6 2014 Incheon 2014 Asian Para Games Incheon 2014 Asian Para Games was held in Incheon, Korea on October As the highest level of multi sports events in Asia, elite athletes with intellectual disability took part in athletics, swimming and table tennis, contributing 2 gold, 5 silver and 3 bronze medals to the Hong Kong Delegation in their first attempt in the Games

8 Mission & Objectives Mission The Mission of the Association is to develop, promote and organize sports activities for persons with intellectual disability in order to fully develop their potential in sports, to cultivate positive attitudes in sportsmanship and to facilitate their integration into our community. Objectives 1. To organize various sports and recreational activities for persons with intellectual disability with a view to enhancing their physical and mental development; 2. To organize workshops and seminars to upgrade the professional standard of coaches who train athletes with intellectual disability; 3. To encourage members of the public to participate in the work of the Association; 4. To provide various sports and recreational facilities to raise the sports standard of the intellectually disabled; 5. To promote the concept of sportsmanship to athletes with intellectual disability; 6. To train elite athletes with intellectual disability to take part in local and international competitions; 7. To integrate persons with intellectual disability with able bodies through sports and recreational activities

9 Convention on the Rights of Persons with Disabilities On 13 th December 2006, the United Nations modified theconvention on the Rights of Persons with Disabilitiesin Article 30 to facilitate the disabled to participate in sport. The Convention is revised as follows: With a view to enabling persons with disabilities to participate on an equal basis with others in recreational, leisure and sporting activities, States Parties shall take appropriate measures: To encourage and promote the participation, to the fullest extent possible, of persons with disabilities in mainstream sporting activities at all levels; To ensure that persons with disabilities have an opportunity to organize, develop and participate in disability-specific sporting and recreational activities and, to this end, encourage the provision, on an equal basis with others, of appropriate instruction, training and resources; To ensure that persons with disabilities have access to sporting, recreational and tourism venues; To ensure that children with disabilities have equal access with other children to participation in play, recreation and leisure and sporting activities, including those activities in the school system; To ensure that persons with disabilities have access to services from those involved in the organization of recreational, tourism, leisure and sporting activities. 12 Message from the President INAS 2012 INAS INAS 2015 INAS Charnvit MUNIKANOND INAS INAS Since its establishment in 1978, the Association has strived zealously towards the goal of indiscriminate acceptance of athletes with intellectual disability (ID) both locally and internationally. With our support and encouragement, they are now stepping boldly onto the international arena with dignity and pride. At the recent Incheon 2014 Asian Para Games (APG), ID events were reintroduced back into this Asia s premier sports event. Our athletes contributed significantly with 2 gold, 5 silver and 3 bronze medals to the coffer of the Hong Kong Delegation. With momentum now in swing, we are looking forward to our athletes achieving even better results at the Ecuador 2015 INAS Global Games in September. The remarkable accomplishments of our athletes could not be just simply the result of their own dedication. We greatly appreciate the staunch support, each in their own ways, from many governmental organizations. In particular, the crucial funding from the Home Affairs Bureau to augment the intensified training of our ID athletes in preparation for the APG deserves our special gratitude. Without this funding, our athletes would not be so well primed to compete in top notch conditions and to have won with such amazing results for Hong Kong. After the restructuring of regional boundaries in 2012, the International Federation for sport for para-athletes with an intellectual disability (INAS) has expanded to include more member countries. We are delighted that a great deal more Asian athletes are now afforded the opportunity to participate in high level competitions with countries like China and Indonesia joining the INAS family recently. Tributes are well due to both Mrs. Laura LING and Mr. David IP, our Vice Presidents, for their major contributions during their term of office as respectively Asia s President and Asia s Secretary General. They have stepped down in the recent election of the Asia s Executive Committee but only after having left their distinguished mark and legacy of a much strengthened ID sports development in Asia that benefitted countless athletes. These two vacated positions were succeeded respectively by Mr. Charnvit MUNIKANOND of Thailand and our own Chairman, Mr. Patrick CHAN. Mrs. Cecilia WONG, our Vice Chairperson, was also elected as a Member at Large to join hands with members from other Asian countries to continue serving the region seamlessly. Although our own new Executive Committee comprising of members from good diversity of background can well bring multivariate perspectives to the organization s future development, we are determined to keep up with the progress of our society not only in deeds but also in name. Consequently, we have renamed the Association as Hong Kong Sports Association for Persons with Intellectual Disability to better reflect current thinking. Under this new banner, I hope that all members will from today work as one and with our combined efforts, lead our athletes towards to a brilliantly fulfilling life through sports. 14 Chairman s Report SAMSUNG When by chance I was involved in sports for the intellectual disabled 20 years ago, it has never come to my thought that I would be a part of the movement for such a long time, never mind becoming the Chairman of the Association. I feel honoured to have the opportunity to contribute to the underprivileged. I am thankful to the three Vice Presidents who have not only given me the opportunity 20 years ago, but also given me the support, encouragement and guidance in the past two decades. The past 12 months have been a fruitful year. Apart from winning 2 Gold, 5 Silver and 3 Bronze medals in the 2014 Asian Para Games held in Incheon, Korea in October 2014, two of our athletes were crowned Best Male Athlete and Best Female Athlete by INAS during their General Assembly held in the United Kingdom in April Locally, our athletes hard work and success have also been recognized by various organizations. The footsteps of our athletes have appeared on the presentation platform of SAMSUNG 2014 Hong Kong Sports Stars Awards and Hong Kong Sports Institute Sports for Hope Foundation Outstanding Junior Athlete Awards, etc. The success of our athletes have not come easy. I am thankful to their parents for the trust they have in the Association allowing us to bring their children to compete overseas; to the coaches for their patience and guidance and to my staff for their dedication and hardwork. I am also grateful to the Home Affairs Bureau for their unfailing support over the years, the Leisure and Cultural Services Department for the provision of training venues and funding support for overseas competitions enabling my athletes to focus on their preparation to overcome new challenges. Besides, I thank the Social Welfare Department for their financial support. Looking ahead, the 2016 Paralympic Games is only a few months away. I hope our athletes can once again shine and stand tall as they did in London in Patrick CHAN

16 Outlook / Athletes with intellectual disability from all over Asia have come out strong in the Incheon 2014 Asian Para Games. Our athletes have brought back to Hong Kong 2 Gold, 5 Silver and 3 Bronze medals. While we celebrate their success, we cannot underestimate the strength of their opponents. As such, we will continue to focus on elite sports, deploying our resources suitably to enable our athletes to take part in international competitions. On the other hand, we will actively take part in international affairs relating to sports for athletes with intellectual disability. Our priorities for the next twelve months are: 1 Ecuador 2015 INAS Global Games - We will be sending 23 athletes to compete in athletics, swimming, table tennis and rowing. In these four events, our athletes will be facing elite athletes coming from 35 different countries and regions all over the world. 2 Rio 2016 Paralympic Games - Since athletes with intellectual disability were allowed to compete in the 2012 London Paralympic Games again, it is anticipated that the fight to qualify for the Rio 2016 Paralympic Games will be fierce. We will provide full support to our athletes to participate in international competitions in order to attain higher world ranking thereby enhancing the chance of competing in the Paralympic Games. 3 INAS Asia - Mr. Patrick CHAN, Chairman of HKSAPID has been elected Secretary General of INAS Asia ( ). - Mrs. Cecilia WONG, Vice Chairperson of HKSAPID, was elected as Member at Large. They will be assisting the Region in the development of sports for athletes with intellectual disability

19 Since our financial audit is handled by professional organizations and government departments, the Sub-committee is mainly responsible for internal function and the Association s governance while items to be audited are mainly lie in programmes subvented by the Government. To strengthen the shareholder s confidence in the development of the Association, we have invited independent third party and accounting professional to join the Committee and provide opinions from different perspectives. Besides the annual report, the name lists of every sub-committee are posted on our homepage to further enhance the transparency of the Association. Concerning the audit items, a thorough audit on overseas competitions was done in the last term of office. We appreciate that our opinions are being taken into consideration and carried out steadily. In the coming years, we will put our focus on the organization of overseas training camps so that our athletes could receive higher level of training to deal with competitions ahead. Another important audit item would be the recruitment procedure so that enhancement of the procedure could be achieved. Although audit is a complicated and timeconsuming work, we are happy to see that our work has made progress on the advancement of the Association and the sporting experience of our athletes. I am particularly grateful to have a group of devoted members dedicating their time to enhance the Association s governance. Let s work together for the betterment of the Association! 21 The name of the Association has been used for many years. However, to keep pace with the social development and progress both local and overseas, we have decided to stop using mentally handicap. The name of the Association was officially changed to Hong Kong Sports Association for Persons with Intellectual Disability in July We are very pleased to welcome Mr. Keith LAM as our Hon. Legal Advisor. With his outstanding efficiency and abundant experience in the legal as well as sports fields, he will surely provide comprehensive legal services to the Association. Moreover, the annual revised edition on Service Quality Standards has been finished. We will start reviewing and revising the main duties and responsibilities of different positions next year to keep our services up-to-date. In terms of finance, all sport grants of Hong Kong Paralympians Fund have been raised, including a 5% rise on target sports development. Floor hockey and snowshoeing are added as subvented sports. Subsistence grant to athletes with disabilities have been increased by 2% and snowshoeing is newly included under the grant. All these grant increments help strengthen the support to our serving athletes. It also becomes an incentive to attract more persons with ID to commence their sporting career. We will work closely with other sub-committees, no matter in communication or allocation of resources, to support athletes overcoming obstacles ahead. 23 Our focus last year was to continue to build closer working relationship with media, community partners and stakeholders with the aim to raise public awareness of our athletes through a wide range of media and community-related activities. As part of the promotion campaign for the Ecuador 2015 INAS Global Games, Chairman Mr. Patrick CHAN and winner of the Best Male Athlete Award of the 1 st INAS Awards TANG Wai Lok, were interviewed by Digital Broadcasting Corporation (DBC). Our Association and INAS Global Games were promoted through the internet and aroused public interest to the sports development of persons with intellectual disability (ID). Besides, our athletes TANG Wai Lok and WONG Ka Man received good media coverage after winning the Best Male Athlete and Best Female Athlete of the 1 st INAS Awards respectively. They also shared their stories in an interview by Sports Excellence, a periodical of Hong Kong Sports Institute. Such exposure greatly enhances public understanding towards our athletes. Our new bilingual website was launched in January The new website covers diverse contents, with a cleaner layout and contents more organized. The public will now be able to access timely information about our Association and activities anywhere, any time on the internet. In the next phase, we will further enhance the website contents to include more stories on volunteers and supporting partners, and we endeavor to make use of every platform to spread the message of community partnership and social inclusion in the promotion of ID sports to the public. We are most grateful to have the passionate support of our sponsors and supporters in this year. Special thanks must go to Mr. Eddie WANG, Ng Teng Fong Charitable Foundation and Chan Suk Hing Tai Chi Club for their contribution to the ID sports development. 25 The 2014 Asian Para Games was successfully held in October last year. It attracted many elite athletes with disability from Asian countries competing in Incheon, Korea. During the seven-day competition, the athletes had shown their amazing will power and sport potentials. We sent a total of 20 athletes, 14 males, 6 females to join the Hong Kong Delegation which comprised of 119 athletes to participate in the disabled sports for intellectual disability. Their outstanding performances lived up to our expectations, capturing 2 gold, 5 silver and 3 bronze medals. They have made the Games a showcase of their strengths and abilities to other Asian countries. Swimming team gained good achievements in Team members kept breaking personal best and the Hong Kong records. We are pleased to see our young swimmers to reach the qualified time for the Rio 2016 Paralympic Games. Table Tennis team maintains its systematic training. New team members have forged ahead to catch up with the skills. Coaches of feeder squads and the elite team worked in partnership to put the young players on the award presentation podiums in different international competitions. Athletics team is still in the transition period. Retired athletes were being replaced by the new, young potential ones. With the appointment of the new head coach, we believed that they are capable of achieving good results in the near future. Besides elite training and development, we also focus on the talent identification programs and training of young athletes. Sport science equipment is bought for training assessment. The results of which will be used for evaluation of training to improve athlete s overall sporting performance. In future, we will also make full use of the equipment to identify the strengths of potential athletes in the talent identification exercise. With the implementation of inclusive education advocated by the Government, students with mild grade intellectual disability have been placed to mainstream schools. These students may miss their opportunities to excel in the disabled sport. Nevertheless, we continue taking the initiative to approach the mainstream schools for their support in the talent identification programs. Although we are facing many unfavourable situations in the development of elite sport and the increased challenges from athletes of other countries, with the full cooperation and strong efforts of the coaches, parents, committee members, staff and the Government, the Association would be able to help our dedicated athletes grow and glow in the sport arena! 27 This year, there were four talented athletes passed the INAS Full Primary Eligibility Check. Besides, one more elite athlete with intellectual disability (ID) has passed the Sport-Specific Classification of the International Sports Federations (IFs), paving his/her way to take part in large-scale competitions. An increasing participation of ID athletes in the international sports games draws the attention of local supporters. Ms. IP Hay Wood, our committee member, and two ID sports advocates, Mr. LEE Yiu Fat and Ms. WAI Chi Man attended the IPC Athletics and IPC Swimming Intellectual Impairment Classifier Training Program held in Macau in June this year. They are now qualified classifiers in the two respective fields. We believe that their knowledge in classification requirements would greatly help the development of elite sports of the Association. Apart from classification, a few committee members and staff attended the INAS Eligibility Seminar which was also held in Macau during the training program. The seminar filled attendees with eligibility knowledge and provided guidelines for our committee members to formulate future development plans that could assist athletes to be eligible to competitions of higher levels. We will keep following the eligibility and classification requirements and provide relative training to athletes, leading them to an energetic and colourful sporting life. 43 Awards Super Coach Award Scheme It is a project jointly organized by the Special Olympics Hong Kong and the Association. Its objectives are: to encourage and motivate coaches to involve in sports training programmes for the athletes with intellectual disability, to give recognition to the Super Coaches and to arouse public awareness towards the importance of sports training for the athletes with intellectual disability. After attending the Induction Workshop, the participants are required to render their services for the athletes with intellectual disability. Different awards, namely Double Diamond, Diamond, Gold, Silver and Bronze will be granted to the Super Coaches for their hard work within a year. 45 Sharing WONG Wai Kwok, Roberto (Athletics Coach) Without realizing it, I have already been the athletics coach in the Association for quite a while. I did not have much knowledge about athletes with intellectual disability at first and was afraid that I will not be able to coach them well. But now, I can say that I strongly recognize the significance of my role. I am honoured to be given the opportunity to discover their specialties and provide them support to unlock their potentials. I got the first-hand experience on their unparalleled competitiveness and determination at the Incheon 2014 Asian Para Games. What impressed me most was the time I witnessed CHONG Kung Yuen and CHEUNG Che Wai sprinting the last 30 meters in the Men s 400M final, their perseverance and unyielding spirit were shining brighter than anyone. Besides athletes and coaches, supports from the instructors of agency members, Hong Kong Sports Institute, and the Association in offering a well-established training program, tier system, good training environment and provisions to athletes are all crucial in building up a strong team. I am so pleased to witness the progress and improvements of our athletes from time to time. I am deeply touched whenever I saw faces of our athletes filled with excitement and joy after having good performance. Their toughness, determination, sincerity and outspokenness all drove me to fight for their dreams all along together. 46 Sharing 11 KAM Chi Ho (Swimming Coach) I have been coaching at the Association for 11 years and I always require my athletes to keep a close watch on the details of their daily life and training. I often remind them to keep 3S in their minds: Selfconfidence, Self-reflection and Self-discipline. In order to prepare for different international competitions, our athletes not only receive basic training in swimming, but also fitness training and tactical training. We, as coaches, often discuss and analyze our athletes level, skills and potential in swimming. In addition, to help athletes boost their self-confidence and stability, we will have them take part in major local swimming competitions as well. Swimming competition nowadays is no longer a contest base simply on physical strength; it is also a contest with techniques and scientific research. As a coach, I believe that we should always keep ourselves updated, review our training programs, and improve strategies from time to time to better prepare our swimming team for any upcoming challenges. Not only is the effort made by the Association, but also the support from the Hong Kong Sports Institute and athletes parents that lead our team to achieve outstanding results in international competitions. I hope our athletes will be able to overcome any obstacles, beat their personal bests and obtain new heights. More importantly, I believe they will be able to bring their experience gained through competitions and training to their everyday life, school and workplace, and thus brighten their lives

47 INAS WONG Ka Man (Table Tennis Player) Recalling the times I represented Hong Kong in the London 2012 Paralympic Games, the excitement, the joy of being awarded a medal, and the tight course during competition, they all seemed to me that it just happened yesterday. After the London Paralympics, I always hope that I can represent Hong Kong again in other international competitions. Hence, I am always working hard in training, hoping I can get a chance to qualify in the upcoming Rio 2016 Paralympic Games. To get a chance to qualify, I am closely following my coach s guidance and make all necessary adjustments in training. I have faith in leveling up my performance, to better prepare for overseas competitions and get better results. I will be representing Hong Kong at the end of September in the Ecuador 2015 INAS Global Games, a competition which is held every four years, gathering first-rate athletes from all over the world. I am very honoured to be able to compete for Hong Kong in this kind of international competition. In addition, this year is considered to be a fruitful year to me. Other than getting my first Asian Paralympics gold medal at the Incheon 2014 Asian Para Games, I am also thrilled to be awarded the Best Female Athlete in the 1 st INAS Awards. Having these achievements, I wish to thank my coaches for spending time with me and also the support from family, friends and the Association. Right now, my goal is to qualify for the 2016 Paralympic Games, I will continue to train hard, attain good results, and win gloriously for Hong Kong! 48 Sharing CHOI Wa Kit (Swimmer) SAMSUNG 2014! I am fascinated by swimming ever since I was a child. After entering the Association and receiving elite training, I have been given lots of chances to take part in local and international swimming competitions. These valuable experiences enable me to improve my swimming techniques. I am so glad that I won a gold medal for 100M Breaststroke, a silver medal for 200M Individual Medley, a bronze medal for 200M Freestyle and a bronze medal for 100M Backstroke. Towards the end of 2014, I obtained a bronze medal for 100M Breaststroke in the Incheon 2014 Asian Para Games. I was also awarded with the Hong Kong Potential Sports Stars Awards at the SAMSUNG 2014 Hong Kong Sports Stars Awards. It is a great honor to receive these awards, not only do they prove my efforts and abilities, but also motivate me to work even harder and make more breakthroughs in swimming. I am looking forward to take part in major international competitions, which give me chances to compete with swimmers from other countries. At the same time, I hope to learn from them and get stronger, so that I can perform better in the next competition. Whenever I receive a medal, I strongly realize that the efforts I put in every day s training are not in vain! I would like to express my sincere gratitude to my coaches for guidance and nurture. Having my new goal set to take part in the Paralympic Games, I will keep on training and wish to move closer to my dreams

49 The year of 2014 was a fruitful year to Wai Lok. Being his mother, I cannot be more proud of him. Wai Lok performed undoubtedly well at the Incheon 2014 Asian Para Games, getting a silver medal in 100M Backstroke and a gold medal in 200M Freestyle. He also broke the Asian record for Men s 200M Freestyle, which was definitely a great encouragement and recognition for him. Even though Wai Lok has great talent in swimming, his achievements should thanks to his coach for discovering his potential and continuously correcting his techniques, sharpening his mind and making him able to achieve each and every one of his goals. In April 2015, Wai Lok was awarded the Best Male Athlete in the 1 st INAS Awards. I was really thrilled for the award received as Wai Lok is considered to be a novice among the athletes. I therefore wish to thank the Association for their careful nurture and nomination. In addition, Wai Lok received the Chief Executive s Commendation for Community Service, in recognition of his sporting results. This award was a pleasant surprise, and again, solidifying Wai Lok s efforts and capabilities. However, these awards have also added stress to Wai Lok. Although he has rich experience in competing, he always sets high standards with strong ambitions. Whenever he could not beat his personal bests, he will inevitably feel depressed. Besides, his relatively long recovery time also makes him more anxious. Being his mother, other than supporting him behind the scenes, I will also encourage him as often as possible. Hoping he will have more confidence and be optimistic to face any new challenges ahead. I would like to express my gratitude again to the Association and coach for always supporting Wai Lok, guiding him to the rightful path for the future, aiding him in achieving new heights and being able to represent Hong Kong in the best light. 50 Sharing HO Pui Kam (Volunteer) I am truly grateful for having the chance to serve continuously in the Association last year. Many precious experiences stayed in my mind. Being a volunteer not only widened my vision and brought me to the world of athletes with intellectual disability (ID), it also helped me understand the importance of an inclusive society in harmony. The talents of the athletes impressed me much when I worked voluntarily in their competitions. I learnt that some of them are no less favorable than the able-bodied athletes. Besides the volunteer services in sports events, I served also in the non-sports events. Through Athletes Leadership Program, I realized that the athletes could possibly reach their leadership potentials by guidance. I am delighted to see the Program produces good results in most of the athletes who later served as the master of ceremony or leader in events and functions. The satisfaction it has brought to me is beyond expression. I hope I can get involved in different aspects of volunteering in future and to contribute to the development of persons with ID by every means

51 TONG Lok Ki (Panel Head of Physical Education, Shatin Public School)! I work as the Panel Head of Physical Education in Shatin Public School (SPS). Every year I will lead my sports colleagues and students to participate in various activities organized by the Association. SPS is indeed the long-standing partner and big fan of the Association since our students almost appear in all the Association s activities! Viewing from the school s perspective, we always co-operate and communicate with the Association so that our school calendar fit the year round activity of the Association and thus our students could attend most activities of the Association without clashing. Our sports teachers also keep close relationship with staff and coaches of the Association to follow the performance of the elite athletes. I have the feeling that the staff of the Association is just like our colleagues who work hand in hand with us to brighten the lives of our students. From students perspective, attending the Association s activities is like supporting our school s activities. The students always actively participate in different types of competitions and activities and they enjoy very much. There are now more than 70 SPS students registered as athletes of the Association. They travel between school and training venue every day which help build up their confidence and enhance their discipline as well. I wish the Association will continue to organize various trainings and activities, and maintain close communication with all agency members so as to help our children shine!
