11 A Study of the Administrative Regulation of Interior Design HSIU-TYAN CHUANG Department of Interior Design Chung-Yuan Christian University Chungli, Taiwan, R.O.C. ABSTRACT Although interior design is a relatively young field, the entire body of this field has rapidly and progressively developed to a degree that it has been identified as a unique profession in Taiwan. The authorities in Taiwan have not yet recognized the professional status of interior design. This profession is still regarded as subordinate to architecture. The existing regulations for interior design enforced by the Taiwanese government do not meet the essence, the reality, and the needs for the future development of this field. The purpose of this study is to examine the existing regulations and determine fundamental directions for the improvement of interior design regulations. After having reviewed the existing regulations, the author identified seven main defects in the current interior design regulatory structure. The author then separately explored and analyzed the administrative regulations for interior design used by the American and Japanese authorities. Taking the systemic features and merits of these two countries as a reference, and considering the characteristics and special needs of this profession in Taiwan, the author suggests five principal directions for improvement as follows: (1) Interior design should be regarded as an independent profession. (2) The legal level of the professional status and regulations should be raised. (3) The views of interior design professionals on interior design should be fully respected. (4) The scope of the professional obligation should be properly identified. (5) The qualifications for interior designers should be strictly but reasonably certified. Further research and discussions on detailed and effective solutions for improvement are needed in order to establish a sound and appropriate administrative regulation for the interior design profession..
