1 1 DOEL EN TOEPASSINGSGEBIED Deze instructie geldt voor het certificeren van fokvarkens ten behoeve van de export naar China en beschrijft de voorwaarden die worden gesteld aan de invoer in China, de controles die ten behoeve van de certificering moeten worden uitgevoerd door de NVWA, en de gegevens die het bedrijfsleven ter controle aan de NVWA moet aandragen. Over de certificeringseisen ten behoeve van de export van fokvarkens naar China zijn officiële bilaterale afspraken gemaakt. Deze afspraken zijn BINDEND. Van deze instructie kan derhalve niet worden afgeweken. 2 WETTELIJKE BASIS 2.1 EU-regelgeving Richtlijn 64/432/EEG 2.2 Nationale wetgeving Gezondheids- en welzijnswet voor dieren, artikel Overige Bilaterale afspraken tussen China en Nederland. 3 DEFINITIES n.v.t. 4 WERKWIJZE De export van fokvarkens naar China is toegestaan. Certificaat: zie bijlage Toelichting bij het certificaat: Verklaring 1: Deze verklaring kan worden afgegeven na controle van de dierziektesituatie. Informatie over de dierziektesituatie is te vinden op de intranetsite van de afdeling NVWA Incident en Crisiscentrum (NVIC), of is direct opvraagbaar bij deze afdeling. Verklaring 2: Deze verklaring kan worden afgegeven op basis van een onderliggende verklaring met gelijke strekking van de aan het bedrijf verbonden dierenartspracticus, aangeleverd door belanghebbende. Verklaring 3: De dieren moeten ten minste 30 dagen in pre-isolatie. De NVWA hoeft deze isolatie niet goed te keuren. Dit onderzoek moet plaatsvinden alvorens de dieren in isolatie gaan. Voor wat betreft Contagious Swine Pleuropneumona geldt het volgende: er moet getest worden op type 2 en type 9 van Actinobacillus Pleuropneumoniae. Voor wat betreft Transmissible Gastroenteritis geldt dat tweemaal moet worden getest met een interval van minimaal 21 dagen. De eerste test mag plaatsvinden tijdens pre-quarantaine, de tweede test tijdens de quarantaineperiode. Deze verklaring kan worden afgegeven na overlegging van de laboratoriumuitslagen, aangeleverd door belanghebbende. Verklaring 4: Deze verklaring kan door de certificerend dierenarts worden afgegeven na controle van de vaccinatiegegevens. Verklaring 5.1: Deze verklaring kan worden afgegeven na controle van de laboratoriumuitslagen aangeleverd door belanghebbende. Voor wat betreft Transmissible Gastroenteritis geldt dat tweemaal moet worden getest met een interval van minimaal 21 dagen. 2 Verklaring 5.2: Deze verklaring kan worden afgegeven na controle van de behandelingsgegevens aangeleverd door belanghebbende. Verklaring 5.3: Deze verklaring kan worden afgegeven na controle van de behandelingsgegevens aangeleverd door belanghebbende. Verklaring 5.4: Deze verklaring kan worden afgegeven na controle van de behandelingsgegevens aangeleverd door belanghebbende. Verklaring 5.5: Deze verklaring kan na controle worden afgegeven. Verklaring 5.8: Deel 1 van deze verklaring kan worden afgegeven als aannemelijk kan worden gemaakt dat voer en strooisel niet afkomstig is uit een gebied waar zich een relevante aangifteplichtige dierziekte heeft voorgedaan. Informatie over de dierziektesituatie is te vinden op de website van de afdeling NVWA Incident en Crisiscentrum (NVIC), of is direct opvraagbaar bij deze afdeling. Deel 2 kan worden afgegeven op basis van EU- en nationale regelgeving. Verklaring 5.9: Deze verklaring kan afgegeven worden na controle van het transportplan, op basis van EU- en nationale regelgeving en de vigerende IATA-regels. Verklaring 5.10: Deze verklaring kan afgegeven worden na vergelijking van het transportplan met de importpermit. 5 BEVOEGDHEDEN EN VERANTWOORDELIJKHEDEN De NVWA-dierenarts is bevoegd en verantwoordelijk voor het afgeven van het certificaat. 6 TOELICHTING In april 2014 is de instructie geactualiseerd. The Netherlands are free from African swine fever, foot and mouth disease, infectious swine vesicular disease, vesicular exanthema or vesicular stomatitis, classical swine fever, pseudorabies and bovine tuberculosis; 荷兰王国境内没有非洲猪瘟口蹄疫猪水泡病水泡性口炎古典猪瘟伪狂犬结核病 ( 牛型 ) 2. The farms where the exported swine originate meet the following requirements: 输出猪的农场须符合以下要求 : a. During the previous 2 years, there were no clinical symptoms of swine dysentery (B. hyodysenteriae infection), leptospirosis, haem-agglutination encephalomyelitis, toxoplasmosis, mycoplasmal pneumonia, brucellosis, contagious swine pleuropneumonia, atrophic rhinitis, porcine reproductive and respiratory syndrome (PRRS), Japanese B encephalitis, transmissible gastroenteritis and novel A/H1N1(2009); 在过去 2 年中, 没有猪密螺旋体痢疾钩端螺旋体病血球凝集脑脊髓炎弓形体病支原体肺炎布氏杆菌病传染性胸膜肺炎萎缩性鼻炎蓝耳病乙型脑炎传染性胃肠炎和甲型 H1N1(2009) 流感的临床症状 ; b. 4 4. Before moving to quarantine facilities, the swine meeting the requirements of article 3 are inoculated against parvovirus. Those swine that have been vaccinated against parvovirus are not vaccinated again. Other vaccines except for parvovirus are not used; 农场检疫符合第三条要求的猪, 在进入隔离检疫场前接种猪细小病毒疫苗已免疫过的猪可不再接种不得注射其他疫病的疫苗 ; 5. Prior to export, the swine are quarantined for at least 30 days in an officially approved quarantine facility. The swine did not have contact with other animals not eligible for export to China.
