4 Let s Share the Fruitful Results Coming From Clean Energy On October 28, 1998, Mr. Zhu Rongji, the Chinese premier at the time, wrote down an instruction, in a manner of determination and confidence, which we may consider to introduce LNG pilot project into China, and start from Guangdong, which has ushered China s energy history into a brand-new chapter. In the morning of June 28, 2006, with sea breeze gently blowing across Mirs Bay at Shenzhen, Guangdong, the massive ship Northwest Swan was safely moored at the LNG dock of Guangdong Dapeng, waiting for unloading LNG that has been shipped far away from Australia's Northwest Shelf Project. In the same morning and at the LNG receiving station of Guangdong Dapeng LNG Company Ltd., the then Chinese premier Wen Jiabao and the then Australian premier John Winston Howard jointly pressed the launch button to witness the startup of China s first LNG pilot project. Since then on, the clear energy from the other side of the ocean has been constantly delivered into Pearl River Delta Region (PRDR) and Hong Kong Special Administrative Region (HKSAR). It marks the beginning of a new era in China s energy history. Guangdong Dapeng LNG Company Ltd., as the operator of Guangdong LNG terminal-pipeline project the core part of first LNG pilot overall project in the Mainland, is always committed to the mission endowed by the country and the mission has been successfully fulfilled, with fruitful results achieved during the period from the founding of Guangdong LNG station-pipeline project joint execution office to the establishment and operation of joint venture. 5 Guangdong Dapeng LNG Company Ltd. (GDLNG) was established in February, It is the construction and operation entity of Guangdong LNG Terminal and Trunkline Project. Its business includes purchase(import), transportation, storage and re-gasification of LNG; sales(transmission) of natural gas and its by-products to Pearl River Delta and other areas; construction and management of LNG reception terminal, gas pipeline and other additional extended facilities; charter, lease and operation of LNG vessels; LNG purchase, sale and relevant business inside or outside the country.

6 The president takes the responsibility of company management under the leadership of the Board of Directors. At present, the company has more than 500 Chinese and foreign employees in total. As a sino-foreign joint venture, Guangdong Dapeng LNG Company Ltd. consists of eleven Chinese and foreign shareholders. CNOOC is the largest Chinese shareholder while BP is the foreign partner. LNG is natural gas that is dehydrated, purified and cooled to -162 degree centigrade so that it condenses to liquid at atmospheric pressure. Advantage of LNG Utilization 1 unit volume of LNG can be gasified into an equivalent of gasified natural gas of 600 unit volume. As such, LNG facilitates greatly storage and long-distance transportation of natural gas. 终端用户 END USERS LNG is pretty pure, with content of foreign matters such as carbon dioxide, sulfide and water, etc., already removed via purifying before it enters into liquefying process. LNG Industrial Chain Natural gas is produced from gas fields, following transaction of purification, liquefaction, shipping, regasification until it is delivered to end users.

Phase I of Guangdong LNG Project consists of 14 interrelated projects with independent legal entities, with total investment of over RMB30 billion. On June 28, 2006, then Premier of the State Council Wen Jiabao and former Australia s Premier Minister John Howard jointly pressed the start button for the completed project. Now all 14 independent interrelated projects are running smoothly and has been put into commercial operation.

10 In 1998, the State Council approved the proposal to import LNG into Guangdong province as a pilot project in China. Guangdong LNG Project is a larger energy infrastructure in Pearl River Delta. The completion of the project has alleviated the craving for energy due to rapid development of economy in the delta. It has been instrumental to adjustment of the local energy structure and improvement of environmental pollution of the region. As a pilot project of the state, Guangdong LNG Project has brought along the development of relevant industries of our country. The successful implementation of LNG import pilot project has set a good example for extending LNG application in our country. The Guangdong LNG Project originates the LNG business model with Chinese characteristics. Leveraging on ICB to hedge off target resources helps stave off market risks from fluctuations of international oil price. Also, CNOOC s share participation upstream is simultaneously realized when the LNG Sales and Purchase Agreement between the Guangdong LNG Project and Australian ALNG Co., Ltd. is concluded. The successful operation of the Guangdong LNG Project also fuels the development of LNG tanker manufacturing and transportation industry of China, helping come true the national strategy China-made LNG Tanker for Shipping Goods to China.

11 Main facilities of Phase I of the LNG Terminal and Trunkline Project consists of LNG reception and regasification terminal, gas transmission pipeline, 19 offtake stations along the pipelines and 24 valve stations. The total investment of Phase I of the LNG Terminal and Trunkline Project exceeds RMB 8 billion. The designed annual turnover LNG capacity is 3.7 million tons. The project began its construction by the end of 2003 and after two and half years had completed, a month in advance as scheduled. The first cargo of LNG had been received on May 26, 2006 and the project had been put into commercial operation by the end of September, 2006.

12 The Guangdong LNG Terminal is located in Shenzhen at Chengtoujiao, Dapeng Bay, comprising a total land area of 40 hectares. The main facilities of the terminal includes: four 160,000M 3 LNG storage tanks, a berth capable of accommodating 80000~217000M 3 LNG carriers, truck loading station, nine sets of LNG vaporizers, four sets of LNG metering stations, an automatic central control system, fire control systems, public utility and other auxiliary facilities. The imported LNG is supplied by Australia Northwest Shelf LNG Venture and shipped by LNG carrier to the LNG Terminal where it is unloaded into LNG Tanks. The unloaded LNG is stored at a very low temperature of -162 o C at near normal pressure. When required, LNG is pressurized and re-gasified to NG which is then transmitted via the large-sized underground pipeline to the offtake stations. Here it is metered and then distributed to the town gas pipeline networks as well as to the LNG power plants.

13 The gas transmission pipeline of the Guangdong LNG Terminal and Trunkline Project is 441 km in length, consisting of 1 trunkline, 196 km long, 3 sub-trunklines, 182km long and several branch lines, 63km long. The trunkline begins at Dapeng LNG terminal in Shenzhen, and then passes through Pingshan in Shenzhen, Dongguan, Guangzhou before finally terminating at the Nansha in Guangzhou. In total, 19 offtake stations and 24 valve rooms are situated along the whole gas transmission pipelines. The diameter of the pipelines ranges from mm to 914 mm. The operating pressure of the NG pipelines varies from 7.5 to 8.8 Mpa. The pipeline network covers Shenzhen, Huizhou, Dongguan, Foshan and Guangzhou. Hong Kong Powerplant users and city gas users have built about 34 km long and 92 km long seabed pipelines respectively for reception of NG from Dapeng Terminal.

14 供气商与船运 After an international bidding, Guangdong LNG Project chose Northwest Shelf Australia LNG Venture as the long-term gas supplier and awarded it a 25 year contract securing an annual gas supply of 3.7 million tons. This is the first LNG import contract in China. The supplier consists of 7 partners: Shell, BP, Chevron,BHP (Astralia),Woodside (Shell and Australia cooperation), MiMY (3 Japanese companies' cooperation) and CNOOC. The LNG Plant is located at Bala byland, 1260 km away from Perth, the capital of Western Australia. The LNG vessel departs from Vesnier Bay of Dampier Port, Western Australia and after a 2,770 sea miles journey, arrives at reception terminal berth at Chengtoujiao, Dapeng Byland in Shenzhen for unloading. Guangdong LNG Pilot Project has brought along the development of shipbuilding industry to our country. As the strategy of domestic cargo carried by domestic transportation, domestic vessel built by domestic yard, the transportation of Guangdong LNG Project is carried on by China built ship. The first LNG cargo ship built mainly by China-"Dapeng Sun" and second -"Dapeng Moon" have been delivered on April 3 rd, 2008 and July 10 th, 2008 respectively, while the third- Dapeng Star. also has been delivered on December 10 th, 2009.

15 In a way that LNG is imported from abroad, then stored, re-gasified, compressed and distributed to special customers through long gas pipelines and truck transportation. Guangdong Dapeng LNG Company had also signed Terminal Use Agreement (TUA) with CNOOC. Receiving LNG bought by CNOOC and stored, re-gasified, compressed and distributed to the owner s customers by pipelines or truck transportation CNOOC.

17 Storage Tanks: With the international safest precast reinforced concrete roofs, the full containment LNG Storage Tanks, as the core facilities of LNG, can bear tremendous impact of external force. They were specially designed as two-layer tanks. If a leakage occurs in any inner storage tank, the leaking LNG will only enter into the specially constructed outer tank instead of the atmosphere. Boil Off Gas System (BOG System): During normal operations, boil off gas in LNG tanks are processed through the vapour handing system for recovery. During the abnormal situations, amount of boil off gas are generated and the vapour handing system is overloaded, excess gas will be directed into the flare stack for burning out. Fire & Gas Detection System: A Fire & Gas Detection System monitors and protects the entire area of the receiving terminal. If the system detects either fire, flammable gas leaks or smoke, it will alarm and automatically shut down the relevant system. Safety Instrument System (SIS): A Safety Instrument System inspects the entire process. In case of emergency, SIS will automatically shut down the relevant system. Gas Management System: Trunkline's Gas Management System provides a real-time monitoring on the pressure, temperature and flow rate of all offtake stations. If there is any abnormal signal, the system will automatically activate the alarm, and operators will be informed by the alarm.

18 To ensure safety, we conduct a strict office security policy, regular safety inspection and emergency evacuation drill. The employees who perform very well in safety are commended quarterly. To ensure safety and security during operations, we conduct the strict Terminal Security Management Procedure. Personnel and vehicles entering the site require an authorized pass. A professional security crew conducts site inspection and real-time video inspection. Annually Large-scale fire-fighting exercises for terminal and LNG vessel to be held respectively. Strict security is also applied in the area along the pipeline. Warning signs are in place and more than 150 security guards take 10 hours continous security foot patrol along the pipeline in daytime. In order to avoid personal damage, we propagandize the high importance of gas pipeline protection to the community and the third party operators through various ways. 24 hours emergency call center by This emergency number can be visibly seen on the safety signs along the pipeline route.

19 The ESIA was approved by State Environmental Protection Administration on April 21, During the formal EIA review process, the project was acknowledged as an environmental improvement initiative since it will ultimately provide cleaner alternative source of energy to domestic customers and electricity generators alike. Following State s calling on energy saving and emission reducing, GDLNG is always optimizing the Terminal operation process and management. The unit power consumption by GDLNG terminal has decreased to 15.5KWH/ ton from 24KWH/ ton in the early period of operation. Meanwhile, by modification of the sewage treatment system to achieve 0 releasing at terminal, so that to fulfill our commitment of environmental protection to society.
