4 02 Chairman s Report 主席報告書 This was a very encouraging year and we achieved many milestones. It was a particularly outstanding year for philanthropy at The University of Hong Kong. We have seen an unprecedented level of generosity that has reached new heights in alumni giving and created an invigorated spirit of giving. 本年度的工作進展順利, 屢創佳績, 表現令人鼓舞 本年度香港大學的籌款工作特別出色 特別在校友捐獻方面, 成績斐然, 有助推動整體的捐獻風氣 We were fortunate to be the recipient of funds from two matching schemes which have greatly contributed to the development of a new philanthropic culture at HKU: The Stanley Ho Alumni Challenge, a pioneering scheme both in Hong Kong and Asia; and the Government Matching Grant Scheme. 港大有幸獲得開香港及亞洲先河的何鴻燊校友挑戰計劃和政府配對補助金計劃撥款, 為香港大學的捐獻文化帶來一番新氣象 With the support of the Stanley Ho Alumni Challenge and the Government Matching Grant Scheme, we were able to receive additional matching of HK$100 million and HK$250 million, respectively. 得到何鴻燊校友挑戰計劃和政府配對補助金計劃襄助, 港大分別額外獲得配對基金一億元和二億五千萬元 The impact of these matching grant schemes cannot be underestimated. They have been a catalyst in the development of a philanthropic culture in Hong Kong and have helped to strengthen the University s fundraising capabilities. 此等配對基金計劃的成效不容低估, 對促進香港樂善好施的風氣起著積極作用, 港大籌款工作亦事半功倍 There is a direct correlation between matching grant schemes and increased private donations which is evident from the impact of the Stanley Ho Alumni Challenge; the number of alumni donors more than tripled, and 85% of those were first-time donors. 自何鴻燊校友挑戰計劃推出後, 校友捐款人數激增逾三倍 ( 其中 85% 為首次捐獻的校友 ), 可見配對補助金計劃與私人善款數目兩者息息相關 The University of Hong Kong Foundation // Annual Report 2006

5 03 In the past year we received over 4,000 donations, confirming the broad base support HKU receives from across the breadth of the community. The main areas of support were general purposes, such as teaching and research enhancements, and Endowed Professorships. 過去一年港大獲得逾 4,000 項捐款, 足證港大得到社會各界鼎力支持 捐款主要用於加強教研工作及設立明德教授席 Endowed Professorships are among the most significant awards bestowed upon eminent academics within the University. They allow HKU to strengthen its faculty and enhance strategic research developments. Each Endowed Professorship is endowed with funding of HK$20 million which becomes a perpetual endowment for a designated discipline. Endowed Professorships are a relatively new concept in Hong Kong but we have seen that at HKU they are rapidly gaining momentum. 明德教授席計劃是港大授予校內傑出學者的崇高榮譽, 令港大可藉此提高各學院的實力和加強研究工作 每個明德教授席透過二千萬元的永久性基金, 將每年所得的利息用作發展指定學術領域的教研工作 是項計劃在香港屬於較新的概念, 但觀乎港大的情況, 已有長足發展 We have achieved much this year but there is little room for complacency. A university s reputation and standing are closely tied to its financial strengths. In order for HKU to be a truly world-class university, a leap in the level of resources is essential. Each gift, no matter how small even a HK$100 donation from a fresh graduate counts. 雖然港大本年度確取得不俗成績, 但仍不足自恃 大學的校譽及地位與其財政狀況存有密切關係 為使港大成為真正的世界級專上學府, 必須積極開源, 珍惜每一分捐獻, 每位應屆畢業生捐出的一百元捐款亦意義重大 Although the contributions to the University are numerous, I would like to make a special mention of some corporations, foundations and private individuals for their support. 6 04 tradition of alumni giving; The Hong Kong Jockey Club Charitable Trust for the Student Village II, comprising Lee Shau Kee Hall, Suen Chi Sun Hall and Morrison Hall, which celebrated its grand opening in May; and Dr Pak Suet-Sin, the Yam Pak Charitable Foundation and Dr Tse Tak-Fu and his wife Dr Helen Chan for their support of the Princess Changping fundraising performance and the HKU Culture & Humanities Fund. 新堂和馬禮遜堂組成, 已於去年五月隆重開幕 ; 最後感謝白雪仙博士 任白慈善基金會及謝德富醫生伉儷鼎力支持 帝女花 籌款晚會及港大人文基金 We share a far-reaching vision which presents many challenges. 7 Vice-Chancellor s Message 校長獻詞 05 The University has enjoyed much success on many fronts in recent years and it was no exception last year. The Centenary Vision, which I assembled last year, has charted our future development in a wide range of fields, from teaching and learning to research, and from buildings to finance. The many encouraging responses from all branches of the University family tell us that our strategic planning is on the right track. 近年香港大學在多方面的工作均取得驕人成績, 去年再接再厲, 表現卓越 港大於去年開始籌辦的 百年願景, 為港大的未來發展定下明確路向, 涵蓋不同領域, 由教學以至研究, 由校舍以至財務, 獲得大學仝人積極回應, 證明部署正上軌道 We have taken advantage of the territory-wide educational reform (the so-called ) to have a comprehensive overhaul of our undergraduate curriculum. In particular, the new curriculum will place students learning and their diverse learning experiences in the centre of university life. We will take seriously whole-person development as a major focus of university education. In that context, more places in students halls of residence are essential both for local and non-local students. There will also be a substantial increase in scholarships for international exchange. 因應本港即將實施的中學及大學教育改革 ( 簡稱 三三四 ), 港大趁機全面修訂本科課程的內容 新課程將針對學生的研習過程, 將學生多元化的治學經驗灌注大學生活, 以全人發展作為大學的重點教育理念 因此, 學生宿舍需要更多空間供本地及非本地學生使用, 同時亦須大幅增加獎學金數目推行國際交換生計劃 For the academic year , we admitted nearly 400 non-local students from 50 countries to our undergraduate programmes. Over 700 HKU undergraduate students studied abroad on exchange programmes and around the same number of international students came to HKU on exchange. Among postgraduate students, some 50% were from outside Hong Kong. Our major international partnerships include collaborations with London Business School and Columbia Business School for HKU MBA students to learn in three cities. 於二零零五至二零零六學年, 港大取錄近四百名來自五十個國家的非本地學生修讀本科課程 逾七百名港大本科生參加交流計劃負笈海外, 而相同數目的海外交換生則來到港大進修 港大有半數研究生來自香港以外地區 港大的主要合作計劃包括與倫敦商學院和哥倫比亞商學院合辦課程, 讓港大的工商管理碩士生可分別在三個國際城市上課 香港大學基金 // 年報 2006

8 06 HKU continues to top Asia in many dimensions of research. In 2006, we received the highest share of funding from the Hong Kong Research Grants Council s Competitive Earmarked Research Grants Awards. This success was accompanied by the overwhelming support of Endowed Professorships in strategic research areas. To further research scholarships at the University, it will be imperative for us to have substantial increases in postdoctoral fellowships and research postgraduate studentships. 港大在多個學術研究領域上繼續執亞洲牛耳 於二零零六年港大獲得政府研究資助局發出最大筆角逐撥款, 而明德教授席計劃亦對多項研究項目提供強大支持 為推進港大的學術研究工作, 大幅提高博士後研究生及研究生的數目實屬必需 The first stage of the Centennial Recruitment Plan has begun. We expect the first wave of 120 new professoriate members to join the University in the next few years and a further 80 before 第一階段的百周年招聘計劃經已展開, 預料未來數年將有一百二十名教授相繼加盟港大, 於二零一二年之前將再有八十名教授履新 It is indeed heartening to see how our Centennial Campus project has progressed over the past year. Detailed design work is now underway and we will be appealing for your ideas and support on the plans later this year. The Government has agreed to fund up to HK$1.2 billion of the costs of the new Campus. We are now in a position to start seeking community support for the remaining HK$1.3 billion. 過去一年港大的百周年校園計劃進展順利, 令人雀躍萬分 詳細的設計工作進行得如火如荼, 將於今年稍後提交圖則, 歡迎各界友好指點賜教 政府已同意資助新校園的建築費用共十二億元, 校方現正著手向社會各界籌募其餘十三億元 In its top universities rankings, The Times Higher Education Supplement last year placed HKU as the world s 33rd. Although international ranking is never regarded as a scientific guideline, it does serve to remind us that, as a world-class university, we deserve a new way of financing. In that respect, it will be important for the University to step up its efforts in fundraising from the private sector, and to improve the effective use of such funds. 破地域界限上, 社會各界的捐助便顯得極為重要 因此, 港大必須加倍努力向社會人士募捐, 以及更有效地運用所得捐款 In all these, the HKU Foundation plays a crucial and indispensable role. 20 18 Tribute to a Teacher 向良師致敬 The impact in the life of a student by a teacher can be profound. A group of 101 staff, friends and former students of Professor Y K Cheung, Special Advisor to Vice- Chancellor, set up a trust fund for the Y K Cheung Lecture to honour him. The Lecture focuses on developments in structural engineering and is delivered biennially by prominent engineers or academics. 老師的教化足以對學生的一生造成深遠影響 校長特別顧問張佑啟教授的同僚 好友和學生等 101 人為向張教授致敬而成立一項名為 張佑啟講座 基金 該講座著重介紹結構工程的發展, 每隔兩年邀請傑出工程師或學者發表演說 Generous Booklovers 踴躍捐 書 Over 200 booklovers chose to honour their mothers and fathers with a commemorative bookplate in the University Libraries collection on Mother s Day and Father s Day last year. The fund will be used to enhance the Libraries collections. 逾二百名愛書人於去年母親節和父親節選擇藉捐贈港大圖書館來表達對父母的敬意, 形式是在港大圖書館的藏書內加入一枚紀念藏書票 善款將用於擴大館藏 Share the Shareholdings 分享股權 In August 2006, Class of 72 alumni Mr Lawrence Fung Siu-Por and Mrs Alexandra Fung Lee Suk-Wai donated 10% of the issued share capital of the Hong Kong Economic Times Holdings Limited, equivalent to about HK$91 million, to the University. The fund has been named the Azalea (1972) Endowment Fund after the azaleas which bloomed at examination time during the couple s university years. 21 Silver Jubilee Class Giving 銀禧校友捐獻 Beginning with the Silver Jubilee of the Class of 1971, alumni of each succeeding year have aimed to raise at least $1 million for the University. Back in 1996, the Class of 1971 initiated fundraising efforts for their alma mater through its 25th anniversary reunion activities. This thoughtful initiative did not go unnoticed; Dr Stanley Ho supported this new beginning of an alumni-giving culture by matching the initial donation of HK$500,000 dollar for dollar. At their 35th Anniversary last year, the Class of 1971 amassed another HK$350,000 for the pot. This may be the beginning of another giving tradition for alumni. 19 由一九七一年畢業生慶祝畢業二十五周年開始, 嗣後每年的畢業生均以為港大籌募至少一百萬元為目標 早於一九九六年, 七一年畢業生便乘籌劃二十五周年舊生聚會之利, 發起為母校籌款 這項經精心策劃的善舉引起社會人士注意, 何鴻燊博士提出以配對捐款形式支持開校友捐獻文化之先, 即以初步籌得的五十萬元善款為基礎按一元配一元的比例捐助五十萬元 七一年度畢業生於去年三十五周年聚會上再籌得三十五萬元, 希望再次為延續校友捐獻的傳統發揮帶頭作用 Young Philanthropists 應屆畢業生捐獻 The spirit of philanthropy is spreading to younger graduates. Since 2003, new graduates have set up graduating class funds and designed souvenirs for members to receive when donating to these funds. Some 930 class members of Class of 2005 donated a sum of over HK$90,000, with each member donating a minimum of HK$100 and, in return, received a commemorative certificate folder. 行善精神亦感染甫離校門的年青人 自二零零三年起, 應屆畢業生均成立畢業班基金, 並精心設計紀念品贈予向大學捐獻的同學 約 930 名二零零五年度畢業生合共捐款逾九萬元, 每人至少捐獻一百元, 獲贈精美紀念證書套 United We Run 齊心馬拉松 In the name of a worthy cause, 1,100 pairs of feet pounded the streets of Hong Kong last February. General Notes to the Financial Statements 財務報表附註 1. 總覽 The University of Hong Kong Foundation for Educational Development and Research Limited ( the Foundation ) was incorporated on 7 March 1995 under the Hong Kong Companies Ordinance as a company limited by guarantee. The principal activity of the Foundation is that of fund-raising to enhance The University of Hong Kong s standard of excellence in both teaching and research. Under the provisions of the Foundation s Memorandum and Articles of Association, every member shall, in the event of the Foundation being wound up, contribute to the assets of the Foundation to the extent of HK$100. At 30 June 2006, the Foundation had 1073 members. 2. Principal Accounting Policies i) Basis of preparation The financial statements have been prepared in accordance with Hong Kong Financial Reporting Standards (HKFRS) issued by the Hong Kong Institute of Certified Public Accountants ( HKICPA ). The financial statements have been prepared under the historical cost convention, as modified by the revaluation of investment properties and financial assets at fair value through profit or loss, which are carried at fair value. The preparation of financial statements in conformity with HKFRS requires the use of certain critical accounting estimates. It also requires management to exercise its judgement in the process of applying the Foundation s accounting policies. 53 51 (i) HKASs 32 and 39 The adoption of HKASs 32 and 39 has resulted in a change in the accounting policy relating to the reclassification of financial assets at fair value through profit or loss. All changes have been made in accordance with the transitional provisions in the respective standards, where applicable. HKAS 32 requires retrospective application whilst HKAS 39 does not permit one to recognize, derecognize and measure financial assets and liabilities in accordance with the standard on a retrospective basis. The Foundation applied Statement of Standard Accounting Practice ( SSAP ) 24 Accounting for investments in securities to account for its investments in The adjustments required for the accounting differences between SSAP 24 and HKAS 39 are determined and recognized at 1 July Investments portfolios classified were previously carried at fair value with changes recognized in revaluation reserve. All other investments were previously carried at cost or amortised cost. With effect from 1 July 2005, debt securities and bank deposits with embedded derivatives for yield enhancement and investment portfolio managed by fund managers are designated as financial assets at fair value through profit or loss with subsequent changes in fair value recognized in the income and expenditure statement. 54 52 (ii) HKAS 40 The adoption of HKAS 40 has resulted in a change in the accounting policy of which the changes in fair values are recorded in the income and expenditure statement as part of other income. In prior years, the increases in fair value were credited to the investment properties revaluation reserve. Decreases in fair value were first set off against increase on earlier valuations on a portfolio basis and thereafter expensed in the income and expenditure statement. Since the Foundation has adopted the fair value model, there is no requirement for the Foundation to restate the comparative information, any adjustment should be made to the General Fund as at 1 July 2005, including the reclassification of any amount held in revaluation surplus for investment property. 56 54 (ii) Held-to-maturity investments Held-to-maturity investments are non-derivative financial assets with fixed or determinable payments and fixed maturities that the Foundation s management has the positive intention and ability to hold to maturity. A provision is made for the estimated liability for unutilised leave as a result of services rendered by employees up to the balance sheet date. b) Pension obligations The Foundation operates a defined contribution plan in Hong Kong, the assets of which are generally held in separate trustee-administered funds. The pension plan is generally funded by payments from employees and the Foundation. 59 57 b) Fair value estimate The carrying amounts of the Foundation s financial assets including cash and cash equivalents, bank deposits and accounts receivable, and financial liabilities including accounts payable, approximate their fair value. The fair values of financial instruments traded in active markets are based on quoted bid price at the balance sheet date. The fair values of financial instruments that are not traded in an active market are determined by using valuation techniques. The Foundation uses a variety of methods and makes assumptions that are based on market conditions existing at each balance sheet date, including the use of recent arm s length transactions, reference to other instruments that are substantially the same and discounted cash flow analysis. 3. 63 THE UNIVERSITY OF HONG KONG A Century of Service Underpins the Foundation Since its establishment in 1911, The University of Hong Kong has offered the most comprehensive range of tertiary courses in the territory. From Medicine to Law, from Economics to Architecture, and from Arts to Engineering, thousands of our graduates continue to serve Hong Kong with great distinction. In order to build on a tradition of excellence, The University of Hong Kong Foundation for Educational Development and Research ( HKU Foundation ) was established in 1995 as a non-profit organisation with the primary aim of ensuring there will be sufficient resources to support the University s research and development endeavours. One way of helping the Foundation to carry out this goal is to partner with the community, pooling available resources, so that the University will be in a prime position to meet the challenges of the region and beyond. Since its inception, the Foundation has supported a host of worthy projects in many areas and disciplines. These contributions, of benefit to the local and global communities, include the funding of academic research, scholarships and educational development projects. Donations channelled through to the Foundation can be earmarked for specific projects in accordance with the donor s wishes. An elected Board of Directors is responsible for fund administration while allocation is conducted through an annual Seed Grants exercise. The Development & Alumni Affairs Office serves as the Secretariat for the HKU Foundation.
