asking government to provide more proper and better facilities for the practice of all sports; 3. To reconcile or arbitrate in any differences which may arise between national sports associations or groups therein; 4. To coordinate all local sports organizations in the promotion of sports at different levels from leisure to elite, to attain the ultimate goal of Sport for All ; 5. To work in conjunction with other global and regional organizations dedicated to the promotion of international competitions; 6. To foster Olympism, which promotes friendship, solidarity and fair play through sports; 7. To undertake the organization of international competitions and to support Hong Kong athletes participation in them; 8. To select and send Hong Kong, China delegations to all multisports Games, including the Olympic Games, Asian Games, and East Asian Youth Games, etc.; and 9. According to Article 7 of the Articles of Association of the Federation, at the date of incorporation on 30 March 2017, the Federation newly added a new membership type of Individual Ordinary Members including the two representatives from Athletes Committee and IOC Member and Honorary Member; all Ordinary Members of the unincorporated Federation to be the Association Ordinary Members, all Associate Members of the unincorporated Federation to be the Associate Members and all Observers of the unincorporated Federation to be Observers. As at 30 June 2017, the Federation consists of 3 Individual Ordinary Members, 34 Association Ordinary Members, 19 Associate Members and 25 Observers. 2. As endorsed at the General Meeting of the incorporated Federation held on 8 June 2017, the Windsurfing Association of Hong Kong was upgraded its membership status from Associate Member to Ordinary Member and the Hong Kong Automobile Association was conferred as an Observer of the Federation with effect from 1 July ANNUAL REPORT

11 MESSAGE FROM THE PRESIDENT This annual volume permits us to tally up the achievements and commemorate the events of the year passed. But the edition for signifies much more as we celebrated jointly the two decades of the Hong Kong Special Administrative Region and the same of our Sports Federation and Olympic Committee both born to confirm our autonomy and belonging to the People s Republic of China. We had through that time succeeded as never before in sports to cap 20 years of our advances in the disciplines to turn athletic participation into a popular pursuit and a facet of our culture, aims that we espoused back in 1997 upon the SF&OC s inception and that had compelled us along in striving for this noble end. The mission, as it were, had gone a long way towards completion but there is some arduous distance to go as complacency is our anathema and which we studiously avoid as a matter of Olympic principle. We had, for our part, sponsored sporting events to tell the community and the rest of the world the pride that we take each day as an SAR with all the obligations that it entails and all the freedoms and benefits gained thereby. Our 70 plus member associations did their share and beyond to fete the anniversary from local meets to international tournament and of course the participation of Hong Kong athletes in the Rio 2016 Olympic Games, Danang 2017 Asian Beach Games and Sapporo 2017 Asian Winter Games as well as the National Games of the People s Republic of China in Tianjin. What we did, and how we did it, with brio underscores the irrefutable fact that we thrive as an SAR in many domains and endeavors, sports being one. Let there be no doubt that we stand and compete for Hong Kong, SAR, China. History has allowed us to be one of the engines of our nation s great transformation and modernization which is heralded in sporting successes. We will continue to partake in these strides forward and we will, this is our pledge as the SF&OC, to make sports accessible and indispensable to the people who will be even stronger of mind, physical and spirit as the years roll along. The period, , has been dramatic and positive, notwithstanding the vagaries that visit our Hong Kong and our motherland China. The next decade and two to come will be better as we unite and rally to the cause of territory and country because this is the challenge we welcome and the role we cannot shirk Timothy T. T. 13 A. ORGANIZATION, ADMINISTRATION AND PUBLIC INVOLVEMENT I. Officers of the Federation Year 2017 was the second year of the tenure of two-year for Officers of the Federation, thus, no election of Officers of the Federation was held. All 14 Officers remained in the office, Dr. Julian W. CHANG and Mr. Peter BROWN also served as Honorary Medical Advisor and Honorary Legal Advisor of the Federation for respectively. The Federation has been registered as a company limited by guarantee on 30 March According to Article 11(2)(g) of the Federation, Mr. CHAN King Yin, Chairperson of the Athletes Committee, was appointed as Officer of the Federation at the General Meeting of incorporated Federation on 8 June II. Committees affiliated to the Federation For the division of work, the Federation formed various Committees and established several affiliated companies comprising of Officers and co-opted professionals. Staff Structure of the Federation The Federation has the Secretariat, Management Company of Olympic House Limited (MCOHL) Office, Hong Kong Athletes Career & Education Programme (HKACEP) Office (including the operation of SF&OC Sports Legacy Company Ltd) and Hong Kong Anti-Doping Committee (HKADC) Office. The daily administration duties of these four Offices are monitored by the Hon. Secretary General, the Hon. Treasurer and the Hon. Deputy Secretaries General. The Secretariat supports various Committees of the Federation, communicates with the IOC and the OCA, coordinate with all Member Associations, prepares for the Hong Kong, China Delegations to the multi-sports Games and promotes the Olympic movement in Hong Kong through organization of three mega events, namely, Hong Kong Sports Stars Awards, Festival of Sports and Olympic Day. The MCOHL Office manages the Olympic House under the spirit of environmental protection. The HKACEP Office provides various supports for qualified athletes for their education, career and life skills development leading to the ultimate aim of a smooth career transformation after their retirement of athletic career. It is published in April, August and December every year. 18 RECOGNITION IOC Trophy Award Presentation was held on 5 September 2017 in conjunction with the Hong Kong Athletes Career & Education Programme and Sports Legacy Scheme Appreciation Ceremony III. SF&OC Incentive Awards & Junior Incentive Awards 2016 In recognition of the outstanding performance and achievements of Hong Kong athletes in Multi-sports Games and World / Asian Championships, the Federation presented cash incentives from its savings to its Member Associations each year. The Presentation Ceremony of SF&OC Incentive Awards & Junior Incentive Awards 2016 was held on 8 June 2017 at the Olympic House. Mr. Timothy T. T. FOK, President and Mr. Karl C. KWOK, Vice-President cum Chairperson of the Membership Affairs Committee officiated the Ceremony and presented the awards with Dr. LAM Tai Fai, Chairman of the HKSIL. For this edition of the awards, a total sum of HK$2,003,454, including HK$1,355,064 for Incentive Awards, and HK$648,390 for Junior Incentive Awards was granted to 41 Member Associations for the recognition of the athletes winning a total of 277 medals (84 Gold, 94 Silver and 99 Bronze) in III ,003,454 1,355, , The Presentation Ceremony of SF&OC Incentive Awards & Junior Incentive Awards ANNUAL REPORT

19 RECOGNITION The Cycling Association of Hong Kong, China, Hong Kong Wushu Union, Hong Kong Amateur Swimming Association and The University Sports Federation of Hong Kong, China were the recipients of maximum Award amount of $100,000 under the Incentive Awards Scheme and The Cycling Association of Hong Kong, China, Hong Kong Wushu Union, Hong Kong Amateur Swimming Association, Hong Kong Fencing Association and Orienteering Association of Hong Kong were the recipients of maximum award amount of $60,000 under the Junior Incentive Awards Scheme. The following Member Associations were awarded for the first time: The University Sports Federation of Hong Kong, China, Orienteering Association of Hong Kong, Hong Kong Kart Club, Hong Kong Baseball Association and Hong Kong Contract Bridge Association. IV. Sports and Environment In response to the IOC s appeal for environmental protection, MCOHL, affiliated company of the Federation, strived hard for continuous support to environmental friendly works in Olympic House to save energy and commit a low-carbon lifestyle. The Federation arranged different environmental friendly programmes in Olympic House including Computer & Communication Products Recycling Programme, Programme on Source Separation of Commercial and Industrial Waste and Rechargeable Battery Recycling Programme by the Environmental Protection Department (EPD); Earth Hour 2017 by the WWF Hong Kong; Recycle your own Cartridge by the Greeners Action; and 2017 Hong Kong Tree Planting Day held at Lions Nature Education Centre, Sai Kung on 1 April 2017 organized by the Hong Kong Tree Planting Day Organizing Committee. During the reporting year, the MCOHL obtained several recognitions: i Hong Kong Awards for Environmental Excellence Gold Award (SMEs-Servicing Industry) organized by the Environmental Campaign Committee (ECC); ii. Hong Kong Green Organisation Certificate organized by the ECC; iii. Hong Kong Green Organisation Certification Wastewi$e Certificate Class of Excellence by the ECC; iv. Indoor Air Quality Certificate Excellent Class by the Environmental Protection Department (EPD); v. Rio 2016 Olympic Games In the Rio 2016 Olympic Games, Hong Kong, China sent a delegation of 75 members (including 38 athletes and 37 officials) to participate in 9 sports, namely aquatics swimming, athletics, badminton, cycling, fencing, golf, rowing, sailing-windsurfing and table tennis, among which golf was one of the two sports returned to this edition of the Games. Most of our athletes had achieved outstanding results and pursued personal excellence in breaking Hong Kong records and their personal bests. These results clearly exhibited the improvements our athletes had made and the competitiveness they had gained among the world s best. By means of this release of positive energy and fostering of social cohesion, the expression of the Hong Kong spirit through sports was fully demonstrated. Worth noting was that this Games was the first Olympic Games for 68% of the athletes and 37% of athletes are under 23 years old. Games preparation Since the Olympic Games were participated by top athletes in high level sports competitions, it was the objective of the Federation to encourage those athletes / teams that had qualified to attend the Games-related preparation work and activities. Furthermore, at the Team Officials Meeting on 6 July 2016, briefings by the Department of Health, Hong Kong Police Force and HKADC were also held. Latest information and advice on health, in particular on the prevention of Zika virus, security issues at Rio and anti-doping information from IOC and the World Anti-Doping Agency (WADA) respectively were provided to the teams. 21 INVOLVEMENT IN MULTI-SPORTS GAMES AND THEIR CELEBRATIONS Ceremonies / Activities The following promotional activities were arranged before the Rio 2016 Olympic Games to build up the Olympic atmosphere in Hong Kong and to raise public awareness of the participation of the Hong Kong, China Delegation during the Games. They included: 1. A set of 9 educational display panels explaining the history of Hong Kong in the Olympic Games were produced. This set of panels was on loan to 17 local schools and Hong Kong Central Library for the promotion of Olympic Movement starting from March 2016 onwards. 2. To commemorate Hong Kong, China Delegation s participation in the Rio 2016 Olympic Games, a special edition of stamps and associated philatelic products in the theme entitled Games of the XXXI Olympiad Rio 2016, was issued by the Hongkong Post on 5 August The Federation also issued a prestige souvenir cover set under the same theme, which consisted of a serviced prestige souvenir cover affixed with a set of four stamps and the Olympic pin of Hong Kong, China. 3. The official newsletter of the Federation Olympic Voice of Hong Kong issued on 4 August 2016 contained a special feature introducing the participating Hong Kong athletes to the Rio 2016 Olympic Games and other Games-related information. In addition, a promotion campaign was launched in MTR stations, newspapers and online media during Games times to pay tribute to our athletes and acknowledge our Olympic sponsors. Besides, the Chef de Mission Facebook Page RioHkgCdm ( RioHkgCdm) was created for the first time, where the most recent news of our athletes and happenings at Rio were shared. The Flag Presentation Ceremony was held on 11 July 2016 at the Government House, and it was officiated by the Chief Executive of the HKSAR, the Hon. C. Y. LEUNG. During the Sending-off Ceremony, CE presented the HKSAR flag to the Federation and the Hong Kong, China Delegation to the Rio 2016 Olympic Games. The Team Welcome Ceremony of Hong Kong, China Delegation was held on 4 August 2016 at the Village Plaza of the Olympic Village in Rio. The Opening Ceremony of the Rio 2016 Olympic Games was held in the evening of 5 August 2016 at the Maracanã Stadium. Led by our flag bearer, Ms. Stephanie H. S. AU, swimmer, Mr. Kenneth K. K. FOK, Chef de Mission, together with the Members of the Delegation marched into the stadium representing Hong Kong, China. Mr. CHAN Chun Hing, cyclist (mountain bike), was appointed as the flag bearer of Hong Kong, China at the Closing Ceremony. A Welcome Home Reception was jointly organized by the Federation and LCSD at the Hong Kong Cultural Centre on 26 August The Reception was officiated by the Chief Executive of the HKSAR, the Hon. C. Y. LEUNG and Mr. Timothy T. T. FOK, President of the Federation. The Chief Executive presented certificates of commendation to all athletes and chit-chatted with some of them on stage during the Ceremony. The participation of the Hong Kong, China Delegation to the Rio 2016 Olympic Games was fully supported by HAB and LCSD. Danang 2016 Asian Beach Games The fifth edition of Asian Beach Games was held in Danang, Vietnam from 24 September to 3 October Hong Kong was represented by a 129-strong delegation including 81 athletes and 48 officials to participate in 9 sport events, comprising of aquatics (beach water polo and marathon swimming), beach athletics, beach handball, beach rowing, beach shuttlecock, beach volleyball, beach woodball and muay. The HKSAR flag was raised with national anthem and flying high at the venue signifying the participation of Hong Kong, China in the Games. The Opening Ceremony of 2016 Asian Beach Games commenced with cultural performances on 24 September 2016 in the Bien Dong Park in Danang. The squad marched in to the venue under the leadership of Mr. PUI Kwan Kay, Chef de Mission and the flag bearer Ms. WU Hoi Yan (muay), who also won the inaugural medal for Hong Kong, China in the Games on 26 September Bien Dong Park Hong Kong, China Delegation marched in at the Opening Ceremony of Danang 2016 Asian Beach Games on 24 September Chef de Mission, Mr. PUI Kwan Kay cheered for the sports team at the competition venue Ms. LEE Ka Man, silver medallist of Women s Double Sculls event of Beach Rowing, was appointed as the flag bearer for the Closing Ceremony which was held on 3 October 2016 at Bien Dong Park. Sapporo 2017 Asian Winter Games The eighth edition of the Asian Winter Games was held in Sapporo, Japan from 19 to 26 February This Games was participated by around 1,200 athletes from 32 countries / territories competing in this Asian mega sports event. The Federation sent a delegation with 50 athletes and 28 officials to participate in two sport events Ice Hockey and Skating (Figure Skating and Short Track Speed Skating). Representing Hong Kong as a flag bearer, Mr. Tony LEUNG, Captain of Hong Kong, China Ice Hockey Men s Team marched in at the Ceremony with the Bauhinia Flag that showcased the spirit of Hong Kong people, followed by the delegation led by Chef de Mission, Dr. T. Brian STEVENSON and Deputy Chef de Mission, Mr. Karl C. KWOK. The Closing Ceremony was held on 26 February 2017 at Makomanai Indoor Skating Rink. Mr. Timothy T. T. Company, Limited was the Title Sponsor of the annual Hong Kong Sports Oscar for the fourth consecutive year and would continue its sponsorship until The event was subvented by the LCSD. Other sponsors included Principal Partner New World Development Company Limited; Official LED Screen Partner IN LED Display Services Limited; Media Partner Ming Pao Newspapers Limited and Official Partners FILA and JM Network Limited. I. Samsung LED FILA A total of 122 nominations was submitted by 45 Member Associations for the Awards. There were 93 nominations for individual awards, 8 nominations for team only sport and 21 nominations for team events in the six awards categories. The six awards categories included Hong Kong Sports Stars Awards, Hong Kong Junior Sports Stars Awards, Hong Kong Sports Stars Award for Team Only Sport, Hong Kong Sports Stars Awards for Team Event, Hong Kong Most Promising Sports Stars Awards and Hong Kong Sportsmanship Sports Stars Award. The prestigious Samsung Best of the Best Sports Stars Award was presented to the awardee with the highest votes among the eight awardees of the Hong Kong Sports Stars Awards. An Organizing Committee was appointed to short-list the nominees and a Judging Panel for the selection of awardees. 29 ORGANIZATION OF MAJOR EVENTS Functions The Announcement Press Conference was held at the Olympic House on 23 November 2016 to announce the details of the Rules and Regulations to the press and NSAs representatives. The Public Voting Announcement Press Conference was held at apm in Kwun Tong on 15 January 2017 to disseminate the public voting mechanism to the public. More than 100 athletes were present to support the Press Conference to appeal to Hong Kong public to cast their votes for their sports stars. Members of the public were invited to vote for their favourite athletes and teams on-site. A Media Luncheon for Sports Media was held at the Regal Hong Kong Hotel on 24 January apm More than 100 athletes attended the Public Voting Announcement Press Conference at the apm in Kwun Tong 100 apm Past awardees of Hong Kong Sports Stars Awards at Event Announcement Press Conference. The grand finale of the Hong Kong Sports Stars Awards was the Awards Presentation Ceremony on 21 March 2017 at the Grand Hall of Hong Kong Convention and Exhibition Centre. To kick-off the event, spectacular drum performance heralded the entry of the HKSAR Chief Executive and other VVIPs. After all, a short video was shown to recap the outstanding achievements of the Hong Kong athletes in various sports events in The Hon. C. Y. LEUNG, Chief Executive of HKSAR, Mr. Timothy T. T. 31 ORGANIZATION OF MAJOR EVENTS The Awards was one of the accredited events of the Celebration of the 20th Anniversary of the Establishment of the HKSAR, a new look was created in the setting of the stage using LED screens instead of stage backdrops. A singer was invited to sing Chinese songs echoing the celebration of this year s anniversary with an English song to create an evening with a mix of Chinese and Western culture reflecting the metropolitan nature of Asia s World City. The SF&OC Annual Dinner commenced after the Awards Presentation Ceremony. A total of 104 tables was served on that evening. Special thanks must be conveyed to Samsung Electronics H.K. Samsung 60 th Festival of Sport 2017 Samsung 60 th Festival of Sport (FOS) was one of the Federation s three annual mega local events subvented by the LCSD and title sponsored by Samsung Electronics H.K. Company, Limited. II. Samsung 60 Samsung 60 This year, FOS is commemorating its 60 th edition and has also been included as one of the celebration events of the 20 th Anniversary of the establishment of the HKSAR. 34 ORGANIZATION OF MAJOR EVENTS Opening Ceremony An Opening Ceremony of the Samsung 60 th FOS was organized on 4 March 2017 at Siu Sai Wan Sports Centre. Mr. Karl C. KWOK, Chairperson of FOS Organizing Committee, Ms. Michelle LI, Director of Leisure and Cultural Services, Ms. ZHAO Yiyin, Vice-President of Information Technology and Mobile Business of Samsung Electronics H. K. Company, Limited, and Mr. Ronnie M. C. WONG, Hon. Secretary General of the Federation officiated at the Opening Ceremony to announce the commencement of the FOS this year. In addition, the Ambassadors of Samsung 60 th FOS, Ms. WU Hoi Yan (muay thai) and Ms. Stephanie H. S. AU (swimming) were invited to demonstrate warm up exercise, to set a positive example to encourage the public to participate in sport regularly in their daily lives. Samsung General public participating in the sport trials during the Carnival Lions Eye-Dotting Ceremony by the officiating guests Carnival cum Closing Ceremony This year, there was a new initiative in organizing a two-day Carnival cum Closing Ceremony at the Kowloon Park on 3-4 June A wide variety of activities including Sports Demonstration and Trials, Mini Competitions, Workshops, Seminars, Promotion Booth, Photo Contest, Lucky Draw and Exhibition of Olympic Movement in Hong Kong etc. were open for free. Sport for All Photo Contest The Sport for All Photo Contest has been organized for six consecutive years since 55 th FOS. Photography fans were encouraged to capture exciting moments during the Carnival this year for participation in the Contest. Public participation hit a record high of receiving 814 entries from 471 participants for the Contest. The Awards Presentation Ceremony was held on 6 September 2017 at the Olympic House Group photo of Mr. Karl C. KWOK (left 4), Chairperson of the Organizing Committee, Mr. Ronnie M. C. WONG (right 4), Hon. Secretary General of the Federation, and the winners of the Sport for All Photo Contest at the Awards Presentation Ceremony Samsung III Olympic Day Under the patronage of the IOC, Olympic Day is an annual spectacular event in Hong Kong organized by the Federation to celebrate the establishment of the IOC and to promote Olympism to the public. The Federation has been organizing Olympic Day Run annually since Olympic Day is nowadays developing into much more than a run or just sports events. New event format A new event format of Olympic Day with a combination of the activities below was successfully organized on 18 June 2017 at Ocean Park Hong Kong for the first time to promote Olympism and to celebrate the 20th Anniversary of the Establishment of the Hong Kong Special Administrative Region. Orienteering Association of Hong Kong and Chinese YMCA of Hong Kong were appointed by the Federation to assist in the planning and coordination of Olympic Fun Adventure (orienteering event) and Family Run respectively. Olympic Fun Adventure, a score orienteering event, in which people of all ages could form a team with 2-4 persons to explore 50 and more control points set inside the Park with map provided. 2. Family Run, an obstacles challenge, in which parents and their children could form a team with 2 persons to run an approximately 500m course Olympic Day Ceremony and animal presentation, Ocean Wonders with Olympic elements blended in was held in the Ocean Theatre. 4. Olympic related booths and sports demonstrations were arranged for all the Park guests throughout the day. Event day, 18 June 2017 Officiating guests for 2017 Olympic Day included Mr. Timothy T. T. FOK, President of the Federation, Ms. Michelle LI, Director of Leisure and Culture Services and Ms. ZHAO Yiyin, Vice-President & Head of IT and Mobile Communication Business of Samsung Electronics H. K. Company, Limited. In addition, government officials, Legislative Councilor, sponsors representatives also attended the Kick-off Ceremony and Event Ceremony respectively. Other than the enthusiastic responses from the public, National Sports Associations, government departments and sponsors had also formed 108 teams to participate in the 2017 Olympic Day Group photo of guests at the Kick-off Ceremony Olympic Fun Adventure and Family Run were held before Park opened. After that, 2017 Olympic Day Event Ceremony was held at the Ocean Theatre, whereas Olympians LEE Yuen Yin (rowing), Stephanie AU Hoi Shun (swimming), KONG Man-yi, Yvette (swimming) and CHENG Chun Leung, Michael (windsurfing) were invited to share 2017 ANNUAL REPORT

37 ORGANIZATION OF MAJOR EVENTS Participants of Olympic Fun Adventure were ready to start off Olympians participated in the Olympic Fun Adventure their sporting experience and Olympic values with the participants. At the end of the ceremony, a lucky draw was taken place with Samsung Electronics H.K. Company, Limited giving out Samsung wireless communication products, Ocean Park Hong Kong presented multi-sets of Daytime Admission Tickets and Play House presented North Point Monthly Pass as prizes, with a total value of around HK$120,000. In addition, participants could also enjoy the animal presentation, Ocean Wonders with Olympic elements afterwards. Athletics athlete YEUNG Man Wai interacted with the sea lions from Southern California. To enhance the Olympic atmosphere and implement the theme of Olympic Day Move, Learn and Discover to the public, sports related booths and sports trials were arranged throughout the day for all Park guests to get active, experience new sports and learn more about Olympic Movement. Participants had brought their friends and families to the Park, to enjoy the fun of sports and to have a healthy and enjoyable Father s Day together. Hong Kong Athletes Career and Education Programme With the support of the HKSAR Government, commercial sector and sports sector, under the auspices of the Federation, HKACEP has been offering athletes consultation, education, career and life skills training supports to serving, retiring and retired athletes since Up to the reporting period, 564 athletes from 45 sports disciplines have benefitted from HKACEP. 1. Athletes Consultation HKACEP provides consultation services to help athletes better understand about their own strengths, interests and values in order to facilitate athletes to map out their own life plan and identify their career and education development needs. During the reporting period, 128 athletes have received face-to-face or telephone consultation services from HKACEP. 2. Education Support To bring athletes a broader vision and higher level of academic achievement, 14 education scholarships were offered to eligible athletes for their further studies during the reporting period. For language enrichment support, EF Englishtown, sponsor of HKACEP for the 9 th consecutive year, has provided free integrated online English learning courses to improve athletes English skills. During the reporting period, 113 athletes have benefitted from this programme. 3. Career Development In collaboration with various supporting corporations, HKACEP has been providing career support through job matching and internship opportunities to suitable candidates for smooth transformation to their second career after their athletic retirement, 120 athletes were offered full-time or part-time jobs with a total of 169 successful job matching cases since Cooperated with IOC Athlete Career Programme and Adecco Hong Kong, an agreement signing ceremony was held on 5 September The collaboration aims to reinforce the career supports in a wider scope of services to athletes for their post-athletic career transformation up to The first-ever Career Exhibition to local athletes, namely HKACEP Athletes Career Exhibition was successfully held on 16 October In order to facilitate athletes smooth career transformation upon their athletic retirement as well as to strengthen the connection between athletes and their potential employers, over 20 corporates from different industries showed their staunch support in this Exhibition to provide I EF Englishtown Adecco 2020 HKACEP ANNUAL REPORT

39 SPECIAL PROGRAMMES IN SUPPORT OF OLYMPIC MOVEMENT The first-ever Career Exhibition to local athletes, namely HKACEP Athletes Career Exhibition was successfully held on 16 October 2016 and over 20 corporates from different industries showed their staunch support HKACEP the latest job market information and job opportunities through the provision of career-related seminars and workshops, display of corporates information booth and the newly launched online job seeking platform Jobs Hub. 4. Sports Legacy Scheme The Sports Legacy Scheme under the SF&OC Sports Legacy Company Limited (formed in November 2015) aims to blend sports and fitness development with character-building and career development for both students in underprivileged schools and retired/ retiring athlete coaches. Apart from achieving sporting results with the learned specific sport skills, the Scheme emphasized the importance of Olympism, Discipline, Perseverance, and Positive Attitude towards life and learning is the second year of the 3 years phase (from September 2015 to August 2018) under the sponsorship of Lee Hysan Foundation, Chow Tai Fook Charity Foundation and Sports for Hope Foundation. 32 retired and retiring athletes were selected to be the part-time Sports Coordinators and over 9,000 students from 14 schools have benefitted from this scheme. Physical Fitness Programme for schools and communities was launched in to (i) promote physical fitness and health, (ii) introduce the physical fitness test for students and public to understand their current fitness level and (iii) identify sporting talents. HO (Right) and his Sports Legacy Coach, LOK Kwan Hoi (Left) Life Skills Training Aiming to enhance athletes competitiveness in the workplace upon their post-athletic career transformation, HKACEP has collaborated with MTR Corporation Limited since 2013 to organize a series of life skills training programmes. Throughout the reporting period, 17 workshops were arranged, with a total participation of 236 athletes. The Life Skills Programme also won several prestigious awards for HKACEP and MTR Corporation Limited during the reporting period, namely Silver Award in Skills Training, Special Award Citation for Community Contribution and Best Presentation Award from the Award for Excellence on Skills Training and Development 2016 organized by Hong Kong Management Association on 5 September 2016 and ATD Excellence in Practice Honorable Mention Citation in the Organizational Learning and Development category from the Award for ATD Excellence in Practice organized by Association for Talent Development (ATD) in May Award for Excellence in Training and Development 2016 Presentation Ceremony 2016 ANNUAL REPORT

41 SPECIAL PROGRAMMES IN SUPPORT OF OLYMPIC MOVEMENT To widely promote sports in the community and improve athletes presentation skills, HKACEP Office launched the Sports Ambassador Programme and invited potential athletes to share their determination and perseverance stories with secondary schools and colleges students, community and corporates. During the reporting period, 20 athletes had been given the opportunity to give public speaking skills as part of their life skills trainings. 6. Publicity To continue promoting the awareness of HKACEP, media partnership collaborations with Cable TV (TV) and Sportsroad (online electronic) were sustained. HKACEP also carried out a series of outreach promotion activities during the reporting period. For general public, a total of 4 promotional booths were arranged at Hong Kong Karate Carnival on 5 November 2016, Standard Chartered Hong Kong Marathon Carnival 2017 on 4-5 February 2017, Hong Kong Sports Institute Open Day on 19 February 2017 and EF Englishtown Hong Kongers Support Hong Kong Athletes on 24 June Besides, HKACEP organized an introductory talk to 12 participants at the Hong Kong Police Force event on 3 March For providing latest information to athletes, a new HKACEP booklet (4th edition) was published in May HKACEP also organized a series of activities to keep athletes abreast of various updated services and information about HKACEP, such as setting up a promotional booth at Hong Kong Sports Institute on 4 October 2016, organized 5 introductory talks to team members of Hong Kong Cricket Association, The Hong Kong Football Association Limited, Windsurfing Association of Hong Kong, Hong Kong Muay Thai Association Limited and Hong Kong China Korfball Association, 2 career talks and other special events. A total participation of 500 athletes was achieved during the reporting period. II. Hong Kong Anti-Doping Committee Operating under the auspices of the Federation, the HKADC established in 2008 is responsible for planning and implementing the anti-doping programme in Hong Kong. 1. Education Programmes 1.1 Anti-Doping Talks HKADC conducted a total of 10 education talks during the reporting period for Members Associations and other organizations, including the Pre-Games Anti-Doping Talks for the Rio 2016 Olympic Games, the Danang 2016 Asian Beach Games and the Sapporo 2017 Asian Winter Games. A total of 448 athletes and individuals from 22 NSAs were updated on anti-doping knowledge through the talks EF Englishtown II SPORTS FEDERATION & OLYMPIC COMMITTEE OF HONG KONG, CHINA

42 SPECIAL PROGRAMMES IN SUPPORT OF OLYMPIC MOVEMENT HKADC shared the most updated anti-doping information to athletes and their parents of the Hong Kong Amateur Swimming Association on 8 October HKADC shared the most updated anti-doping information to athletes and athlete supporting personnel of the Hong Kong Tenpin Bowling Congress on 2 February Outreach Programmes HKADC organized 7 event outreach programmes at various local sport events, including the Standard Chartered Hong Kong Marathon Carnival and the Hong Kong Sports Institute Open Day. On the other hand, 3 outreach sessions were conducted at the Hong Kong Sports Institute on a regular basis during the reporting period Event outreach programme at the Standard Chartered Hong Kong Marathon Carnival on 4 & 5 February 2017 Participants learnt about anti-doping through fun-filled games Event outreach programme at HKSI Open Day on 19 February Secondary School Talks In order to promote the message of fair play and the spirit of sport to youths, HKADC continued to organize the Anti-Doping Education Talks for Secondary Schools. During the reporting period, a total of 19 education talks were organized for over 4,000 students and teachers , ANNUAL REPORT

43 SPECIAL PROGRAMMES IN SUPPORT OF OLYMPIC MOVEMENT 1.4 Summer Youth Leadership Camp on Olympism HKADC conducted anti-doping session for the Summer Youth Leadership Camp on Olympism organized by the Federation in July The session, which aimed at enhancing the participants knowledge on anti-doping rules and risks of inadvertent doping through interactive activities, was well received by the participants HKADC Newsletter & Education Pamphlets HKADC continued to publish its newsletter TrueSelf on a quarterly basis to update the local sport community on the latest anti-doping development and knowledge. New versions of eight education pamphlets were published in May 2017 with more streamlined contents and the most updated anti-doping information for athletes and athlete support personnel. 2. Testing Programme 2.1 Testing Pool As at 30 June 2017, the three-tier HKADC Testing Pool included a total of 314 elite athletes from 29 sports. 2.2 Testing conducted A total of 34 pre-games tests were conducted among athletes representing Hong Kong in the Rio 2016 Olympic Games, the Danang 2016 Asian Beach Games and the Sapporo 2017 Asian Winter Games. In addition to the pre-games tests, a total of 161 tests were conducted out-of-competition, among which 4 were performed overseas. Concurrently, a total of 20 in-competition tests initiated by HKADC were conducted at 5 local sports events during the reporting period. In addition to the above tests initiated by HKADC, 2 out-of-competition tests and 112 in-competition tests for 12 events were carried out under the paid service agreement. 2.3 Anti-Doping Rules Violations One anti-doping rules violation was managed by HKADC during the reporting period. The case involved a bodybuilding athlete being tested positive. The athlete was imposed sanctions of 4 years of ineligibility with a fine of HK$20, International Conferences HKADC always tried its best to keep abreast of the latest anti-doping development and to exchange experience with other anti-doping organizations. During the reporting period, the Chairperson of HKADC and an Assistant Manager (Testing) of the HKADC Office attended two international conferences held in Sapporo, Japan in December 2016 and Lausanne, Switzerland in March 2017 respectively. 1.5 TrueSelf , SPORTS FEDERATION & OLYMPIC COMMITTEE OF HONG KONG, CHINA

Olympism Education Programme With the support from the Leisure and Cultural Services Department, the Sports Education on Olympism Programme for the Community (SEOP) was launched since The programme aims to provide substantial and interesting information for participants, offer a diversify community programme to allow them to understand the importance of sports, and to learn about Olympism and the development of Hong Kong sports. With effect from 1 April 2017, this programme was revamped as Olympism Education Programme with newly added interactive games. III A total of 150 talks including 123 at schools and 27 at community centres had been held during the reporting period. 29 serving and retired athletes were invited as the talk speakers to share their sporting experiences with a total of 29,667 participants ,667 Students of CCC Kei Wan Primary School were learning the Olympism during the quiz Karate athlete Ms. MA Man Sum promoted and foster Olympism at Tsuen Wan Library Retired windsurfing athlete Ms. Vicky W. K. CHAN introduced and demonstrated her sport of windsurfing to students. ANNUAL REPORT

45 SPECIAL PROGRAMMES IN SUPPORT OF OLYMPIC MOVEMENT Summer Youth Leadership Camp on Olympism The 2016 Summer Youth Leadership Camp on Olympism was held on July 2016 at Tai Tam Scout Centre with the aims of promoting and delivering the Olympism and Olympic Values to the secondary school students. Team building session, adventure games and lectures had been arranged to train up their leadership skills, in which Olympic Values were expected to be integrated to their real life. The core value of Olympism Excellence, Friendship and Respect and leadership skill were developed and experienced among the young participants. This year, 40 secondary school students were nominated from 20 participating schools of the School Education on Olympism Programme to join in this Camp Group photo of the 2016 Summer Youth Leadership Camp on Olympism 2016 Group Presentation under the theme of Olympism The closing ceremony was held on 22 July The officiating guests included Mr. Ronnie M. C. WONG, JP, Hon. Secretary General of SF&OC, Mr. YEUNG Tak Keung, Commissioner for Sports of HAB, Mr. Kenny K. W. CHOW, Director of Studies of the Hong Kong Olympic Academy (HKOA), Dr. Julian W. CHANG, Member of HKOA, Mr. Karl C. KWOK, and Dr. T. Brian STEVENSON, Vice-Presidents of SF&OC and Mr. WONG Po Kee, Honorary Deputy Secretary General of SF&OC. After the ceremony, the officiating guests Mr. Ronnie M. C. WONG, Mr. YEUNG Tak Keung, and Mr. Kenny K. W. Participation in other overseas programmes To encourage sports administrators to learn and experience Olympism, as recommended by HKOA, the Federation nominated the following candidates to the overseas programmes during the reporting period. 1. Retired football athlete, Mr. LEUNG Kam Fai had been selected to represent the Federation to participate in the 39 th Chinese Taipei Olympic Academy on August 2016 in Nantou County, Taiwan. 2. Representing Hong Kong, a rowing coach, Ms. CHAN Tsz Wai and 2 young rowing athletes, Mr. CHAN Ho Lam and Ms. LEUNG Sin Hang, were recommended to participate in the Asian Rowing Youth Camp on October 2016 at Pattaya, Thailand organized by OCA. 3. Mr. LIU Ka Leung, Honorary Treasurer of Hong Kong Fencing Association and Ms. Carmen TANG Ka Pui, Deputy Secretary General of The Hong Kong Schools Sports Federation had been selected to represent the Federation to participate in the Study Tour Project for Leaders of Asian Youth Sports 2016 organized by the Japan Sports Association from 9 to 16 November 2016 in Tokyo, Japan. 4. The serving gymnast, Mr. NG Kiu Chung and the retired table tennis athlete, Ms. HUI Lai Ying had been selected to represent the Federation to participate in the 4 th Youth Camp of The Chinese Olympic Committee from 27 November to 3 December 2016 in Guangzhou, China. 5. Mr. YAN Hon Pan, a retired athlete of Hong Kong Fencing Association had been selected to represent Hong Kong to participate in the 57 th International Session for Young Participants organized by the International Olympic Academy on 17 June to 1 July 2017 in Greece.
