4 Abstract Abstract Taking the affairs of arranging returned oversea Chinese in the famous Chinese Qiaoxiang Tong an, Xiamen of Fujian Province as a case study, the thesis explores the relations and consequences between oversea Chinese affairs in the first ten years of the PRC and home rebuilding of returned oversea Chinese, based on the files of Oversea Chinese Office of Tong an from 1950 to Then analyses the key role played by oversea Chinese system on our country s history of oversea Chinese affairs, and such concerned issues as the interaction between the home rebuilding of returned oversea Chinese and the national oversea Chinese affairs. It is composed of five parts. In the part of introduction, it gives an explanation to the concept of returned oversea Chinese based on the files of Tong an oversea Chinese Office. Next it reviews the current state of returned oversea Chinese studies and the existing problems, and points out the reason of choosing the subject and its value. At the same time, it introduces the general information and value of the files in Tong an oversea Chinese Office from 1950 to The first chapter vignettes the state of the returned oversea Chinese of Tong an in the first ten years of the PRC. It analyses the reasons of their returning, and tells the difficulties and challenges they faced in the process of home rebuilding. The second chapter retraces the evolution of the oversea Chinese affairs organization after the foundation of the PRC. It introduces some policies on returned oversea Chinese in the first ten years of the PRC and its execution effects in Tong an. Then it points out the important role played by Tong an II

9 建国十年的侨务与归侨家园的重建以 年同安侨办档案为切入点 一归侨概念的界说 绪 归侨归国华侨的简称据笔者看到的资料第一次对归侨概念进行界 说是 1957 年中侨委颁发的关于华侨侨眷归侨归国华侨学生身份的 解释文件归国华侨是华侨回国后的统称简称归侨不论回国时间长 短也不论是自行回国或被迫回国都可以称之为归国华侨 1984 年国务院侨办在修订的关于华侨归侨华侨学生归侨学生 侨眷外籍华人的解释试行中规定归国华侨指回国定居的华侨简 称归侨不论年龄大小和何时回国都是归侨来华定居的外籍华人在恢 复中国国籍后也称归侨相比 1957 年中侨委关于归侨的解释 1984 年 国务院侨办的解释强调了只有回国定居的华侨才是归侨这一新规定把 归侨与那些为探亲旅游访友等短期在国内居住的华侨区分开来 本文所研究的归侨采用 1957 年中侨委的归侨概念即包括 回国探亲访问旅游和定居两部分华侨但在研究对象上则根 据 1984 年国务院侨办的归侨概念主要考察定居同安的归侨 在中国封建社会时期 无归侨之提法 直到近代的广东革命政府时期 1924 年 1 月孙 中山先生主持下制定的 内政部侨务局保护侨民专章 中才指出 中华民国人民旅居外国 者和回国者 统称侨民 南京国民政府时期在其立法中把归侨称为 回国侨民 我们党早 在新民主义革命时期提出 归侨 一词 如毛泽东同志在 论联合政府 中就指出 要扶 持归国华侨 但当时我们党并未对 归侨 做正式解释 这里需要强调的是 归国华侨学生 和 归侨 的概念在意义上是有区别的 一些文件 及条例都分别给予不同解释 但根据 1984 年国务院侨办修订的 身份解释 归国华侨学 生也必须是华侨 从国外回来定居 只不过他们回国定居是因为求学 但他们回国定居后 与归侨一样要面对一个如何适应及认同当地社会的问题 所以本文在研究对象上包括了归 侨学生这一群体 只不过为了行文方便 笔者在涉及二者概念时 将二者做了模糊化处理 统称为归侨 论 1
10 绪 论 二 学术史回顾 一些成果 在海外华侨华人研究领域有不少学者关注归侨问题并已积累了 归侨回国后的状况是学界关注的课题之一但到目前为止相关研究多 拘囿于对归侨现有的分布职业业绩海外关系等状况进行概述性研究 如梁森奎太阳河情思兴隆华侨农场归侨 50 年足迹海内与海外 2001 年第 9 期陈昌榜新马归侨在南宁八桂侨刊 1997 年第 1 期丁有权广西归侨概述八桂侨刊 1998 年第 3 期等 20 世纪 八九十年代以来国内一些学者开始涉及有关归侨群体的文化适应问题 其中黄静归侨在中国大陆的文化适应 年对北京印尼 归侨群体的调查分析华侨华人历史研究 1999 年第 1 期一文是一篇 较具深度的文章作者采用社会学的考察方法根据北京印尼归侨群体问卷 调查资料探讨归侨回国后的有关文化适应问题以及时代变迁等社会因素在 归侨文化适应中的主导作用作者认为归侨在文化适应上经历了一个漫长且 艰巨的过程既有融合的一面也有撞击的一面尽管归侨对气候等自然条 件生活习惯社会习俗等方面有较高的适应率但在归侨内心深处原先 具有的同一文化背景的特质仍不时地主导着他们的行为如在家继续使用方 言归侨之间的认同感对归侨团体较高的参与率归侨自我中心意识以及 对国家和社会在归侨评价方面的看法等等 都无不显示出文化适应的艰巨 性不过作者在论证六十年代归侨原因时认为祖国的拉力作用仍居主 导地位的观点值得商榷 华侨农场这一特殊归侨社区的研究亦受到学界的重视近年来李明欢教 授策划的厦门同安松坪农场的研究课题取得不少成果 其中课题组成员的 李明欢社会人类学视野中的松坪华侨农场俞云平一个特殊社区的历史轨迹松坪华侨农场发展史刘朝晖社会记忆与认同建构松坪归侨社会地域认同的实证剖析孙晟重建家园松坪印尼归侨群体研究华侨华人历史研究 2003 年第 2 期 2
11 建国十年的侨务与归侨家园的重建以 年同安侨办档案为切入点 俞云平通过对松坪华侨农场发展史进行研究指出华侨农场是一个在特殊历史时期因特殊历史事件经由特殊历史决策而形成的政策性特殊社区这一发展轨迹致使归侨社区与周边社会以及社区内部的次群体之间存在着一条明显的心理边界而且随着时间的推移这条边界并未消失反而因各 种因素的催化而被模式化固定化课题组成员刘朝晖则根据松坪归侨口述 访谈记录剖析了社会记忆的认同建构问题指出在国家或地方的认同建构 上归侨意识始终贯串着归侨的集体记忆认同建构是情景性的流动 的是一个交织着多重利益的复杂心理过程强调在归侨的安置上不仅是物 质性安排更重要的是营建一个和谐宽容的社会心理环境使其尽快融为一 体共谋发展课题组另一成员孙晟以松坪农场印尼归侨群体为个案追溯 其在特殊情景跨国迁徙安家农场的历史过程从记忆现实与向往三个层 面探讨该群体对于家之归属感的建构及特点指出归侨是一个特殊的 再移民群体回归是行为主体为寻求更满意的栖身地或谋求更有利 的发展而向原居地迁移的过程是一重建家园重塑家乡认同的过程此外 还有何静农贵新关于华侨农场经济体制改革的思考福建论坛 1999 年第 6 期兰强从武鸣华侨农场看归侨安置的实践和经验八桂侨刊 1999 年第 2 期龚凤龙华侨农场的出路何在福建税务 1995 年第 5 期等著作其中兰强从武鸣华侨农场看归侨安置的实践和经验一文 以武鸣华侨农场为典型对当时我国归难侨安置政策的基本特点与方针进 行探讨认为归侨本地化的过程包括归侨需要本地化和归侨自愿本地化两个 过程只有归侨真正自愿进行本地化时归侨安置的工作才顺利推进 有关归侨侨务研究据笔者目前所涉及的范围以归侨侨务为研究对象 的论著仍付之阙如不过我国的侨务政策研究则已取得一些成果庄国土在华侨华人与中国的关系广东教育出版社 2001 年 9 月一书中把中国政府的侨务政策分为海外华侨政策与国内侨务政策主要是归侨侨眷政 3
12 绪 论 策全面系统地分析了建国后中国侨务政策的沿革在论证归侨和侨眷政策演变时作者分三个时期进行阐述认为 年是实行确立华侨归侨参政地位保障归侨侨眷生活稳定政策时期 年为实行动员归侨侨眷参加社会主义革命和建设适当照顾归侨侨眷 特点政策时期 年实行一视同仁适当照顾加以改造 政策的时期作者在论证这三个时期归侨侨眷政策时把其放在当时国内 国际总形势的大环境下指出解放初至文革前中国政府的国内侨务政 策取得了一定成效成功地安置了大批归侨动员和组织了大批归侨侨眷 积极参加社会主义革命和建设当然作者并不讳言左倾思潮对该时期 政府侨务政策的影响刘华评建国初期的侨务华侨华人历史研究 1994 年第 4 期一文则通过对建国初期我国侨务工作的回顾认为当时国 内侨务工作的重点是妥善安置归侨全面审视了我国的侨务工作指出当时 我国侨务工作虽然有诸多不足之处但成就是主要的 此外毛起雄林晓东编著中国侨务政策概述中国华侨出版社 1993 年 2 月对中国侨务政策的历史演变和主要内容做了简要概述但对 建国后有关归侨的侨务政策并没有专门论述毛起雄主编华侨华人百科全 书法律条例政策卷中国华侨出版社 2000 年 12 月汇集了建国后我 国颁布的几乎所有有关归侨的侨务政策法令是现在我们进行有关归侨问题 研究时很好的一部工具书 综上所述目前学术界对归侨问题的研究有如下特点其一在研究对 象上以归侨侨务的研究成果甚少对 年这十年的归侨状况进 行研究的则尚未见之其二在研究内容上现有的研究成果即有制度层面 的研究亦有诸如华侨农场的个案研究但缺乏二者结合的综合研究其三在研究方法上有历史学社会人类学等但缺乏学科的整合其四在研究的资料上现有的研究多采用制度层面的侨务政策法令法规等综合 4
13 建国十年的侨务与归侨家园的重建以 年同安侨办档案为切入点 文献与田野的研究还甚少 本文主要从制度史的层面上 结合归侨社区 厦门同安为研究个案 以 年同安侨办档案为切入点就相关问题展开论述 三研究思路与方法资料 一 研究思路 本文以 1950 至 1959 年的同安侨办档案为切入点通过对我国著名侨乡 之一的福建厦门同安安置归侨侨务的个案研究讨论建国十年我国的侨务与 归侨家园重建的关系与结果进而思考侨务制度在我国侨务发展史中的重要 意义以及归侨家园重建与国家侨务的互动等有关问题 本文的研究其现实意义有三第一归侨回国后由于他们特殊的海 外经历有些是侨生每一个归侨几乎都联系着大小不等的跨国网络归 侨成为当时国家联系海外华人社会的重要桥梁之一因此归侨问题不仅仅是 一个国内的问题还是一个国际问题问题解决的好坏涉及到当时国家在海 外的形象以及与海外华侨华人的关系第二归侨回国后多面临一个适应 新环境的问题如何有效地帮助他们解决回国后碰到的各种困难使他们尽 快适应回归并融入到当地社会是当时各地确保社会秩序稳定的一个重要 方面第三五十年代新中国刚刚成立百废待举党和各级政府必须摸索 出一些行之有效的有关归侨安置的政策和措施为以后处理归侨问题打下基 础因此本课题具有重要的学术意义和社会现实意义 本文选择福建厦门同安侨乡的归侨问题为研究个案同安位于福建东南 沿海处于闽南金三角中心是中国一个著名的侨乡根据 1998 年公布的资料同安的面积为 1079 平方公里人口 万另据 2002 年的 同安县地名志内部资料同安县地名志编纂委员会编 1998 年第 1 页 5
14 绪 论 统计同安归侨侨眷有 20 多万同安人出国的历史记载最早可追溯到元末明初 1370 年左右同安县明盛乡安仁里新垵村 1957 年划归厦门市杏林区邱毛德渡洋的通番到目前为止据不完全统计同安的海外乡亲在 50 万以上遍布世界各地二十多个国家和地区尤以新马地区最为 集中同安的海外乡亲中有陈嘉庚陈六使孙炳炎等著名的华侨领袖其 中陈家庚被毛泽东誉为华侨旗帜民族光辉此外世界性的联谊组织 世界同安联谊会自 1994 年起每两年分别在不同的地点召开一次其 中第二四届都在同安召开规模盛大影响深远另一方面笔者的导师 曾玲博士对同安侨乡研究已有相当积累她在同安的田野调查工作为我熟 悉同安的侨情提供了许多方便通过老师的介绍我认识了同安侨联主席郭瑞 明同安前侨办主任王丽玲以及同安档案馆的陈局长袁主任等他们为笔 者的资料搜集工作提供了许多条件 示 并在研究思路上给笔者许多有益的启 本文以 1950 至 1959 这十年的同安归侨为研究对象主要是基于笔者在 检索和阅读同安侨办档案时 发现建国十年的档案与 1960 年以后的档案 二者涉及的归侨有明显不同第一在回国原因上 1960 年以前的归侨主 要是因为祖国的吸力而回归而 1960 年以后则有许多归侨是因为当 地政府的排华而重返中国换言之因推力迫使华侨归国的为多第二 由于吸力与推力作用 1960 年以前的归侨来自不同的国家而 1960 年以后的归侨所来自的国家则相对集中如发生排华的印尼越南等第三 1960 年前的归侨以祖籍同安为多而 1960 年以后的归侨的祖籍则不一定是 同安换言之 1960 年以前的归侨大多是回到他们的祖籍地定居而 1960 年以后的归侨有些则只回到祖国这个大家但却不一定是回归到祖籍地的小家 厦门市同安区归国华侨联合会编同安侨联五十年内部资料 2002 年第 27 页郭瑞明蒋才培主编同安华侨志鹭江出版社 1992 年第 3 页 6
15 建国十年的侨务与归侨家园的重建以 年同安侨办档案为切入点 本文的基本框架及内容绪论结合 年同安侨办档案对归侨的概念进行界说回顾目前归侨问题的研究状况及存在问题指出本文选题的缘起与意义并对 年同安侨办档案的概况和价值进行了介绍第一章概述建国十年同安归侨的状况分析归侨的回国原因考察同 安归侨在重建家园过程中面对的困难与挑战第二章通过对建国后我国侨 务组织机构演变过程的大概回顾对建国十年我国颁布的一些归侨政策及在 同安具体执行效果的考察探讨了建国十年同安侨务在帮助归侨重建家园过 程中起的重要作用第三章从侨务政策失误和变异的角度分析探讨建国 十年同安侨务给归侨家园重建带来的影响结语总结本文的观点并点明 本文个案研究的现实意义 二研究方法资料 本文在研究方法上以历史学和社会人类学的双重视野结合具体的 个案来讨论建国十年我国的侨务与归侨家园重建的问题 本文以厦门市同安侨办的档案为基本资料 同安侨办档案收藏于同安 县档案馆截至笔者查阅档案的最后期限 2003 年 12 月中旬同安档案馆共 收藏了同安侨办从 1950 年至 1994 年的档案记录共 413 卷同安侨办档案 按其需要保存的期限分为永久和长期两部分 1 永久性质档案 同安侨办永久性质档案共 250 卷主要内容涉及 1950 年至 1994 年同安 侨办在上级机构和同安县人民政府领导下结合同安具体实际所开展的工作 根据工作对象的不同同安侨办档案大致可分为 1 有关归侨的档案同安侨办档案中有关归侨的档案主要包括第一归侨登记表主要 是同安侨办对每年的新归侨按姓名性别年龄何属归侨时间原籍 档案的保存期限主要是根据档案的内容和性质来决定 7
16 绪 论 安置情况的顺序进行统计第二工作总结报告同安侨办每一年年底都做工作总结报告有时半年一次一年两次这些工作总结报告是同安侨办对当年所有侨务工作的总结在归侨问题上主要体现在归侨安置上取得的成绩与不足各种有关归侨在生活思想上的情况包括一些归侨向同安侨办 反映的各种问题安置中碰到的各中问题与心得体会等第三归侨就业 登记表表格主要登记了归侨的姓名性别何属归侨原籍语言能力程 度国外从事的职业国内国外的亲人情况国内的经济情况国外的经济 情况出国的原因回国的原因等还有许多当时同安侨务科深入侨区的调 查报告有些带有专题性质如第 30 卷就是专门记载各侨区归侨的思想状 况归侨积极分子情况表当时同安侨务科给归侨子女出具的入学介绍信 及对具体归侨具体问题处理的资料报告等 2 有关侨眷的档案 同安侨办档案关于侨眷的记载主要有第一大量有关改变侨眷地富 成份问题的复文与批示主要内容有姓名性别岁数成份文化程度 住址国内关系情况海外关系及侨居地址土改前经济情况土改后经济 情况当时评成份的原因土改后的表现乡支部意见区委会意见县委 会意见第二工作总结报告同安侨办对每一年侨务工作的总结报告也 大量涉及侨眷生活思想上的问题第三各种提案报告主要是同安每年 侨代会或人代会上侨眷代表提出的有关侨眷问题的提案也有一些归侨及海 外侨胞代表提出的提案但较少第四大量的侨房政策落实报告主要 是改革开放后大量文革时期的冤假错案得到平反各种被没收财产的退还问 题其中主要是房产也有一些属于归侨和海外侨胞的但主要是侨眷的房 产问题 3 有关华侨华人在同安兴办公益投资等的档案这部分档案主要是记载了同安籍的海外华侨华人回国探亲旅游投资 8

回归传统 历史学视野中的资本主义 刘光临 虽然明清资本主义萌芽研究和西方现代史学都使用了资本主义一词 但双方并无相同的理论背景 资本主义作为一个成熟的学科概念是由 世纪末 世纪初的历史学家和强调历史面向的政治经济学家 可简称为 德国历史学派 一起创造出来的 强调从历史而不是从抽象的理论中寻求社会变化的原因 资本主义萌芽这一概念的启用 实际上是对欧洲近代历史的严重误读 有鉴于此 在今后的中国历史研究中应该用资本主义来取代资本主义萌芽
